2.2 Having the right people and culture
The planning and approval of projects can be more effective if there is a pool of executives with appropriate skills to provide leadership and informed feedback to staff undertaking planning. The quality of planning advice will be greater in an environment that deals maturely with risk and uncertainty, where relevant specialist skills are available, and where there is a shared understanding of key concepts and planning processes among the people involved. An environment that promotes openness to independent review and assurance will further improve the quality of project plans.
