The audit reviewed the Amphibious Transport Ship Project, involving the acquisition and modification of two second-hand US Navy ships . The objective of the audit was to assess the efficiency and effectiveness of Defence's management of the project, focusing on the capability development process, costs and schedule issues, contract issues, the management of project risks and project review processes.
The audit reviewed six budget-funded agencies (Australian Customs Service, Australian Taxation Office, Centrelink, Department of Defence, Department of Education, Training and Youth Affairs, and Department of Immigration and Multicultural Affairs) and two off-budget entities (Airservices Australia and Reserve Bank of Australia). The ANAO also examined the Office for Government Online's (OGO, formerly the Office of Government Information Technology, or OGIT) whole-of-government coordination of the Commonwealth's Year 2000 efforts.
The audit reviewed Commonwealth debt management procedures. The audit objectives were to:
- review, and consider opportunities to improve, the reporting and disclosure of the Commonwealth's public debt;
- assess the effectiveness of the raising, management and retirement of Commonwealth debt, consistent with an acceptable degree of risk exposure; and
- determine whether there are opportunities to improve the Commonwealth's approach to the raising, management and retirement of Commonwealth debt.
Allegations were made to the Senate Economics References Committee that the Australian Taxation Office and Australian Customs Service (Customs) had failed to pursue several cases of detected sales tax fraud. The Committee believed that this alleged failure may have stemmed from coordination problems between the two agencies. The Committee requested the Auditor-General to investigate this matter and report his findings to the Parliament.
The audit reviewed fraud control arrangements in the Department of Employment, Education, Training and Youth Affairs. The objective of this audit was to establish whether the Department had developed a sound fraud control framework by examining the arrangements for: · policy and planning; · performance assessment; · quality assurance; and · training and awareness raising.
The audit reviewed Defence's management of the Test and Evaluation (T&E) aspects of its capital equipment acquisition program. The audit sought to identify, from Defence T&E practice, any barriers that might limit the efficiency and effectiveness of its T&E activities.
In the light of the concerns raised by the Leader of the Opposition and some other Members of Parliament about the allocation of financial assistance approved under the NHT, it was decided to undertake preliminary inquiries. The inquiries focussed on the transparency and rigour of the decision-making process for projects approved for NHT funding.
The Australian Taxation Office (ATO) established a task force in 1996 to develop a greater understanding of the factors involved and to devise a coordinated approach in dealing with the cash economy. The objective of the performance audit was to report to Parliament on the ATO's progress in addressing the cash economy, including its monitoring and reporting of outcomes. The audit focused on the ATO's implementation of its Cash Economy Task Force recommendations in the light of the tax reform that has taken place over the last two years.
The Department of the Treasury (Treasury) manages Australia's relations with the International Monetary Fund (IMF) and various development banks, including those belonging to the World Bank Group. The audit examined Treasury's management of these obligations. In view of the size of Australia's investments and obligations, the audit focussed on financial management issues.
