This first e-newsletter of the Commonwealth Auditors General Group was produced by Sir Amyas Morse, UK Comptroller and Auditor General as guest editor, along with the editorial team of the Auditors General of Australia, Fiji, Jamaica and Tanzania. Cybersecurity is the theme for this newsletter, with articles from the Supreme Audit Institutions (SAIs) of Australia, Malta and the UK.
One of the main purposes of the e-newsletter is to share experiences and establish a dialogue based on the discussions that were started at the 23rd Conference of Commonwealth Auditors General in Delhi. For this edition the conversation is around ‘leveraging technology in public audit’, and it draws on international peers experiences and learnings from conducting cybersecurity audits.

The audit reviewed six budget-funded agencies (Australian Customs Service, Australian Taxation Office, Centrelink, Department of Defence, Department of Education, Training and Youth Affairs, and Department of Immigration and Multicultural Affairs) and two off-budget entities (Airservices Australia and Reserve Bank of Australia). The ANAO also examined the Office for Government Online's (OGO, formerly the Office of Government Information Technology, or OGIT) whole-of-government coordination of the Commonwealth's Year 2000 efforts.

The audit would assess the effectiveness of the design and implementation of the National Housing Accord and the Housing Australian Future Fund.
The National Housing Accord is an agreement between all levels of government, institutional investors and the construction sectors. It aims to increase the supply of housing with: ‘an initial, aspirational target of delivering a total of one million new, well-located homes over five years from 2024; and immediate and longer-term actions for all parties to support the delivery of more affordable homes’.
The Housing Australia Future Fund was established in November 2023. It is a $10 billion investment fund managed by the Future Fund Board. The income generated by the fund is expected to provide funding to deliver 20,000 new social and 10,000 affordable homes over five years. Housing Australia is responsible for administering the majority of disbursements from the fund through the Housing Australia Future Fund Facility. In the 2025–26 Budget, the Government increased in the cap on the Commonwealth’s guarantee of Housing Australia’s liabilities from $10 billion to $26 billion including support for commitments for projects under the Housing Australia Future Fund and the National Housing Accord Facility.

The audit reviewed Australian Development Scholarships (ADS). ADS's are the principal mechanism by which Australia provides scholarship assistance for individuals from developing countries to undertake studies at Australian education institutions. The scholarships help to meet the human resource development needs of developing countries and contribute to their development across various sectors. Scholarships also have an important role in fostering and sustaining Australia's relations with developing countries, particularly in the Asia-Pacific region. The objective of the audit was to evaluate AusAID's management of the ADS scheme.
Tactical fighter operations (TFOs) form the basis of Australia's current military capability to ensure air superiority. Air superiority over the Australian territory and maritime approaches is an essential element in Australia's defence strategy. The audit objectives were to:
- assess whether the resources used to provide the F/A-18 tactical fighter force operational capability are managed cost-effectively; and
- identify areas for improvement in the coordination, planning and practices employed in administration of tactical fighter operations.
