The objective of the audit was to assess whether DEWR's management and oversight of Job Placement and matching services is effective, in particular, whether: DEWR effectively manages, monitors and reports the performance of JPOs in providing Job Placement services; DEWR effectively manages the provision of matching services (including completion of vocational profiles and provision of vacancy information through auto-matching) to job seekers; Job seeker and vacancy data in DEWR's JobSearch system is high quality and is managed effectively; and DEWR effectively measures, monitors and reports Job Placement service outcomes.

The audit reviewed the Department of Foreign Affairs and Trade's administration of consular services. It focussed on DFAT's travel advice to alert Australians to potential travel risks; case management systems to record and monitor action on more complex consular cases; performance information for the management of consular services; and contingency planning for major consular incidents. The audit also reviewed action taken by DFAT and other agencies to implement the recommendations of a 1997 Senate Committee report on consular services.

The objective of the report is to review the effectiveness of remediation activities put in place by Defence and the DMO to improve the performance of SDSS following the delivery in July 2003 of the SDSS Upgrade Project, with specific attention to the SDSS Get Well Programme. The audit reviewed the outcomes of the Get Well Programme, and assessed how effectively a segment of the Defence supply chain (of which SDSS is one key component) was meeting selected maritime end user capability and reporting requirements. In order to achieve this, the audit reviewed three key maritime combatant forces: COLLINS Class submarines; Adelaide Class Guided Missile Frigates (FFGs); and ANZAC Class Frigates. The ANAO notes that these three capabilities account for some 50 per cent of the Navy's total forecast expenditure for 2006–07.

The audit was conducted in response to a November 2000 resolution of the Senate that the Auditor-General examine all expenditures and entitlements accruing to Parliamentarians in 1999-2000. The objectives of the audit were to:

  • provide assurance to the Parliament regarding the administration by Finance, the chamber departments and the portfolio departments of all expenditures and entitlements accruing to Parliamentarians, including Ministers, in 1999-2000;
  • assess the administrative and control structures governing expenditures and entitlements accruing to Parliamentarians and Ministers in 1999-2000; and
  • identify opportunities to improve the current framework.

The audit objective was to examine the adequacy of Defence's and DMO's management of the nearly completed elements of Project Air 5276. The ANAO identified a number of causes for time delays and cost escalation in those elements. Those causes are outlined in the overall audit conclusions, to assist in the achievement of improvements in future planning and management of capital equipment acquisitions.

The objective of the audit was to assess the effectiveness of the Department of Agriculture, Fisheries and Forestry’s administration of the Northern Australia Quarantine Strategy. The ANAO examined whether the department had established effective:

  • administrative and governance arrangements to support NAQS;
  • processes for identifying biosecurity risks and conducting scientific activities to address identified risks;
  • arrangements for managing the quarantine aspects of Torres Strait border movements; and
  • public awareness activities that reflect identified biosecurity risks and support the program’s objectives.

The audit reviewed the construction of facilities for the Australian Defence Force and the Department of Defence by the Defence Estate Organisation. The objective of the audit was to assess the efficiency and administrative effectiveness of the Organisation's project delivery function, highlighting effective practice and, where appropriate, making practical recommendations to enhance facilities project management. The main projects examined were the facilities required for the Army Presence in the North and the Russell Hill Redevelopment.

This follow-up audit examined the actions taken by the Department of Veterans' Affairs to address the ANAO's recommendations made in Audit Report No.28 1993-94 regarding the use of private hospitals on behalf of the Repatriation Commission. The recommendations from that audit were aimed at improving the basis and consistency of contracts with the private sector for the use of private hospitals and providing added assurance that quality care was available to the veteran community.
