Evaluation of the Home Ownership Program

The objectives of the evaluation were to:

  • identify the differences between Indigenous home owners and those who rent or who live in communities where home ownership is not an option
  • assess the impact of home ownership on indigenous Australians
  • examine the operations and management of the program at the Regional/State Office level, and assess the impact these activities have on clients
  • assess the level of awareness of the lending scheme among Aboriginal and Torres Strait Islander peoples and communities;
  • compare the ATSIC Home Ownership Program with similar lending schemes in the private and public sectors with regard to suitability for concessionary groups of clients, and operational effectiveness and efficiency.
Evaluation of the Community and Youth Support Program

The objectives of the evaluation of this program were to:

  • review the extent and nature of existing activities under the program
  • assess the extent of Indigenous Australian access to mainstream community and youth support services
  • assess the extent of program success in bridging the service gap in community and youth support services for Indigenous Australians
  • develop a suggested index of need for CAYSP type services for each State/Territory and ATSIC region, and assess the equity of CAYSP funding to the States and Territories and ATSIC regions using the need index
  • develop a needs profile for CAYSP type services for each ATSIC region.
