Annual Performance Reporting, No 11 2003-04 The audit reviewed the 2001-02 annual reports of the departments of : Communications, Technology and the Arts; Education, Science and Training; Employment and Workplace Relations; Immigration and Multicultural and Indigenous Affairs and the Australian Customs Service. The objectives of this audit were to determine whether agencies had: established a sound annual reporting performance information framework; developed arrangements to ensure performance information is accurate and coherent; and appropriately analysed performance information in their annual reports.

Following a request from the Minister for Finance in October 2021, the ANAO is expanding the performance statements audit program from three audits to six audits in 2021–22. The ANAO will continue the program of work with Department of Veterans Affairs, the Attorney-General’s Department and the Department of Social Services and will add three new entities, being the Department of Agriculture, Water and the Environment, the Department of Education, Skills and Employment, and the Treasury.

The audit process involved an assessment of the payroll arrangements in Commonwealth organisations. The objectives of the audit were to determine whether organisations have established internal control frameworks for the management of payroll operations, assess whether payment of salaries and related expenditures is made in accordance with the relevant terms and conditions of employment, and identify better practices in the management and operations of payroll systems.

The objective of the audit was to provide assurance about the Australian Taxation Office's risk management approach and to add value to its administration by analysing the economy, efficiency, administrative effectiveness, equity and accountability of the related processes employed within the organisation. The ANAO reviewed the formal risk management process that the ATO uses to deal with all sources of risk for the organisation.

This report covers a number of the discretionary compensation and debt relief mechanisms that are available to Commonwealth agencies, where individuals or entities have been disadvantaged by legislation, or actions by agencies or staff, or some other negative circumstances. It deals mainly with two legislative mechanisms, namely, act of grace payments and waivers of debt, and one administrative mechanism, the Compensation for Detriment caused by Defective Administration (CDDA) scheme. This report also briefly covers two other mechanisms, namely ex gratia payments and payments in special circumstances relating to Australian Public Service (APS) employment. The main objective of the audit was to assess whether the management of claims for compensation and debt relief in special circumstances was in accordance with relevant legislative requirements and Commonwealth guidelines, and whether the current administrative policies and procedures were adequate.

The audit assessed whether FaCS effectively undertakes its coordination, monitoring and other roles according to the CSTDA. The audit examined all disability services provided for under the CSTDA, except for disability employment services. The ANAO met relevant officers from FaCS' national office and State and Territory offices, and with 22 stakeholder organisations including: advocacy groups; peak national and State bodies representing the interests of disability service providers and people with disabilities; members of national and State Disability Advisory Bodies funded by FaCS; State and Territory governments; relevant Australian Government agencies; In particular, the Department of Health and Ageing and the Australian Institute of Health and Welfare. and local government bodies. Fieldwork for the audit was primarily undertaken during the period September 2004 to February 2005.

The audit reviewed the use and operation of performance information in service level agreements between Centrelink and three agencies; the Department of Social Security, the Department of Education, Training and Youth Affairs and the Department of Employment, Workplace Relations and Small Business. The objective of the audit was to establish whether the performance assessment framework specified in the agreements enabled the adequate assessment of achievements under purchaser/provider arrangements entered into by DSS, DEETYA and Centrelink.

This audit would assess the effectiveness of the implementation of the APS Strategic Commissioning Framework by the Australian Public Service Commission (APSC) and a selection of Australian Government entities.

The APSC issued the APS Strategic Commissioning Framework in October 2023. It is intended to strengthen APS capability through reduced reliance on contractors and consultants for core work. Under the framework, certain core functions must be done by the APS and must not be outsourced to an external workforce. At an APS-wide level these include: developing cabinet submissions; drafting legislation and regulation; leading policy formulation; and roles on an agency’s executive team. Other core functions should be brought back in-house: procurement; contract management; cost benefit analyses; grant administration; and program delivery.

The framework initially applies to all entities that employ staff under the Public Service Act 1999, but the APSC encourages all Australian Government entities to follow the framework. Entities are guided by the framework’s seven principles: start with rigorous planning; APS employment is the default; use APS networks first; use external support in limited circumstances; maximise the benefits and minimise the risk of any external arrangements; apply merit when converting roles; and monitoring and accountability. The APSC received $4.8 million in additional funding in 2024–25 to update and enhance the APS Employment Database to provide improved insights into the APS workforce.

The objective of the audit was to assess the workforce planning systems used by the Australian Defence Force with a view to identifying better practice and making recommendations where appropriate to promote overall effectiveness of planning systems. The main issues were the management of the workforce planning function and determination of workforce requirements. The audit concentrated on the full-time military workforce, but also included the issue of the flexibility for military units to employ reserves or civilians where appropriate.
