The audit reviewed the efficiency and effectiveness of Defence's management of Naval Aviation Force (NAF) in achieving its required capability within budgeted resources. The objectives of the audit were to assess whether planning, management and resource allocation mechanisms and practices for NAF were conducive to achieving the latter's objectives in a cost-effective manner.
The objective of the audit was to examine how effectively Health manages the risk of PBS drugs not being used according to PBS subsidy conditions. The audit examined two areas: during listing, how Health identified and implemented measures to decrease the risks of PBS drugs being used outside subsidy conditions; and following listing, how Health confirmed that usage and expenditure on PBS drugs was consistent with estimates. The report examines selected approaches used by Health, which have evolved in recent years, to manage the risk of PBS drugs being used outside subsidy conditions. The report also acknowledges and describes the role of the expert committees. The scope of the audit was limited to PBS drugs for which Health pays a subsidy. The audit did not examine Health's role in educating consumers, prescribers, and other health professionals, or the implications of the Australia–United States Free Trade Agreement for the PBS. Additionally, the ANAO did not form an opinion on the success of Medicare Australia's compliance role. To form an opinion against the audit objective, the ANAO interviewed Health personnel, committee members and stakeholders, examined relevant documents and files, analysed drug usage and expenditure data, and attended a number of committee meetings. To assist the audit process, the ANAO selected a sample of eight drugs. The drugs were selected due to their high cost to the PBS and/or high usage, or because the drug has had a particularly interesting PBS history. The sample is not representative of all drugs on the PBS. In 2004–05, 15.3 million prescriptions were written for these eight drugs, with the Government subsidy totalling $1.05 billion.
The audit objective was to examine the effectiveness of the department's establishment of the P21 element of the BER program. The focus of the audit was on: the establishment of administrative arrangements for BER P21 in accordance with government policy; the assessment and approval of funding allocations; and the arrangements to monitor and report BER P21 progress and achievement of broader program outcomes. An examination of individual BER P21 projects was outside the scope of the audit.

The audit assessed FaHCSIA's management of AACAP and how the department monitors the contribution the program is making to the improvement of primary and environmental health, and living conditions, in remote Indigenous communities.
The audit examined program delivery under the 2006–2009 MoU, as well as the planning for the 2010 project under the variation to the 2006–2009 MoU. As part of the audit the ANAO considered:
- program strategy and implementation including the roles and responsibilities of the major stakeholders, community selection and scope of works (Chapter 2);
- the financial management of the program and the changing role of the Contracted Program Manager (Chapter 3); and
- performance measures, including FaHCSIA's performance reporting framework, and approach to monitoring and reporting performance against the stated program objectives (Chapter 4).
The audit focused on AACAP in so far as it relates to Indigenous community outcomes. It did not consider the program from the perspective of the Australian Defence Force capability building.
The audit examined the ATO's management of its relationship with tax practitioners (tax agents and the wider group of professionals working on taxation matters for clients). However, our main focus was the ATO's management of its relationship with tax agents because they are the core element of the tax practitioner grouping and their role is fundamental to the effective operation of the tax system. The objective of the audit was to assess how well the ATO manages its relationship with tax practitioners, focussing on selected ATO relationships with tax practitioners, in particular its regulatory relationship with tax agents, its service support relationship with tax agents and its relationship with tax agents and members of the wider tax practitioner group in the professional bodies as key stakeholders in tax administration.
The objective of the audit was to assess the effectiveness of Customs and Border Protection's risk-based management of end-to-end processing of incoming international air passengers in achieving border security and passenger facilitation outcomes.
The audit objective was to examine progress in the development of an overarching approach and guidance for the management of the Commonwealth's intellectual property (Recommendation No. 2 of Audit Report No. 25 of 2003–04).
The sale raised gross proceeds of $95.4 million, which was at the upper end of the Business Advisor's estimate for the mid-1997 sale. In addition, it should be noted that the principal financial effect for the Commonwealth was not in the proceeds of the sale but in the termination of ongoing revenue supplements and financial losses. The Commonwealth's direct costs of selling the businesses are estimated to be $9.3 million, or 9.7% of gross proceeds. In addition, the Australian National's financial liabilities totalling $1393 million have been or are being repaid or assumed by the Commonwealth.
The objective of the audit is to examine and report on the efficiency and effectiveness of AFP's administration and management of its overseas deployments. The audit specifically examines two deployments and focuses on strategic and operational planning and logistics. The audit examines a planned, long-term overseas deployment (as part of the Participating Police Force (PPF) within the Regional Assistance Mission to Solomon Islands (RAMSI)) and a crisis-driven deployment in response to a specific event (Disaster Victim Identification (DVI) assistance to Thailand following the Indian Ocean Tsunamis of 26 December 2004).
The objective of the audit was to determine whether DEST has effective governance practices for its IT and e- Business; has adequate systems in place to measure the efficiency and effectiveness of its IT and e-Business; implements and maintains appropriate quality standards within its IT and e-Business systems; and implements proper controls, including risk management, to achieve maximum benefits from its IT and e- Business. The audit examined education and training services provided, or managed, by DEST via IT or the Internet.
The audit examined the process of identifying the ADC Weston Creek property for sale and leaseback and the management of the sale process. The objective of the performance audit was to examine the efficiency and effectiveness of the management of the sale process by Defence, including assessing whether the sale and long term leaseback arrangements adequately protect the Commonwealth's interests.
The audit reviewed the National Aboriginal Health Strategy (NAHS) component of the Aboriginal and Torres Strait Islander Commission's (ATSIC) Community Housing Infrastructure Program (CHIP). A major NAHS objective is to improve environmental health in indigenous communities through the construction and housing and the provision of water, sewerage and related systems. The objective of the performance audit was to form an opinion on ATSIC's management of the National Aboriginal Health Strategy program in providing housing and related infrastructure to Aboriginal and Torres Strait Islander communities, and to identify areas where program administration could be improved.

The audit was undertaken in the Training and Youth Division TYD) of the Department of Education, Training and Youth Affairs. The objective of the audit was to determine whether the application of Business Processing Reengineering(BPR) principles would identify improvements to the business processes of the TYD. The TYD was used in this audit to illustrate the application of BPR as a tool for agencies to identify efficiencies and enhance program effectiveness.
The study examined aggregated benchmarking measures of cost, efficiency quality and better practice for nineteen Commonwealth organisations and compared the results with that of an international group. The objective of the study was to obtain and report on over time quantitative and qualitative data relating to finance function activities as they operate in Commonwealth organisations.
The purpose of the audit was to assess whether management of parliamentary workflow by the agencies reviewed was efficient and effective and to identify elements of good practice. In assessing agency effectiveness and efficiency, the audit focussed on issues of client service such as timeliness, quality and cost. It considered also the governance framework and accountability arrangements relevant to parliamentary workflow, as well as more operational considerations including the use of information technology, development of relevant management information and suitable benchmarking processes.
The objective of this follow-up audit is to examine DEEWR's implementation of the six recommendations made in the ANAO's 2003 report. This audit has had regard to the issues underlying the recommendations, and new administrative issues affecting their implementation.
The audit reviewed the Defence's $5.05 billion New Submarine Project which commenced in 1982 and involves design and construction of six Collins class submarines and associated supplies and services. The objectives of the audit were to assess project management by the Department's Project Office in the light of accepted better-practice project management techniques. It also aimed to derive lessons learnt and recommendations that could be applied to the Project and to similar Defence projects now and in the future. The audit follows a 1992 audit of the Project by the ANAO and a review by the Joint Committee of Public Accounts in 1995.
The objective of the current audit was to assess Army's progress in implementing the ANAO recommendations and to examine and assess any developments in relation to AIRN since the 1999?2000 audit report and the 2001 JCPAA report. Army updated AIRN policy in 2001 and 2004, and the ANAO has assessed, where appropriate, the implementation of the 1999?2000 audit recommendations for these two policy reissues.
The Department of the Treasury (Treasury) manages Australia's relations with the International Monetary Fund (IMF) and various development banks, including those belonging to the World Bank Group. The audit examined Treasury's management of these obligations. In view of the size of Australia's investments and obligations, the audit focussed on financial management issues.
The objectives of the audit were to: assess whether financial delegations associated with the expenditure of public monies were determined, applied and managed in accordance with applicable legislation, Government policy and applicable internal controls; and identify better practices and recommend improvements as necessary to current practices.
The audit reviewed the sale of DASFLEET, a business unit of the Department of Administrative Services, which provided passenger and general commercial vehicle leasing, rental and fleet management and maintenance services. The objectives of the audit were to review the efficiency and effectiveness of the management of the sale.

The Objective of the audit was to assess the administrative effectiveness of GPET's management of the general practice training programs, AGPT and PGPPP, the latter being a responsibility that GPET assumed in 2010.
The objective of the audit was to assess key aspects of the Australian Taxation Office's administration of the PAYE system in relation to employers' remittances and to identify opportunities for improvement. The audit focussed on four areas:
- remittance monitoring, especially managing late remittances;
- follow-up action for end of year reconciliation, including discrepancies;
- handling compliance intelligence gained from the public; and
- ATO compliance projects.
The audit's objective was to assess, and report to Parliament on, the ATO's administration of petroleum excise collections. The audit examined whether the ATO had implemented effectively administrative arrangements for the collection of petroleum excise since the transfer of the function from Customs in 1999. Areas that were examined relating to administration of petroleum excise were:
- governance arrangements;
- licensing arrangements;
- compliance management;
- investigations; and
- revenue management.
The audit also reviewed the role of Customs in performing functions directly related to petroleum excise collections and key elements of the management relationship between the ATO and Customs in this area.
The audit reviewed the Australian Customs Service (Customs) fraud control arrangements. The audit objective was to assess whether Customs has implemented appropriate fraud control arrangements consistent with the Commonwealth's Fraud Control Guidelines and the administrative effectiveness of these arrangements.
The audit objective was to assess the effectiveness of the department's administration of general recurrent grants paid to the States and Territories for government schools. To achieve this, the ANAO assessed whether the department:
- paid the correct amount of general recurrent grants to the States and Territories;
- effectively managed the agreements with the States and Territories; and
- monitored progress towards achieving the National Goals for Schooling in the Twenty-First Century.
The objective of the audit was to assess the effectiveness of the procurement and contracting associated with:
- the design, development and delivery of government advertising campaigns by Commonwealth departments; and
- the operation of the Central Advertising System (CAS).
