The objective of this audit was to assess the efficiency1 and effectiveness of the establishment, implementation and administration of the bike paths component of the Local Jobs stream of the Jobs Fund. A particular focus was on the establishment of program objectives and the extent to which approved grants have demonstrably contributed to the cost-effective achievement of those objectives. The audit approach has been influenced by recent audits of grants administration which have emphasised the importance of transparent and accountable grant decision-making processes to the cost effective achievement of stated program objectives, and having regard for recent government decisions to enhance the framework applying to the administration of grants.
As an economic stimulus program, efficiency was assessed with particular attention to whether the application, assessment, decision-making and funding agreement processes were undertaken in a timely manner. This emphasis was consistent with the criterion adopted by the Government for the design of the stimulus packages established in response to the global financial crisis (see further at paragraph 4.20 of the audit report).
The audit examined the Aboriginal and Torres Strait Islander Commission's (ATSIC's) grant management practices. The audit sought to determine if ATSIC provides fair and equal access to funding, what the risks to the grants program are, if decision-makers receive the key information they need to make informed funding decisions, and if ATSIC staff complying with grants procedures. The ANAO did not examine the appropriateness of the funding decisions made by regional councils.
While recognising the diversity of administrative requirements for different special payments, the audit provides a basis for comparison of performance across 14 different agencies in 1997-98 and progress made since the then Joint Committee of Public Accounts report 342 The administration of specific purpose payments. The objectives of the audit were to:
- identify and benchmark current practices in the management of performance information within SPP agreements;
- document the lessons learned including better practice from different agencies;
- provide a longitudinal analysis of progress since 1995; and
- provide practical guidance for the development and implementation of appropriate performance information systems and accountability.
In 1997, and subsequently in 1999, the Australian Government introduced two major spending packages with a total value of almost $1 billion. These spending packages were designed to address the challenges posed by the issue of climate change and to meet Australia's domestic and international commitments. Since its inception in 1998, the Australian Greenhouse Office has been responsible for the implementation of greenhouse related programs from these two major spending packages. The objective of the audit was to examine and report on the administrative efficiency and effectiveness of seven major programs administered by the Australian Greenhouse Office.
The objective of the audit was to review selected Defence public works projects submitted in the three year period ending mid 2007 to assess whether they had been submitted in accordance with the Committee's prevailing requirements for notification and review prior to entering into financial commitments for public works. The audit also examined the procedures applied by Defence to refer public works projects to the Committee, and identified administrative practices that may improve adherence with relevant legislative and administrative referral requirements.
The examined the $1 billion Federation Fund program, which was established by the Government to mark the Centenary of Federation. The objectives of the examination were to assess the:
- extent to which the administration of the FCHP program complied with better practice in the assessment of applications, especially in relation to the transparency and rigour of the decision-making process;
- equity of the geographic spread of grants to States and electorates; and
- process for the announcement of the results of grant applications.

The scope of the audit included the development and administration of the SADM Act. The objective of the audit was to assess the effectiveness of the Department of Resources, Energy and Tourism’s administration of the Renewable Energy Demonstration Program (REDP), including progress towards achieving the programʹs objectives.
The audit examined whether the department had established effective arrangements to:
- implement REDP, including governance arrangements;
- assess applications for REDP funding assistance and recommend projects to the Minister for funding approval;
- negotiate funding agreements for approved projects; and
- monitor progress towards the achievement of the REDP objective.

The audit objective was to assess Health's administration of primary care funding, with a focus on the administrative practices of the Primary Care Division and Health's State and Territory Offices. In forming an opinion on the audit objective, the ANAO reviewed 41 agreements, with a combined value of $252 million. The ANAO also reviewed relevant documentation and files, interviewed programme officers and met with a number of stakeholders. The audit comments on a range of issues, including the utility of funding agreements, monitoring, payments, and support for administrators.

In January 2000, the ANAO published a Better Practice Guide (BPG) Business Continuity Management, Keeping the wheels in motion (the Guide). The Guide established that the objective of Business Continuity Management (BCM) is to ensure the uninterrupted availability of all key business resources required to support essential (or critical) business activities. This is achieved by organisations building resilience (controls and redundancy) into business operations to prevent, or minimise, the likelihood of business continuity risks occuring and, also, developing plans that minimise the impact should they occur. The primary objective of this audit was to examine BCM arrangements across four Commonwealth organisations, to assess whether their existing BCM frameworks ( or frameworks under development) exhibit the principles espoused in the Guide. At the Commonwealth - wide level, the ANAO considered the continuing relevance of the principles presented in the Guide.
The objective of this audit was to assess and report on the progress being made by Government agencies in achieving better practice in green office procurement and sustainable office management. The scope of the audit included agencies incorporated under the Financial Management and Accountability Act 1997 as well as a sample of bodies incorporated under the Commonwealth Authorities and Companies Act 1997. Sixty-three agencies were included in an audit survey. Detailed validation was carried out in nine of these agencies.
The objective of the audit was to assess the effectiveness of the selection, implementation, operation and monitoring of FRCs by AGD and FaHCSIA. The three main criteria for this audit assessed whether AGD and FaHCSIA had effectively:
- planned and implemented the FRC initiative, including the FRC selection and funding processes;
- undertaken administration activities to guide the operation and progress of the FRC initiative towards meeting its objectives; and
- monitored, evaluated and reported on the performance of FRCs.
