This audit would examine the effectiveness of the Department of Agriculture, Fisheries and Forestry’s (DAFF) management of Approved Arrangements for the importation of live animals. The Biosecurity Act 2015 allows DAFF to approve public or private industry entities (or biosecurity industry participants) to carry out certain border biosecurity risk management activities, in accordance with specified conditions. Approved arrangement (AA) holders are approved to undertake certain biosecurity actions.

This annual report documents the performance of the Australian National Audit Office (ANAO) in the financial year ending on 30 June 2015. It addresses the Requirements for Annual Reports for Departments, Executive Agencies and Other Non‑corporate Commonwealth Entities approved by the Joint Committee of Public Accounts and Audit in June 2015; the performance measures set out in the outcome and programs framework in the 2014–15 Portfolio Budget Statements; section 28 of the Auditor‑General Act 1997; and other annual reporting requirements set out in legislation.
This is a follow-up audit to Audit Report No.8 1992-93, Compensation Pensions to Veterans and War Widows and Audit Report No. 15 1994-95, Follow-up of an Efficiency Audit on Compensation Pensions to Veterans and War Widows. This audit examined the performance of the Compensation sub-program operations in order to ascertain the impact of previous audit reports and to recommend areas that could be further improved.
Family and Community Services' Oversight of Centrelink's Assesment of New Claims for the Age Pension
The objective of the audit was to assess whether FaCS had established effective business arrangements with Centrelink to help ensure that new claims for Age Pension were properly assessed in accordance with the Social Security Law and the Guide to the Social Security Law. In the context of the audit objective, the primary issues examined were whether FaCS had:
- established an appropriate business framework;
- adopted an appropriate risk management approach;
- appropriately monitored and evaluated performance; and
- provided relevant business support to Centrelink.
New transactional banking arrangements for FMA agencies came into effect on 1 July 1999. The audit reviewed selected agencies' implementation and ongoing management of contractual banking arrangements; agencies' tendering for the procurement of banking services; and identified practises that have improved administrative arrangements. The audit examined Finance's role in planning and implementing the new arrangements as well as implementation in the Australian Customs Service (Customs) the Department of Transport and Regional Services (DTRS), the Department of Education, Science and Training (DEST), and the Department of Immigration and Multicultural and Indigenous Affairs (DIMIA).
The audit reviewed the operations of the Civil Aviation Authority (CASA), which has prime responsibility for regulating aviation safety in Australia. The audit objectives were to assess the efficiency and effectiveness of the management systems and procedures used by CASA to ensure compliance with regulatory controls by Air Operator's Certificate holders operating passenger-carrying aircraft within High Capacity Regular Public Transport; Low Capacity Regular Public Transport and charter industry sectors; and Certificate of Approval holders. Aviation safety compliance includes entry control, surveillance and enforcement.
The audit reviewed the National Aboriginal Health Strategy (NAHS) component of the Aboriginal and Torres Strait Islander Commission's (ATSIC) Community Housing Infrastructure Program (CHIP). A major NAHS objective is to improve environmental health in indigenous communities through the construction and housing and the provision of water, sewerage and related systems. The objective of the performance audit was to form an opinion on ATSIC's management of the National Aboriginal Health Strategy program in providing housing and related infrastructure to Aboriginal and Torres Strait Islander communities, and to identify areas where program administration could be improved.
The main objectives of the audit were to assess the management and administration of protective security across Commonwealth agencies and to identify, recommend and report better practice in security management. Particular attention was paid to:
- compliance with Government policy, standards and guidelines;
- the role of management in protective security; and
- the operation of security systems and practices.
The audit criteria and procedures to assess the management and administration of the individual organisations examined were largely based on the overall control framework of an organisation and the guidance provided in the current Commonwealth Protective Security Manual.
The audit objective was to examine whether Airservices Australia has effective procurement arrangements in place, with a particular emphasis on whether consultancy contracts entered into with International Centre for Complex Project Management (ICCPM) in association with the OneSKY Australia project were effectively administered.

The audit assessed the management by ISR and, in particular, by AusIndustry of the implementation of the changes arising from the Government's December 1997 policy statement in Investing for Growth. This statement required ISR to separate administration of policy from the delivery of products and to improve its service to customers through a ‘one stop shop' approach and by streamlining its processes. The audit focussed in particular on the overall strategic management of the change process by AusIndustry; the detailed implementation of the new service delivery arrangements, notably the separation of policy and product delivery; and the implementation of the enhanced customer focus.
