The audit examined the efficiency and effectiveness of the Department of Employment and Workplace Relations' implementation and subsequent management of the Indigenous Employment Policy. The audit sought to determine whether, in relation to the Indigenous Employment Policy, the department had:
- developed appropriate planning processes and performance measures;
- monitored and reported performance results;
- implemented appropriate evaluation and review mechanisms;
- conducted effective marketing and promotion; and
- identified enhancements and addressed performance issues.
The ANAO is responsible for the audits of the financial statements of all Australian Government entities. This report provides a summary of the final audit results of these entities, including the Consolidated Financial Statements for the Australian Government.
The scope of the audit covered Centrelink's emergency management framework and community recovery assistance operations in general, with a specific focus on the 2009 North Queensland floods and Victorian bushfires. FaHCSIA's role during those disaster events was also considered as it played a key role in establishing the policy parameters of the services Centrelink delivered and addressing issues arising from policy implementation.

The objective of the audit was to assess the effectiveness of Health's management of the MPSP and the RHSP. To achieve the audit's objective, the ANAO examined whether Health; had an effective approach to planning the programs; had an effective approach to delivering the programs; effectively used performance information to manage the programs; and effectively managed its relationship with all stakeholders of the programs.
The ANAO gifts and benefits policy recommends that ANAO employees do not accept any gifts or benefits in their role as an employee of the ANAO. Employees are required to report any offered gift or benefit (whether accepted or refused) within 10 business days of the offer being made, through an internal gifts and benefits register. The audit assessed whether Centrelink effectively manages customer debt, excluding debt relating to Family Tax Benefit, consistently across its network, ensuring integrity of payments made on behalf of the Department of Family and Community Services (FaCS). The audit assessed five components of Centrelink's debt management processes, including administration, prevention, identification, raising and recovery.

The audit examined the relationship between the strategic guidance and capabilities provided by Army, through analysis of the Army capability management and reporting framework. The objectives of the audit were to: Assess Army capability management and reporting processes; determine whether these processes efficiently and effectively manage resources to provide Army capability; and accurately indicate the capability provided by Army.
The audit was conducted at the: Australian Federal Police (AFP) and the Australian Protective Service (PS); Australian Sports Commission (ASC); Department of Communications, Information Technology and the Arts (DoCITA); Department of Family and Community Services (FaCS); and Civil Aviation Safety Authority (CASA). The objectives of the audit were to: determine whether entities had established appropriate arrangements in relation to the management of annual leave For the purposes of this audit the ANAO has used the term ‘annual leave'. However entities refer to this entitlement using other terminology such as recreation leave, planned leave or personal leave. and had effective internal controls over leave processing; assess whether leave had been managed in accordance with the requirements of the respective entity's certified agreement; and identify sound and better practices in the management and processing of leave.

This report updates the ANAO's assessment of audit findings relating to major entity internal control structures, including governance arrangements, information systems and control procedures through to March 2004. The findings summarised in this report arise from the interim phase of the financial statement audits of major Australian Government entities for 2003/2004. Examinations of such findings are designed to assess the reliance that can be placed on control structures to produce complete, accurate and valid information for financial reporting purposes.

The audit examined ATSIS' implementation of recommendations from Audit Report No.39, 1998-1999 National Aboriginal Health Strategy - Delivery of Housing and Infrastructure to Aboriginal and Torres Strait Islander Communities (the previous audit). In addition to assessing ATSIS' progress in implementing the recommendations of the previous audit, this follow-up audit examined ATSIS' performance reporting of the NAHS program, and concluded that the current level of aggregation of performance reporting makes it difficult to identify the particular contribution that the NAHS Program makes in improving services to Indigenous communities.
The objective of the audit was to review the Department of Veterans' Affairs' management of the outsourcing of its data centre in Sydney from February 1992, specifically with respect to the management of its contractual arrangements. The audit sought to identify the extent to which DVA achieved its objectives of outsourcing and the effectiveness of its management of the arrangement with the supplier.
The objective of the audit was to assess the effectiveness of management of the procurement of a major, new capability for the ADF by the DMO and Defence. The audit reviewed the initial capability requirements and approval process; analysed the contract negotiation process; and examined management of the Acquisition and Through-Life-Support Contracts. The objective of the audit was to assess the administrative effectiveness of FaHCSIA's management of the GBM initiative, and the extent to which the initiative has contributed to improvements in community engagement and government coordination in the Northern Territory.
The audit focused on FaHCSIA's management of the GBM initiative under the NTER. The audit scope did not include additional functions assigned to some GBMs in the Northern Territory under the National Partnership Agreement on Remote Service Delivery (the National Partnership Agreement), or to Australian Government staff with similar roles and functions supporting the implementation of the National Partnership Agreement in Queensland and Western Australia.
