This audit is one of a series of fraud control audits undertaken by the ANAO. The audit focussed on Centrelink's arrangements for the prevention, detection and treatment of incorrect payments to its customers. The objective of the audit was to assess whether Centrelink had implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth.
The report objective is to provide the Auditor-General’s independent assurance over the status of 30 selected Major Projects, as reflected in the Statement by the Chief Executive Officer Defence Materiel Organisation (DMO), and the Project Data Summary Sheets prepared by the DMO, in accordance with the Guidelines endorsed by the Joint Committee of Public Accounts and Audit.
The audit reviewed the Commonwealth funding provided under the Home and Community Care Act 1985, for a range of personal, health and domestic services to frail aged and other people with disabilities and their carers. The objective of the audit was to form an opinion on the Department of Health and Aged Care's administration of the Home and Community Care program in particular to assess the adequacy and effectiveness of the services.
This audit is a follow-up to ANAO Audit Report No.31 1995-96 Environmental Management of Commonwealth Land: Site Contamination and Pollution Prevention (‘the original audit'). The objectives of the follow-up audit were to determine: the extent to which Defence has implemented the agreed recommendations contained in the original audit (relating to its environmental management and the management of unexploded ordnance (UXO) on non-Commonwealth land) and; the effectiveness of the implemented recommendations in improving the environmental management of Commonwealth land.
The audit objective was to assess the effectiveness of agencies' contract management by determining if they had sound practices and systematic approaches to this activity. Particular attention was given to each agency's:
- day-to-day management of individual contracts; and
- approach to managing its contract population.
The Australian Diplomatic Communications Network was developed to provide a secure communication and automation capability for domestic offices and overseas posts. The audit focussed on project management of the ADCNET project, and in particular:
- how effectively the ADCNET project was managed;
- how effectively project risks were managed; and
- the extent to which project management processes have established whether ADCNET meets the specifications set by, and the expectations held by, DFAT, as well as any lessons to be learnt for this and other future projects.
The audit assessed whether Centrelink has effective Business Continuity Management and/or associated risk management procedures and plans in place that: minimise the likelihood of a significant business outage; and in the event of such an outage, minimise disruption of critical services to customers. The audit also assessed whether Centrelink services satisfy special community demands in times of emergency.
The audit objective was to assess the effectiveness of the Parliamentary Budget Office in conducting its role since being established in July 2012.
