The objective was to assess the extent to which staff reductions have been managed in a sound strategic and cost-effective manner consistent with the Government's guidelines and the ANAO's 1996 better practice guide Managing APS Staff Reductions. The audit focussed on 3 agencies - the Australian Taxation Office, the former Department of Primary Industry and Energy, and the former Department of Transport and Regional Development. The ANAO found that the majority of staff reductions were achieved through retrenchment rather than natural attrition; and that decisions on the number of retrenchments were not always supported by an assessment of the impact of the reductions on the agencies' abilities to conduct their business.
The sale of leases for the 14 Phase 2 Federal airports was completed by 30 June 1998, in accordance with the Government's timetable. This represented a significant achievement given that it constituted the largest completed airport trade sales program in the world to that date and achieved the Government's sales objectives.
The objectives of the audit were to form an opinion on the management of Commonwealth agencies' compliance with the Commonwealth's energy efficiency requirements and to identify areas for better practice in energy management. The audit focussed on:
the implementation of the Energy Policy by Commonwealth Agencies; promulgation and coordination of energy use targets;
energy and associated reporting by Commonwealth agencies;
identification, examination and analysis of systemic and procedural impediments to achieving the Energy Policy; and
development and discussion of ways to address these impediments.
Members of the Australian Defence Force (ADF) have informal and formal complaint mechanisms available to them to address grievances. Initially, members are advised to seek resolution of their complaint at the lowest possible level, through the normal command channels and administrative arrangements. A member who is not satisfied that a complaint has been resolved in this manner may use the Redress of Grievance (ROG) system to submit a formal complaint to the commanding officer of the member's unit. The objective of this audit was to ascertain whether the ROG system could be refined to improve the efficiency and timeliness of processing of complaints while preserving the equity and transparency the current system provides.The Redress of Grievance system is clearly time-consuming and resource intensive. Some grievances have taken as long as four years to resolve. Some could be resolved by administrative means rather than through recourse to grievance processes. The system contains various inefficiencies that detract from its cost-effectiveness from the viewpoint of the ADF and individual members. In addition many members are unaware of the system or do not have a high level of confidence in its effectiveness.
The audit is a follow-up to Audit Report 12, 1995-96 Risk Management by Commonwealth Consumer Product Safety Regulators. The objectives of this follow-up audit were to determine the extent to which ANZFA had implemented the agreed recommendations contained in the 1995 Audit Report, and to determine the effectiveness of the implemented recommendations in improving food safety regulation.
The audit reviewed the efficiency and effectiveness of Defence's management of Naval Aviation Force (NAF) in achieving its required capability within budgeted resources. The objectives of the audit were to assess whether planning, management and resource allocation mechanisms and practices for NAF were conducive to achieving the latter's objectives in a cost-effective manner.
Networking the Nation was established with effect from 1 July 1997 to support activities and projects designed to meet a range of telecommunications needs in regional, rural and remote Australia. Funding is provided by the Regional Telecommunications Infrastructure Fund. The program provides total support of $250 million, of which $50 million was to be allocated annually for the five year period from 1997-98. Funding decisions for grants are the responsibility of an independent Board appointed by the Minister for Communications, Information Technology and the Arts. The objectives of the audit were to examine the administration of the program with a view to ascertaining the scope for improving administration and to provide assurance on the equity, efficiency and effectiveness of the management and administrative processes applied in the administration of grants under the program.
The objective of the audit was to examine the effectiveness and efficiency of the administrative arrangements for the establishment and operation of the Green Corps program. Green Corps is a voluntary program for young Australians between 17 and 20 years old to receive accredited training in a range of skills such as bush regeneration and habitat protection. The program is delivered through a contractual arrangement. It was introduced in 1996 with a program allocation of $41.7 million over three years. The focus of the audit was on the Department of Education, Training and Youth Affair's administration of the program, including the management of the contract.
The Pharmaceutical Industry Investment Program (PIIP) is a scheme that was introduced to compensate the pharmaceutical industry, in part, for the impact of the Government exercising its monopsony power under the Pharmaceutical Benefits Scheme. The ANAO undertook an audit of the probity of the methodology and procedures applied by the Department in assessment of applicants for PIIP funding. The objectives of the audit were to assist the Department, at its request, in the timely identification of deficiencies in assessing responses from applicants and options for addressing any such deficiencies.
The audit reviewed the National Aboriginal Health Strategy (NAHS) component of the Aboriginal and Torres Strait Islander Commission's (ATSIC) Community Housing Infrastructure Program (CHIP). A major NAHS objective is to improve environmental health in indigenous communities through the construction and housing and the provision of water, sewerage and related systems. The objective of the performance audit was to form an opinion on ATSIC's management of the National Aboriginal Health Strategy program in providing housing and related infrastructure to Aboriginal and Torres Strait Islander communities, and to identify areas where program administration could be improved.
The objective of the preliminary study was to form a view regarding the quality of, and controls over, the Budget estimates and to inform the decision whether to proceed to a full performance audit at this time. On the basis of the quantitative and qualitative analysis of the budget process undertaken during the study, the ANAO concluded that there are no apparent systemic problems in the cash-based estimating processes in the agencies reviewed that would, in themselves, lead to material statistical inaccuracies in the Budget's projected outcomes. The ANAO decided not to proceed with a full performance audit at this time.
The purpose of the report was to report to the Parliament on how effectively and efficiently the Australian Taxation Office administers the Tax File Number System, and to identify opportunities for improvement of that system. The ANAO developed a methodological framework for the evaluation of the efficiency and effectiveness of the ATO's administration of the TFN system. The framework examined the TFN system; individuals and their TFNs; TFN withholding tax arrangements; and TFN information matching.
The objective of the audit was to assess key aspects of the Australian Taxation Office's administration of the PAYE system in relation to employers' remittances and to identify opportunities for improvement. The audit focussed on four areas:
remittance monitoring, especially managing late remittances;
follow-up action for end of year reconciliation, including discrepancies;
handling compliance intelligence gained from the public; and
The audit objective was to determine the DVA's performance in the economy, efficiency and administrative effectiveness of the delivery of income support payments to veterans and war widows. It was found that overall, DVA is paying the correct pension to the correct people in a timely fashion within the required accuracy levels.
The objective of the audit was to ascertain and report to Parliament on the Australian Taxation Office's administration of the Fringe Benefits Tax and to identify opportunities for improvement. The ANAO identified five key issues relevant to the effective administration of FBT:
knowledge of the taxpayer base;
education of taxpayers;
client service - advice handling;
other enforcement activities - audits and reviews; and
the systems required to support the administration of FBT, including staff skills and training information systems.
The purpose of the audit was to assess whether management of parliamentary workflow by the agencies reviewed was efficient and effective and to identify elements of good practice. In assessing agency effectiveness and efficiency, the audit focussed on issues of client service such as timeliness, quality and cost. It considered also the governance framework and accountability arrangements relevant to parliamentary workflow, as well as more operational considerations including the use of information technology, development of relevant management information and suitable benchmarking processes.
While recognising the diversity of administrative requirements for different special payments, the audit provides a basis for comparison of performance across 14 different agencies in 1997-98 and progress made since the then Joint Committee of Public Accounts report 342 The administration of specific purpose payments. The objectives of the audit were to:
identify and benchmark current practices in the management of performance information within SPP agreements;
document the lessons learned including better practice from different agencies;
provide a longitudinal analysis of progress since 1995; and
provide practical guidance for the development and implementation of appropriate performance information systems and accountability.
The audit reviewed the use and operation of performance information in service level agreements between Centrelink and three agencies; the Department of Social Security, the Department of Education, Training and Youth Affairs and the Department of Employment, Workplace Relations and Small Business. The objective of the audit was to establish whether the performance assessment framework specified in the agreements enabled the adequate assessment of achievements under purchaser/provider arrangements entered into by DSS, DEETYA and Centrelink.
The sale raised gross proceeds of $95.4 million, which was at the upper end of the Business Advisor's estimate for the mid-1997 sale. In addition, it should be noted that the principal financial effect for the Commonwealth was not in the proceeds of the sale but in the termination of ongoing revenue supplements and financial losses. The Commonwealth's direct costs of selling the businesses are estimated to be $9.3 million, or 9.7% of gross proceeds. In addition, the Australian National's financial liabilities totalling $1393 million have been or are being repaid or assumed by the Commonwealth.
The audit reviewed the sale of DAS Interiors Australia, a business unit of the Department of Administrative Services, which provided a range of services covering strategic advice and accommodation planning, design and documentation, and supervision of office fit-outs. The objectives of the audit were to review the efficiency and effectiveness of the management of the sale.
The audit reviewed the sale of Works Australia, a business unit of the Department of Administrative Services, which provided project, architectural and engineering design and documentation services to the Commonwealth and State Governments and private enterprise. The objectives of the audit were to review the efficiency and effectiveness of the management of the sale.
The audit reviewed the sale of DASFLEET, a business unit of the Department of Administrative Services, which provided passenger and general commercial vehicle leasing, rental and fleet management and maintenance services. The objectives of the audit were to review the efficiency and effectiveness of the management of the sale.
The audit reviewed the sales of DASFLEET, Works Australia and DAS Interiors Australia. Separate audit reports have been produced for each of the sales. This report focuses on the management of the overall sale processes for all business units.
The audit evaluated the effectiveness of the accountability and oversight arrangements for statutory bodies within the former Primary Industries and Energy portfolio (most of which are now part of the Agriculture, Fisheries and Forestry portfolio). The audit focused on accountability of the statutory bodies to the Minister and through the Minister to Parliament; it did not directly address accountability to industry stakeholders and levy papers.
The audit reviewed six budget-funded agencies (Australian Customs Service, Australian Taxation Office, Centrelink, Department of Defence, Department of Education, Training and Youth Affairs, and Department of Immigration and Multicultural Affairs) and two off-budget entities (Airservices Australia and Reserve Bank of Australia). The ANAO also examined the Office for Government Online's (OGO, formerly the Office of Government Information Technology, or OGIT) whole-of-government coordination of the Commonwealth's Year 2000 efforts.
The audit considered the way organisations in the APS process and use cost information. The specific objective was to form an opinion on whether costing processes and uses were: valid, cost effective, and in accordance with the principles of better practice.
The objective of the audit was to form an opinion on the administrative effectiveness and efficiency of DHAC's processes for planning the Commonwealth's Aged and Community Care program, in particular, on the questions of how well the planning process has contributed to realising the program objectives of achieving an equitable distribution of places between regions, and selecting suitable service providers.
Consistent with the ANAO's practices, and in response to a request from AusAID, a follow-up audit was conducted in the period May to November 1998 to assess the extent of implementation of the recommendations of a 1996 audit into the Management of Funding to Non-Government Organisations (NGOs)and whether the implementation of recommendations has effectively improved the management of funding to NGOs. The ANAO examined AusAID's key funding accountability documentation, tested the revised accountability arrangements and consulted a number of key stakeholders, including NGO representatives.
Simulators are devices that provide personnel with training and practice by reproducing the behaviour of operational equipment. Defence records indicate that since 1960 the Defence Organisation has spent about $1 billion on acquiring simulators for training purposes. Over the next five years Defence proposes to spend a further $1.1 billion on simulation. The objective of the audit was to assess whether Defence had developed appropriate policies to provide guidance to personnel in the acquisition and use of aerospace simulators and the effectiveness of its procedures in achieving best value for the Commonwealth in relation to aerospace simulators.
The primary objective of the audit was to assess the economy, efficiency and effectiveness of DoTRD's implementation of Annex 17 in the Australian aviation environment. The ANAO concluded that DoTRD has established a regulatory regime which ensures Australia's compliance with the standards embodied in Annex 17. However, there are areas where Australia's aviation security regime can be strengthened even further including; developing a more robust approach to risk management, developing a longer-term perspective to DoTRD's planning structure, development of proactive alliances with aviation regulators in neighbouring countries in the Asia-Pacific region, further improvement of the airport audit process, development and implementation of an evaluation strategy, development of a formal transparent approach to enforcement.
The objective of this audit was to examine the efficiency and administrative effectiveness of processes the Australian Customs Service uses to screen incoming and outgoing mail. It also considers the involvement of other stakeholders such as Australia Post and Australian Quarantine Inspection Service.
The objective of the audit was to ascertain and report to the Parliament on the ATO's administration of PPS and to identify opportunities for improvement. Four key compliance issues were identified: reporting PPS income, claiming PPS credits, remitting PPS income, claiming PPS credits, remitting PPS deductions, and managing PPS exemptions and variations. In addition, the following key aspects were considered: PPS risk assessments, coordination of PPS administration between the Small Business Income and Withholding & Indirect Taxes business lines, and PPS compliance project performance information.
The objective of the audit was to form an opinion on the administrative effectiveness, efficiency and accountability of the Department of Health and Aged Care's delivery of health services to the Aboriginal and Torres Strait Islander population.
The issues examined by the ANAO were considered on two levels. First, legal and ethical processes that focus on whether there are any impediments to the Government and public service implementing the CEIP in the way they have. The public interest issues turn largely on the question of whether the CEIP was for Government or party-political purposes. The other level on which these issues were considered is that of public accountability and the way in which decisions to spend public money are made. In turn, these issues raise questions about the relationship between, and authority of, the Government and Parliament. They may also involve consideration of what might be regarded as proper or responsible conduct by governments and the public service.
Fedlink was to comprise two elements: a high capacity telecommunications infrastructure (phase 1) and information technology applications which support Internet and Intranet communication, and transactions in a secure environment (phase 2) [which never went ahead]. OGIT sought the services of the ANAO to provide an opinion on the probity of the methodology and procedures applied in the evaluation process for phase 1. Therefore the objectives of this audit were to assist OGIT in the timely identification of any deficiencies in the evaluation of responses from suppliers and options for addressing the deficiencies.
The audit reviewed the processes involved in the sale of one-third of Telstra. The objectives in auditing the sale were to assess the extent to which the Government's sale objectives were achieved; assess the effectiveness of the management of the share offer; assess whether the sale arrangements adequately protected the Commonwealth's interests; and facilitate improved administrative arrangements for future share offers.
The audit reviewed the accountability framework and performance information of the Australian Sports Commission (ASC). The objective of the audit was to form an opinion on the efficiency and effectiveness of the ASC: accountability arrangements, focussing on key stakeholders such as the Minister and the Parliament; and management information systems, focussing on performance information, in particular key performance indicators; and its use in resource allocation decision-making.
The audit reviewed collection management practices and management information systems of the National Library of Australia, National Gallery of Australia, National Museum of Australia and the Australian War Memorial. The objective of the audit was to assess the efficiency and effectiveness of the management processes employed in safeguarding national collections.
The objective of the audit was to determine the extent to which the new employment services market had been implemented effectively and efficiently in accordance with announced Government policy and timeframe.
The objectives of the audit were to provide assurance to Parliament concerning the adequacy of Commonwealth security planning and preparations for the Games and to identify areas for improvement early enough for any corrective action to be taken.
This is a follow-up audit to Audit Report No. 16, 1995-1996, Assessable Government Industry Assistance. This audit examined whether the Australian Taxation Office (ATO) had implemented the appropriate balance of compliance strategies to ensure that Australian Government Industry Assistance (AGIA) is adequately identified, disclosed to the ATO, and the revenue collected in an efficient and administratively effective manner. The objective of this audit was to report on the action taken by the Australian Taxation Office in addressing the recommendations of the 1996 Audit Report.
The Audit reviewed the Commercial Support Program (CSP) within the Department of Defence. The CSP was introduced in 1991 following a review of the report, The Defence Force and the Community. Its objective is to achieve best value for money in the acquisition of support services for the Department of Defence and to give the private sector an opportunity to participate in the provision of those support services. The objective of this audit was to assess whether CSP was meeting its objectives and to identify any areas where it may be possible to improve the timeliness, and therefore cost-effectiveness, with which CSP is implemented and the quality of the process itself to produce better outcomes.
The audit assessed the effectiveness of the governance framework for the management of the transition from the existing red meat industry structures to new structures which increased industry's role in self determination and self regulation and minimised the involvement of Government. Matters considered included the effectiveness of:
planning for the implementation of the new arrangements;
management of the risks associated with the implementation of the new arrangements;
management structures used in the transition arrangements; and
accountability arrangements for ongoing Commonwealth involvement.
The objectives of the audit were to assist the Department in the timely identification of any deficiencies in the evaluation of responses from suppliers and options for addressing the deficiencies. The objectives were to:
test the Department's adherence to Commonwealth Procurement Guidelines for open and effective competition and to legislative and other Government specified requirements; and
provide a report to the Parliament, the Government and other interested parties on the probity of the evaluation process.
The scope of the audit was restricted to considering the processes employed by the Department in the selection of hearing devices for use under the voucher scheme.
The objective of the audit was to assess the efficiency, effectiveness and accountability of data management by government agencies. The audit focused mainly on data collected by departments and agencies from non-departmental organisations and institutions.

determine whether internal audit generally operates at, or near, recognised better practice.
The criteria used to measure internal audit effectiveness were based on four principles developed as part of the audit. These principles and criteria deal with the level of management support and authority; the use of a risk-focus to address client needs; the appropriate balance of skills and knowledge; and the use made of continuous improvement processes and measurement of performance effectiveness.
The objective of the audit was to determine whether the Department of Health and Family Services had managed its coordinating role and implemented its responsibilities under the National Rural Health Strategy efficiently and effectively.
The Australian Diplomatic Communications Network was developed to provide a secure communication and automation capability for domestic offices and overseas posts. The audit focussed on project management of the ADCNET project, and in particular:
how effectively the ADCNET project was managed;
how effectively project risks were managed; and
the extent to which project management processes have established whether ADCNET meets the specifications set by, and the expectations held by, DFAT, as well as any lessons to be learnt for this and other future projects.
The objective of the audit was to report on whether Defence applies Life-cycle Costing appropriately in support of decisions throughout the acquisition and management of its capital assets, and to make recommendations for any improvement. Criteria were established against each of the issues considered by the audit, namely LCC policy and coordination, use of LCC in investment decisions, use of LCC to support budgeting, data to support LCC and LCC training and education.
In the light of the concerns raised by the Leader of the Opposition and some other Members of Parliament about the allocation of financial assistance approved under the NHT, it was decided to undertake preliminary inquiries. The inquiries focussed on the transparency and rigour of the decision-making process for projects approved for NHT funding.
The ANAO first examined asset management in the general government sector in 1995. The outcome of that review was presented in Audit Report No. 27, 1995-96, Asset Management. The primary objectives of the current review were to:
ascertain the degree of acceptance of the previous audit recommendations;
establish the extent to which organisations were managing their assets in accordance with the asset management principles espoused in the Asset Management Handbook; and
examine any central coordination initiatives in asset management.
Meeting these objectives permits the ANAO to express an updated opinion on the state of asset management in the general government sector other than for specialised military equipment.
The objective of the audit was to assess the performance of the Child Support Agency in the administration of key aspects of the Child Support Scheme. The ANAO previously audited the CSA in 1993-94 and identified scope for improvement in the management and administration of the Child Support Scheme. Particular areas of audit concern included client service, staff training and debt management. The current audit has reviewed the CSA's progress in improving Agency performance since that time. The audit focused initially on the areas identified in the previous audit, but also sought to identify further opportunities for improvement where appropriate.
The objectives in auditing the sale were to assess the extent to which the Government's sale objectives were achieved; review the efficiency of the management of the sale process; assess whether the sale arrangements adequately protected the Commonwealth's interests, including minimising ongoing Commonwealth risk; and identify principles of sound administrative practice to facilitate improved arrangements for future trade sales, particularly the later phases of airport sales.
The purpose of this follow-up audit was to report on action taken by the Department of Social Security and Centrelink in addressing the recommendations of Audit Report No.23 1993-94 Protection of Confidential Client Information from Unauthorised Disclosure. The objectives were to:
ascertain the extent to which the recommendations of the original audit have been implemented;
identify other changes made in relation to data confidentiality within the Social Security portfolio since 1993;
The objective of the audit was to examine the operations of DEETYA International Services with a view to identifying the administrative issues and difficulties experienced by DEETYA in establishing a commercial entity and its subsequent operation within the framework of the Australian Public Service.
The audit reviewed the Defence's $5.05 billion New Submarine Project which commenced in 1982 and involves design and construction of six Collins class submarines and associated supplies and services. The objectives of the audit were to assess project management by the Department's Project Office in the light of accepted better-practice project management techniques. It also aimed to derive lessons learnt and recommendations that could be applied to the Project and to similar Defence projects now and in the future. The audit follows a 1992 audit of the Project by the ANAO and a review by the Joint Committee of Public Accounts in 1995.
The objective of this audit was to assess the efficiency and effectiveness of the Commonwealth's management of the Great Barrier Reef as implemented by the Authority. This audit was undertaken because of the environmental significance of the Great Barrier Reef Region; its growing economic importance; recent changes to the Authority's budget arrangements; and because the Authority had not been subject to a performance audit since its establishment approximately 20 years ago.
The objective of the audit was to assess the economy, efficiency and administrative effectiveness, including accountability, of the management of boat people by the Department and the providers of major related services to DIMA such as: the Coastwatch Service within the Australian Customs Service and the Australian Protective Service within the Attorney-General's portfolio. The audit examined key issues in the management of boat people largely from a risk management perspective. The audit conclusions are presented in terms of: the economy, efficiency and administrative effectiveness, including the accountability, of operations; and the administrative functions which support the management of boat people, such as detection, reception of boats and costs.
The objectives of the audit were to assess the cost-effectiveness of the management and administration of the accounts receivable function in the ‘general government' sector and to identify, develop and report better practice to promote overall improvements in the management of accounts receivable. The audit was limited in scope to agencies whose accounts receivable consist of trade debtors (normally for goods and services), levies, other charges and recoveries from staff.
The audit surveyed a wide range of Commonwealth agencies' Year 2000 preparedness, their management of the problem and their application of core corporate governance principles, including risk management disciplines. The scope of the audit reflected the wide ranging ramifications of the Year 2000 problem for agencies' overall functions (whole-of-business) internally as well as in terms of external interactions. The audit objectives were to:
assess the adequacy of agencies' planning in relation to achieving Year 2000 compliance;
review and assess agencies' implementation, management and monitoring of Year 2000 compliance strategies;
review agencies' strategic risk assessments in relation to the Year 2000 changeover; and
raise surveyed agencies' and other Commonwealth agencies' awareness of the various aspects of the Year 2000 problem.
The objective of the audit was to assess the efficiency and effectiveness of the National Registration Authority's strategic and operational management, particularly the assessment and registration activities. The audit criteria took into account the scope for the application of risk management principles which are integral to strategic and operational management.
The objective of the audit was to review the efficiency, economy and administrative effectiveness of departmental activities leading to the letting of the contract with SPCL and its subsequent administration. This included, among other things, an examination of action taken to protect the Commonwealth's interests and the adequacy of relevant departmental guidelines and processes. A primary aim of the audit was to identify the facts of the particular case, including any administrative inadequacies that led to unnecessary financial exposure for the Commonwealth and less than satisfactory outcomes. In particular, the audit aimed to identify elements of better practice that could be followed under similar circumstances or programs in the future.
This audit was undertaken in response to a request from the Prime Minister concerning matters primarily relating to travel allowance claims made by a former minister. The focus of the audit was on the administration of travel claims under the current policy arrangements and did not examine alternative models, which may involve policy issues, which are clearly matters for Government.
The main objectives of the audit were to assess the management and administration of protective security across Commonwealth agencies and to identify, recommend and report better practice in security management. Particular attention was paid to:
compliance with Government policy, standards and guidelines;
the role of management in protective security; and
the operation of security systems and practices.
The audit criteria and procedures to assess the management and administration of the individual organisations examined were largely based on the overall control framework of an organisation and the guidance provided in the current Commonwealth Protective Security Manual.
The objective of the audit was to ascertain how efficiently and effectively the ATO administers sales tax collections. The audit excluded an examination of the Australian Customs Service's sales tax administration, although it did examine coordination and liaison arrangements between the ATO and ACS. The audit approach involved analysing the ATO's performance against the five elements of the ATO's established compliance improvement process, namely:
interpreting and clarifying sales tax law;
identifying and understanding clients and markets (enabling tax officers to identify and analyse risks of non-compliance);
providing education and information to clients regarding sales tax obligations, based on identified compliance risks;
implementing administrative arrangements which ensure and/or assist taxpayers to meet their obligations; and
detecting non-compliance and taking action to remedy instances of non-compliance.
The objective of the audit was to report to Parliament on the economy, efficiency and administrative effectiveness of the risk management process in the Small Business Income business line. It follows Audit Report No.37 1996-97 and entitled Risk Management - Australian Taxation Office. That audit focused on broad strategic issues relevant to risk management in the Australian Taxation Office (ATO) as a whole. This audit follows the issues identified in that report into the day-to-day management of the Small Business Income as an example of how risk management operates in a significant element of the ATO.
The objective of the audit was to determine the extent to which the new Commonwealth services delivery arrangements were implemented efficiently and effectively. The audit focussed on the establishment of Centrelink to deliver services on behalf of purchaser departments and the development of associated purchaser/provider arrangements.

identify areas of improvements and risks which should be addressed in arrangements with a private sector project manager.

The objectives of the audit were to examine the benefits of diversity management in the APS and review the progress made towards equity in employment in the APS, including the EEO Program. It included:
an assessment of the progress towards achieving equity across the APS and by individual agencies;
an assessment of the quality of agency EEO programs;
an assessment of the role of the PSMPC in approving agency EEO programs and monitoring trends across the service;
a consideration of legal obligations and agencies compliance with these; and
the possible risks to, and opportunities for, equity under the WRA.

The objective of this audit was to form an opinion on the effectiveness of Internet security measures within the Commonwealth public sector. The second objective was to provide better practice guidance for managing an Internet connection. The audit covered a range of Commonwealth agencies which had established an Internet facility. It specifically addressed the following matters : Internet security policies; site management - including change control processes, virus prevention and detection strategies, and incident response plans; controls over access to the Internet site and to data sources connected to the site; and user education and training.
The primary objective of this audit was to review the management and administration of travel undertaken by public sector employees to determine whether, and to what extent, it complied with approved policies and procedures. The other objective of this audit, as with all across-the-board FCA audits, is to identify, develop and report better practices. The audit dealt with short-term travel by Commonwealth public sector employees on official business.
The audit objectives were to review the extent to which the Government's sale objectives have been achieved; the effectiveness of the management of the share offer and share buy-back processes; the management and reporting arrangements associated with on-going Commonwealth exposures; and the consideration of improved administrative practices for future asset sales. The audit criteria addressed the performance of the Task Force in managing the sale in relation to the results of the sale against the stated objectives; the management of the preparation for the sale including the selection of the selling syndicate, its fees and selling commissions; the offer structure including the nature of the sale, the bids and allocation procedures; post sale financial management; and the exposures of the Commonwealth as a result of sale by instalment, contracts, guarantees and indemnities.
The objective of the audit was to evaluate the Department's performance in pursuit of selected PBS program objectives and outcomes, including to investigate and evaluate the economy, efficiency, administrative effectiveness and accountability of the management of the listing process as a significant element of the program. This involved a review of the developments in the listing process over recent years including: the establishment of a comprehensive database of major applications for PBS listing between 1991 and 1996, which facilitated a detailed analysis of the time taken to list drugs on the PBS schedule; a technical consultancy into the DHFS' Guidelines to industry for preparation of applications for PBS listing, and into the use of the economic analysis in assessing proposals for PBS listing; and a review of the selection process including the operations of the PBS advisory committees.
The objectives of the audit were to determine the administrative changes made by the Australian Tourist Commission (ATC) to implement the recommendations of recent administrative reviews and to identify how well the ATC is meeting its statutory objectives. The criteria used in conducting the audit included administrative improvements resulting from the ATC's response to recent reviews and the extent to which strategies and performance information address its statutory objectives.
The audit objectives were to report on the efficiency and effectiveness of selected agencies' management of telecommunications services. The specific purpose was to:
identify the potential for more effective management of telecommunications services;
consider the appropriateness of Commonwealth agencies' management of telecommunications services to take advantage of technological opportunities; and
identify the elements of sound administration in the management of telecommunications services.
The audit criteria addressed agencies' performance against benchmarks of sound administrative practice in relation to procurement; planning; business process re-engineering; financial management; and performance management. The audit focussed primarily on telecommunications services, as distinct from capital items and equipment.
The audit objectives were to establish whether Comcare took an effective leadership role in helping to manage the cost of occupational stress to the Commonwealth; and whether agency management of occupational stress was efficient and effective. The ANAO criteria for the audit focused on how well Comcare understood the impact of occupational stress across APS employment, and supported agencies in their management of the disability. They also dealt with how well agencies understood and measured the impact of stress, and planned for its prevention or minimisation.
The objective of this follow-up audit was to assess whether the department had taken appropriate action in response to the recommendations in Audit Report No.35 1993-94, titled The Compliance Function, Department of Immigration and Ethnic Affairs. The recommendations of the 1993-94 report, which formed the criteria for the audit, were primarily concerned with compliance after entry to Australia had been gained.
The objective of the audit was to review the efficiency and administrative effectiveness of the Commercial Compliance Branch's risk management processes and to establish whether the approach provided a sound foundation for the development and application of risk management across the Australian Customs Service. The ANAO also examined the wider risk management context across ACS in order to appreciate how risk management processes in the Branch related to the agency as a whole.

The objectives of the audit were to examine:
the effectiveness of the GBE monitoring arrangements in providing appropriate performance information to the Government;
the extent to which agencies and the selected GBEs comply with the monitoring arrangements and legislative requirements; and
whether the GBE monitoring system provides an effective level of accountability to Ministers and to the Parliament.
