The objective of the audit was to assess the adequacy and effectiveness of the Australian Electoral Commission’s implementation of those recommendations made in Report No. 28 2009–10 relating to:
- a more strategic approach to election workforce planning;
- the suitability and accessibility of polling booths and fresh scrutiny premises; and
- the transport and storage of completed ballot papers, in respect to matters not fully addressed in ANAO Audit Report No.31 2013–14.

Although the audit examined broader aspects of the ATO's administration (such as, tobacco excise governance arrangements, intelligence capability and compliance and investigations activities), we placed particular emphasis on the strategies used by the ATO to address the proliferation of chop-chop (Australian grown tobacco sold illicitly in a chopped up form for $80 to $100 per kilogram. In comparison, 50 grams of legal roll-you-own tobacco costs around $16 i.e. $320 per kilogram) in the Australian markets, as it is an area of major risk to tobacco excise revenue.
The focus of this report is on the year end results of the financial statement audits of all general purpose reporting entities for the 2005–06 financial year. Financial management issues (where relevant) arising out of the audits and their relationship to internal control structures are also included in this report.
This audit would assess the effectiveness of the enterprise governance at Services Australia. The Chief Executive Officer is the accountable authority of Services Australia. The Public Governance, Performance and Accountability Act 2013 requires the accountable authority of an entity to establish and maintain an appropriate system of risk oversight and management, and an appropriate system of internal control.
Services Australia delivers payments and services on behalf of other entities (such as income support payments on behalf of the Department of Social Services and pharmaceutical benefits scheme payments on behalf of the Department of Health and Aged Care) and services to other entities (for example, corporate shared services such as payroll or ICT for the National Disability Insurance Agency). These services are underpinned by bilateral agreements between Services Australia and each entity, including oversight arrangements, performance measures and reporting and the management of shared risk.
The audit would examine enterprise level administrative, governance and oversight arrangements within Services Australia and compliance with key legislative and policy requirements, including oversight of bilateral arrangements.

The audit objectives were to assess: the appropriateness of agencies' policies for dealing with requests for information in accordance with the FOI Act; and assess agencies' compliance with the provisions of the FOI Act, in relation to selected requests for information.
The Senate Order for Departmental and Agency Contracts (the Senate Order/the Order) was introduced in June 2001. The Order is one of several measures that the Senate introduced in recent years, to improve public knowledge of information on procurement and the expenditure of public funds. The main principle that underpins the Senate Order is that the Parliament's and public's access to this information should not be restricted by the inclusion of confidential information in contracts unless there is a sound basis for doing so. Public knowledge of information on contracted goods and services delivered to the government, can lead to better results for the Australian Government and the public. The Senate Order requirements have been amended over time to improve agency reporting, for example, on grants.
