On 3 February 2010, Senator Christine Milne wrote to the Auditor General raising concerns about DEWHA's administration of the Green Loans program and requesting a performance audit of the program. Issues raised included: uncapped assessor numbers; problems with the delivery of the program; the quality of assessor training and assessments provided to households; the lack of an audit facility within the program; and equitable access to work under the program.
In light of Senator Milne's request and other concerns in relation to the administration of the program, the Auditor-General agreed on 25 February 2010 to conduct a performance audit of the program. The objective of the audit was to examine key aspects of the establishment and administration of the Green Loans program by DEWHA and the program's transition to DCCEE. Particular emphasis was given to the program's three main elements:
- training, registration and contracting of assessors;
- scheduling, conduct, and reporting of home sustainability assessments, and the associated payments to assessors; and
- provision of green loans to householders, and the associated payments to participating financial institutions.
The audit also examined the extent to which steps had been taken by DEWHA and DCCEE to assess whether the Green Loans program was achieving its objectives.
The audit's objective was to assess, and report to Parliament on, the ATO's administration of petroleum excise collections. The audit examined whether the ATO had implemented effectively administrative arrangements for the collection of petroleum excise since the transfer of the function from Customs in 1999. Areas that were examined relating to administration of petroleum excise were:
- governance arrangements;
- licensing arrangements;
- compliance management;
- investigations; and
- revenue management.
The audit also reviewed the role of Customs in performing functions directly related to petroleum excise collections and key elements of the management relationship between the ATO and Customs in this area.
The audit reviewed the coordination of export development and promotion activities across Commonwealth agencies. The objective of the audit was to assess the extent to which export development and promotion activities are managed in a coordinated manner to maximise their effectiveness and transparency, and to minimise duplication. Particular attention was given to:
- Austrade's role in coordinating and advising on the development of export programs across Commonwealth agencies; and
- the design, delivery and evaluation of programs consistent with the Mortimer review design criteria agreed by Government.
In view of the significant level of investment by Commonwealth agencies in the implementation and production of Financial Management Information Systems (FMISs), the ANAO, in conjunction with Gartner, undertook a benchmarking study within the Commonwealth budget sector with the objective of determining and reporting on FMIS:
- implementation and production costs; and
- implementation timeframes.
The benchmarking study also provides some data on resource support, size, volume and utilisation of the FMIS information. These data and metrics have significant implications for FMIS product selection. This study follows on from ANAO Audit Report No.12 'Selection, Implementation and Management of Financial Management Information Systems in Commonwealth Agencies', which was tabled in September 2001. That report provided details of the results of FMIS selections and implementations across the same eight Commonwealth budget sector agencies (the Commonwealth peer group) considered in this benchmarking study.
Although the audit examined broader aspects of the ATO's administration (such as, tobacco excise governance arrangements, intelligence capability and compliance and investigations activities), we placed particular emphasis on the strategies used by the ATO to address the proliferation of chop-chop (Australian grown tobacco sold illicitly in a chopped up form for $80 to $100 per kilogram. In comparison, 50 grams of legal roll-you-own tobacco costs around $16 i.e. $320 per kilogram) in the Australian markets, as it is an area of major risk to tobacco excise revenue.
The overall objective of the audit was to assess CrimTrac's progress in achieving the key deliverables it was established to provide, given that the agency had been in operation for some three years. The Australian Government provided $50 million for the implementation of CrimTrac, with an expectation that significant progress would be made within the first three years. The audit further examined whether CrimTrac had progressed the key deliverables efficiently and effectively, and whether the data either held by CrimTrac, or accessed through CrimTrac, for matching purposes is secure.

The objective of the follow-up audit was to assess the extent to which Airservices Australia, and where relevant, the Department of Infrastructure, Transport, Regional Development and Local Government (DITRDLG), have implemented the four ANAO recommendations contained in the previous audit report.

The objective of the audit was to assess whether the disposal of 'infrastructure, plant and equipment' assets was being carried out in accordance with Government policy, relevant aspects of the asset management principles, and applicable internal controls. The scope of the audit covered all aspects of the disposal process from initial planning through to the receipt of proceeds and evaluation of the outcome. The audit examined eight organisations, which are not named in the report.

The objective of the audit was to form an opinion about DVA's management of the current and future demand for VHC services. To form an opinion, the Australian National Audit Office (ANAO) examined whether DVA:effectively planned the distribution of VHC resources; distributed VHC resources according to its planning; and monitored and evaluated how effectively it managed the demand for VHC services. To form an opinion against the audit objective, the ANAO interviewed DVA personnel, examined DVA documents, interviewed personnel at a selection of Agencies, Service Providers and stakeholders, and reviewed relevant literature.

The audit reviewed the efficiency and effectiveness of the Department of Health and Ageing's (Health's) planning and conduct of the review undertaken to determine the recommendation to the Government on whether or not to exercise the extension option available to the Commonwealth under the Plasma Fractionation Agreement with CSL Limited. The audit was undertaken in response to a recommendation of the Joint Committee of Public Accounts and Audit.
The scope of the audit covered Centrelink's emergency management framework and community recovery assistance operations in general, with a specific focus on the 2009 North Queensland floods and Victorian bushfires. FaHCSIA's role during those disaster events was also considered as it played a key role in establishing the policy parameters of the services Centrelink delivered and addressing issues arising from policy implementation.
The objective of the audit was to ascertain how efficiently and effectively the ATO administers sales tax collections. The audit excluded an examination of the Australian Customs Service's sales tax administration, although it did examine coordination and liaison arrangements between the ATO and ACS. The audit approach involved analysing the ATO's performance against the five elements of the ATO's established compliance improvement process, namely:
- interpreting and clarifying sales tax law;
- identifying and understanding clients and markets (enabling tax officers to identify and analyse risks of non-compliance);
- providing education and information to clients regarding sales tax obligations, based on identified compliance risks;
- implementing administrative arrangements which ensure and/or assist taxpayers to meet their obligations; and
- detecting non-compliance and taking action to remedy instances of non-compliance.

This audit followed up the ANAO's 1999 performance audit report on the Commonwealth's planning and response mechanisms to deal with exotic and new endemic pest and emergencies in the animal and plant sectors (Audit Report No 9 1999-2000 Managing Pest and Disease Emergencies). The previous audit made nine recommendations to improve planning and response strategies for emergencies; better coordination; diagnostic support; and appropriate monitoring and surveillance. The objective of the follow-up audit was to assess AFFA's implementation of the recommendations, and whether implementation of these recommendations, or appropriate alternative measures, has improved the Commonwealth's planning and response strategies for pest and disease emergencies. The ANAO also observed and assessed relevant parts of the September 2002 foot and mouth disease simulation, Exercise Minotaur.

The objective of the audit was to consider the status of workforce planning by APS agencies against the background of the ANAO's 2001 Better Practice Guide Planning for the Workforce of the Future, in light of there commendations made in the MAC Organisational Renewal 2001 and the Senate Finance and Public Administration References Committee report Recruitmentand Training in the Australian Public Service 2003. Workforce planning was defined as a continuous process of shaping the workforce to ensure it is capable of delivering organisational objectives now and in the future.
This audit focused on the implementation of the Revised Government Foreign Exchange Risk Management Policy. Overall, the audit found the implementation of the Revised Policy with all CAC Act entities was not complete and important elements of the Revised Policy have not been adequately implemented. ANAO made five recommendations aimed at improving the compliance of GGS entities with the revised Policy, central agency consideration of entities' requests for exemption and enhancing the reporting made to Government. Finance and other entities agreed with all the recommendations.
The audit examined the relationship between the strategic guidance and capabilities provided by Army, through analysis of the Army capability management and reporting framework. The objectives of the audit were to: Assess Army capability management and reporting processes; determine whether these processes efficiently and effectively manage resources to provide Army capability; and accurately indicate the capability provided by Army.
The objective of this audit was to examine the effectiveness of Defence and the DMO's management of procurement and through life support arrangements to meet the explosive ordnance requirements of the ADF, particularly the non-guided munitions requirements of Army. This included a review of the progress of Defence and the DMO in implementing the recommendations of ANAO Audit Report No.40 2005–06.
The objective of this report is to provide information, prepared by both the ANAO and DMO, on the performance of major projects as well as providing the Auditor-General’s formal conclusion on the review of the Project Data Summary Sheets (PDSSs) prepared by DMO and contained in this report.
The audit reviewed the corporate governance framework of the Australian Electoral Commisson (AEC). The objective of the audit was to review whether the AEC's corporate governance framework was sound.
The objective of this performance audit of construction projects on the AusLink National Network was to assess the effectiveness of the administration by DITRDLG in working with the States to deliver the outcomes expected by the Government and the broader community. To inform the audit assessment, the methodology included examination of both Australian Government and State Government records as well as site inspections in relation to 21 projects being delivered in three States (New South Wales (NSW), Queensland and Tasmania). DITRDLG and the respective State road transport authorities were consulted in the selection of projects to be examined in detail.
The objective of the audit was to assess whether Customs has implemented effective measures to control IUU fishing in the Southern Ocean. The audit examined Customs' management and coordination of enforcement operations in the Southern Ocean, with particular emphasis on:
- the approach to assessing and reporting SOMPR program performance, and whether outcomes are being met;
- coordination with other stakeholder agencies to meet program outcomes;
- the operational planning framework, management of human and physical resources and contract management; and
- the management of the deployment and operation of program maritime assets.
This first Assurance Report on the status of selected Defence equipment acquisition projects, which has the support of the Parliament and the Government, represents a substantial step towards improving transparency and public accountability in major Defence procurement projects. It is the pilot of an annual Defence Materiel Organisation (DMO) Major Projects Report, and was developed in conjunction with the DMO. It covers the cost, schedule and capability progress achieved by nine DMO projects, which had an approved budget totalling $13.535 billion as at 30 June 2008.
This report is organised into three parts. Part 1 comprises an ANAO overview and Auditor–General's Foreword. Part 2 comprises the Major Projects Report prepared by DMO, including an overview reflecting DMO's perspective on their business and on the nine projects included in the. Part 3 incorporates the Auditor-General's Review Report, the statement by the CEO DMO, and the information prepared by DMO in the form of standardised Project Data Summary Sheets covering each of the nine pilot projects.
In the next 12 months, the ANAO will review 15 DMO projects planned for inclusion in the 2008-09 DMO Major Projects Report, with the number of projects rising to 30 projects in subsequent years. The ANAO will also work with DMO to refine the approach adopted for providing assurance on each project's progress toward achieving Final Operational Capability. The ANAO will also consider the inclusion of an analysis of each project's emerging trends, as appropriate, to complement DMO's intention to provide improved analysis of project management performance regarding all projects included in the Major Projects Report.
The objective of the audit was to examine key aspects of the NBN RFP process, including:
- the background to and conduct of the RFP process;
- management of key risks associated with the process and outcome; and
- stakeholder consultations.
The objective of this audit was to assess key aspects of the establishment and administration of HIP by DEWHA as well as the transition of the program to DCCEE. All phases of the program were examined with particular emphasis for Phase 2 being given to:
- program design and implementation;
- registration and training of installers;
- payment of rebates; and
- the compliance strategy underpinning the program.
The objective of the audit was to assess the efficiency and effectiveness of administrative arrangements for the provision of food to the Australian Defence Force and identify possible areas for improvement. The audit criteria addressed the adequacy of policy guidance, planning, performance information and risk management in all areas of ADF food provisioning.
The audit reviewed the retention of military personnel that are managed by the Australian Defence Force which comprises the three Services. The objective of the audit was to review the management of personnel retention within the ADF with a view to evaluating the measures Defence has in place to monitor and control the flow of trained personnel from the Services
The Department of Veterans' Affairs (DVA) uses information technology (IT) extensively in providing services to Australia's veteran and defence force communities. The audit reviewed DVA's management of its IT outsourcing contract. The audit considered DVA's planning to meet its strategic IT needs through the IT outsourcing contract, the provisions of the contract, contract administration, management of the impacts of the outsourced services on DVA's business and the outcomes of DVA's approach to the contract.
As part of its 2001 inquiry into the recruitment and retention of Australian Defence Force (ADF) personnel, the Senate Foreign Affairs, Defence and Trade References Committee reviewed Defence's contract with Manpower Services (Australia) Pty Ltd for trialling the outsourcing of recruiting services to the ADF. In its subsequent report, the Committee commented that the original contractual arrangements deserved further scrutiny by the ANAO. The objective of the audit was to examine Defence's management of the contractual arrangements for the provision of recruiting services to the ADF. In examining the management of the contract, the ANAO looked at the evaluations conducted at the end of each contractual phase, roles and responsibilities associated with ADF recruiting, and Defence's monitoring of contractual performance and management of risks associated with ADF recruiting.
The objective of this audit was to assess and report on the progress being made by Government agencies in achieving better practice in green office procurement and sustainable office management. The scope of the audit included agencies incorporated under the Financial Management and Accountability Act 1997 as well as a sample of bodies incorporated under the Commonwealth Authorities and Companies Act 1997. Sixty-three agencies were included in an audit survey. Detailed validation was carried out in nine of these agencies.
The objective of the audit was to assess the effectiveness of the selection, implementation, operation and monitoring of FRCs by AGD and FaHCSIA. The three main criteria for this audit assessed whether AGD and FaHCSIA had effectively:
- planned and implemented the FRC initiative, including the FRC selection and funding processes;
- undertaken administration activities to guide the operation and progress of the FRC initiative towards meeting its objectives; and
- monitored, evaluated and reported on the performance of FRCs.
Given the significant expenditure associated with the Super Seasprites, and the problems that the Project had encountered over some time, the ANAO had commenced this performance audit prior to the Government's decision to cancel the Project. The focus of the audit was on Defence's and DMO's administration of the Project. In light of the Government's decision to cancel the Project, the objective of the audit was revised to place greater emphasis on those issues that resulted in the failure of the Project to provide the required capability, and highlighting project management lessons for major Defence acquisitions going forward.Accordingly the audit objective was to:
- identify those factors that contributed to the on-going poor performance of the Project;
- outline measures taken by Defence and DMO in seeking to overcome issues encountered by the Project, and key lessons arising from this project for the benefit of major acquisitions projects generally; and
- determine the capability and cost implications of a project that failed to deliver to expectations.
The overall objective of this audit was to assess the management of the physical protection of Australian missions and staff overseas. The high-level criteria for the audit are set out at Appendix 1 of the report.
The objective of the audit was to assess whether DEWR's management and oversight of Job Placement and matching services is effective, in particular, whether: DEWR effectively manages, monitors and reports the performance of JPOs in providing Job Placement services; DEWR effectively manages the provision of matching services (including completion of vocational profiles and provision of vacancy information through auto-matching) to job seekers; Job seeker and vacancy data in DEWR's JobSearch system is high quality and is managed effectively; and DEWR effectively measures, monitors and reports Job Placement service outcomes.
The objective of the audit was to assess whether the property management function, including the management of leases, was being performed efficiently and was providing an effective level of support for the delivery of the organisation's services (outputs). The audit evaluated property management policies and practices across the following dimensions:
- planning and control;
- business processes and practices; and
- information and performance management.
Within each of these areas, a series of desirable proceses and controls (described as the evaluation criteria) were developed to assist in the assessment of each organisation's performance.
The objectives of this audit were to improve: the accountability of the Australian Taxation Office to Parliament and the Government by the provision of advice that follows up on the ATO's implementation of the previous ANAO Report; and on the recommendations of the then Joint Committee of Public Accounts arising from its consideration of that Report and the efficiency, effectiveness and equity of debt collection by the ATO.
The objective of the audit was to assess the Child Support Agency's effectiveness in managing the implementation of the Building a Better Child Support Agency program.
The objective of the audit was to assess the extent to which entities were meeting their recordkeeping responsibilities. In particular, the audit examined how effectively the entities were managing records that were created and stored electronically in corporate recordkeeping systems and in other electronic systems in accordance with recordkeeping requirements.
The objective of the audit was to assess the effectiveness of the Department of Resources, Energy and Tourism’s administration of the Renewable Energy Demonstration Program (REDP), including progress towards achieving the programʹs objectives.
The audit examined whether the department had established effective arrangements to:
- implement REDP, including governance arrangements;
- assess applications for REDP funding assistance and recommend projects to the Minister for funding approval;
- negotiate funding agreements for approved projects; and
- monitor progress towards the achievement of the REDP objective.
On 2 November 2000, the Senate agreed to a resolution that the Auditor-General be requested to review all expenditures and entitlements accruing to Parliamentarians and Ministers in 1999-2000. The resolution requested that the Auditor-General consider a number of specific matters, and report by 30 June 2001. In the course of that audit, examination of issues relating to Parliamentarians' staff was deferred in order to give the Auditor-General a reasonable chance of reporting reasonably close to the Senate's requested reporting timeframe. ANAO Audit Report No.5 2001-02, Parliamentarians' Entitlements: 1999-2000, was tabled in the Parliament in August 2001. A proposed audit of the administration by Finance of the entitlements of staff engaged under the Members of Parliament (Staff) Act 1984 (MOP(S) Act was included in the ANAO Audit Work Program for 2001-02. The objectives of this performance audit were to: review the effectiveness of the internal control structures in the Department of Finance and Administration (Finance) concerning the administration of entitlements for MOP(S) Act staff; review the effectiveness and efficiency of the procurement and support services Finance provides in relation to MOP(S) Act staff: and identify principles of sound administrative practices to facilitate improved administrative arrangements for the future. The audit covered Finance's administration of payments and services to MOP(S) Act staff during the period 1998-99 to 2001-02. Sub-section 15(c) of the Auditor General Act 1997 precludes an audit of persons who are engaged under the MOP(S) Act. Accordingly, the audit scope did not include examination of the responsibilities of MOP(S) Act staff.
To improve educational outcomes for Indigenous Australians, two main forms of assistance administered by the Commonwealth, namely the Indigenous Education Strategic Initiatives Programme (IESIP) and the Indigenous Education Direct Assistance programmes (IEDA), are currently available. The objective of the audit was to assess whether the department had efficiently and effectively managed the development and implementation of the IESIP agreements for the 2001 to 2004 quadrennium.

In May 1997, the $1 billion Federation Fund was announced as part of the 1997-98 Budget to mark the Centenary of Federation. One component, the Federation Fund Major Projects ($906.8m), was to provide financial assistance to a number of major projects of national significance; by generating jobs in the construction industry and by making a significant and ongoing contribution to Australia and the Australian economy. Projects were expected to be geographically spread around Australia and well advanced, but not necessarily complete, by 2001. Commonwealth monies were intended to fully fund projects; augment existing funding; or match funding from other sources. The objective of the audit was to determine the extent to which the administration of the Federation Fund programme met identified better practice in relation to policy development and programme planning; the process of calling for, assessing, approving and announcing proposals; and ongoing programme and project management.
The objectives of this audit were to assess, with respect to guarantees, indemnities and letters of comfort:
- changes in the size and nature of the Commonwealth's reported exposure since 30 June 1995;
- the extent of improvement in agencies' management and monitoring of the Commonwealth's exposure to these instruments;
- the approach of agencies to effective risk management and control of Commonwealth exposures to these instruments; and
- whether current reporting practices provide a sufficiently comprehensive coverage for public accountability purposes, at both the agency and whole of government levels.
The objective of the audit was to report on whether Defence applies Life-cycle Costing appropriately in support of decisions throughout the acquisition and management of its capital assets, and to make recommendations for any improvement. Criteria were established against each of the issues considered by the audit, namely LCC policy and coordination, use of LCC in investment decisions, use of LCC to support budgeting, data to support LCC and LCC training and education.
The objective of the ANAO's audit was to examine the effectiveness of DAFF's implementation and administration of the buyback of fishing concessions under the Securing our Fishing Future structural adjustment package.
The objective of this audit was to assess how effectively FaHCSIA and DEEWR have undertaken their roles and responsibilities for specialist disability employment services under the current (third) CSTDA.

The objective of the Australian National Audit Office (ANAO) was to examine and report on the planning and corporate governance for the new regional delivery model of the National Action Plan for Salinity and Water Quality (NAP) program, jointly administered by the Department of Agriculture, Fisheries and Forestry and the Department of the Environment and Heritage (the Agencies)
The objective of this audit was to assess whether selected organisations had effective security risk management programs, including whether a selection of protective security risk treatment controls was working as designed.
This audit followed up the ANAO's 2000 performance audit report on retention of military personnel (Audit Report No.35 1999-2000 Retention of Military Personnel), which focused on examining whether ADF personnel management practices to retain personnel were commensurate with the cost of recruiting and training new personnel, or whether more cost- effective steps could be taken to reduce the separation rates of desirable personnel. The objective of the follow-up audit was to assess Defence's implementation of recommendations made in the original audit report and their effectiveness in helping Defence control the flow of trained personnel from the Services.

The overal objective of the Australian National Audit Office (ANAO) audit was to determine the efficiency and effectiveness of the conversion to digital broadcasting by the national broadcasters. This encompasses, among other things, addressing the request from the former Minister for Communications, Information Technology and the Arts (the Minister) for an audit of the actual cost of digital conversion, the sources of funds applied and the efficiency of funds utilisation. It also involved an examination of the broadcasters' management processes to deliver their Strategies and to 'minimise the call on the Budget'.
Recent performance audit priority for the Australian National Audit Office (ANAO) in the Infrastructure, Transport, Regional Development and Local Government portfolio has been directed at the administration of funding for land transport. Accordingly, this audit is one of a series ANAO is undertaking of land transport funding programs. Four audits have already been completed, namely:
- ANAO Audit Report No. 31 2005–06, Roads to Recovery;
- ANAO Audit Report No. 45 2006–07, The National Black Spot Program;
- ANAO Audit Report No. 22 2007–08, Administration of Grants to the Australian Rail Track Corporation; and
- ANAO Audit Report No. 29 2008–09, Delivery of Projects on the AusLink National Network.
The overall objective of the survey was to assess key aspects of fraud control arrangements in place across the APS against Commonwealth Law Enforcement Board (CLEB) guidelines. This assessment aimed to provide assurance to Parliament that agencies had a suitable framework in place to assist in effectively preventing and dealing with fraud and to indicate to APS agencies any areas for improvement identified in the survey.
The objective of this audit was to follow up DVA's implementation of the recommendations in Audit Report No. 44, 2000-01, Information Technology in the Department of Veterans' Affairs. The ANAO made two recommendations in the report (the second having five parts). The recommendations addressed the monitoring of IT changes; IT performance information; information systems model documentation; and the facilitation of the interpretation of performance information.
The audit reviewed the policy advising functions of the Departments of Education, Training and Youth Affairs, Employment, Workplace Relations and Small Business, and Family and Community Services. The objective of the audit was to determine whether departmental quality management systems for policy advising were appropriate and the advice provided met expected standards for policy outputs.
The objective of the audit was to assess the effectiveness of FaHCSIA’s administration of the HAF. To address this objective, the Australian National Audit Office (ANAO) assessed FaHCSIA’s administration against a range of audit criteria, including the extent to which:
- assessment and approval processes were soundly planned and implemented, and were consistent with the requirements of the overarching financial management framework;
- appropriately structured funding agreements were established and managed for each approved grant; and
- the performance of the HAF, including each of the funded projects, was actively monitored and reported.
The audit was undertaken following advice from the Joint Committee of Public Accounts and Audit (JCPAA) to the Auditor-General that assurance that ABC programming adequately reflects the ABC's Charter was an audit priority of Parliament. The objective of the audit is to provide Parliament with this assurance. The focus of the audit was on the governance arrangements of the ABC Board and management that enable the ABC to demonstrate the extent to which it is achieving its' Charter obligations, and other related statutory requirements, efficiently and effectively. The scope of the audit was as follows:
- Review the ABC's corporate governance framework against better practice models. The ANAO had regard to the ABC's unique role as a national public broadcaster established as a budget funded Commonwealth statutory authority subject to the Commonwealth Authorities and Companies Act 1997.
- Examine the ABC Board's approach to the interpretation of the Charter requirements of the ABC and the setting of strategic directions, and management's administrative arrangements for implementing the strategic directions established by the Board.
- Examine the ABC's performance information framework, the development, documentation and use of performance measures in relation to targets and/or objectives, the monitoring and reporting of performance and its' inter-relationship with the corporate planning and budgetary processes, particularly in relation to the strategic directions set by the Board.
The audit did not examine the overall management of the ABC. In keeping with the audit scope, the audit examined ways in which the ABC aligns its' strategic directions with its' Charter requirements for programs broadcast on radio, television and on-line and assures itself, and Parliament, about the achievement of its' Charter obligations. Further, the audit did not examine the operations of ABC Enterprises or symphony orchestras that operate as ABC-owned subsidiary companies.

The audit reviewed the Department of Foreign Affairs and Trade's administration of consular services. It focussed on DFAT's travel advice to alert Australians to potential travel risks; case management systems to record and monitor action on more complex consular cases; performance information for the management of consular services; and contingency planning for major consular incidents. The audit also reviewed action taken by DFAT and other agencies to implement the recommendations of a 1997 Senate Committee report on consular services.
In the current audit, the objectives were to provide assurance to the Parliament on the adequacy of the measures and plans instituted by Defence to ensure that the combat aircrew workforce meets military preparedness requirements in the future, and to identify possible areas for improvement.

The audit examined the Aged Care Standards and Accreditation Agency Ltd's management of the residential aged care accreditation process. The audit focused on the Agency's implementation of a process to meet its legislative responsibilities, its business operations, people management, budgeting practices, use of information, and its quality assurance processes.
The audit assessed whether Centrelink effectively manages customer debt, excluding debt relating to Family Tax Benefit, consistently across its network, ensuring integrity of payments made on behalf of the Department of Family and Community Services (FaCS). The audit assessed five components of Centrelink's debt management processes, including administration, prevention, identification, raising and recovery.
The audit was conducted at the: Australian Federal Police (AFP) and the Australian Protective Service (PS); Australian Sports Commission (ASC); Department of Communications, Information Technology and the Arts (DoCITA); Department of Family and Community Services (FaCS); and Civil Aviation Safety Authority (CASA). The objectives of the audit were to: determine whether entities had established appropriate arrangements in relation to the management of annual leave For the purposes of this audit the ANAO has used the term ‘annual leave'. However entities refer to this entitlement using other terminology such as recreation leave, planned leave or personal leave. and had effective internal controls over leave processing; assess whether leave had been managed in accordance with the requirements of the respective entity's certified agreement; and identify sound and better practices in the management and processing of leave.
Given the importance of customer feedback to Centrelink's business, the ANAO considered it timely to conduct a series of performance audits relating to Centrelink's customer feedback systems, particularly in relation to its delivery of the services then provided on behalf of FaCS. The overarching objective of this series of ANAO performance audits of Centrelink's customer feedback systems was to assess whether Centrelink has effective processes and systems for gathering, measuring, reporting and responding effectively to customer feedback, including in relation to customer satisfaction with Centrelink services and processes.
The objective of the audit was to assess whether APS agencies had sound approaches to recruitment, to assist in providing the workforce capability to deliver government programs effectively. Sound approaches to recruitment involve agencies:
- establishing and implementing strategic approaches to recruitment to address current and future workforce priorities and goals;
- managing and supporting recruitment activities through the provision of expert advice and support, legislative and procedural guidance material, and training for staff involved in recruitment activities;
- conducting recruitment activities effectively and in compliance with legislative and administrative requirements; and
- systematically monitoring and evaluating the effectiveness and efficiency of recruitment strategies, policies and activities.
The ANAO Audit Report No. 51 of 2001/02, Research Project Management, Commonwealth Scientific and Industrial Research Organisation, assessed the effectiveness of CSIRO in administering research projects to deliver required results. The audit made nine recommendations designed to improve project management in CSIRO. The purpose of this follow-up audit was to assess the extent to which CSIRO has implemented the recommendations of the previous audit and of the JCPAA.

The objective of the audit was to form an opinion on ATSIC's management of the Municipal Services component of the Community Housing and Infrastructure Program (CHIP). The audit examined how effectively ATSIC specifies and implements its role, the adequacy with which it identifies relative needs for support from the program among Indigenous communities, and how it leverages improved outcomes from other potential funding sources.
The audit objective was to examine the adequacy of Defence's and DMO's management of the nearly completed elements of Project Air 5276. The ANAO identified a number of causes for time delays and cost escalation in those elements. Those causes are outlined in the overall audit conclusions, to assist in the achievement of improvements in future planning and management of capital equipment acquisitions.
The ANAO reviewed arrangements for the development of the department's fraud policy, fraud risk assessment and fraud control plan within the core functional areas of the department that are responsible for these activities. The audit also examined the operational procedures and guidelines that were in place to implement the department's fraud policy. The objective of the audit was to assess whether AFFA has implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth and whether these arrangements operate effectively in practice.
The audit reviewed the broadcasting planning and licensing operations of the Australian Broadcasting Authority, which is responsible for planning the availability of segments of the broadcasting services bands used by radio and television for analogue and digital broadcasting. The objective was to assess the ABA's management of licence area planning and the subsequent issue of broadcasting licences, focussing on analogue radio planning and identifying improved administrative practices, where possible, together with the main factors that have contributed to the delays to date in achieving the planning timetable.
The audit objectives were to assess: the appropriateness of agencies' policies for dealing with requests for information in accordance with the FOI Act; and assess agencies' compliance with the provisions of the FOI Act, in relation to selected requests for information.
The objective of this audit is to examine DIAC's implementation of the nine recommendations made in the earlier audit. The audit has also taken into account changed circumstances since the original audit. These include a heightened security environment after 11 September 2001 and the results of other relevant ANAO performance audit and financial statement work. The audit also examined ETA decision-making processes to gain assurance about its robustness in a changing risk environment. This issue came to attention in recent audits of visa management processes.
The objective of this audit was to assess whether the strengthened two–pass approval process for major capital equipment projects is being implemented effectively.
In a military context, individual readiness refers to the ability of an individual member to be deployed, within a specified notice period, on operations, potentially in a combat environment, to perform the specific skills in which he or she has been trained. Individual readiness is the foundation on which military preparedness is built. Maintenance of a specified level of individual readiness in peacetime (along with other factors such as equipment readiness and collective training) influences the speed with which personnel can deploy on operations. The objective of this audit is to ensure that members can be deployed on operations, potentially in a combat environment, to perform their specific skills within a notice period of 30 days.
This audit is one of a series of fraud control audits undertaken by the ANAO. The audit focussed on Centrelink's arrangements for the prevention, detection and treatment of incorrect payments to its customers. The objective of the audit was to assess whether Centrelink had implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth.

The audit objectives were to report on the implementation status of the parliamentary resolutions and other actions arising out of the six recommendations made in the final PSC Report, Review by the Parliamentary Service Commissioner of Aspects of the Administration of the Parliament. The audit also broadly examined the impact of implementation of the parliamentary resolutions on aspects of: the level of services provided to the Parliament generally following amalgamation of the three former parliamentary departments into the Department of Parliamentary Services; and accommodation space within Parliament House. The designated audit agency was the Department of Parliamentary Services (DPS).
The objective of the audit was to examine program management in the Training and Youth Division of the Department of Education, Training and Youth Affairs. In broad terms, the audit focused on the management frameworks at both Divisional and program level. Three of the Division's programs were selected for more detailed review as follows:
- Workplace English Language and Literacy;
- Literacy and Numeracy; and
- Support for New Apprentices.
The objective of the audit was to provide assurance to Parliament concerning the adequacy of Defence preparedness management systems and to identify possible areas for improvement. The audit focused on the systems and processes that Defence uses to manage preparedness. We did not review the preparedness levels of specific capabilities, nor did we cover capital acquisition processes. The audit included coverage of: - preparedness systems architecture; - control and direction of preparedness; - coordination among contributors to preparedness; and - performance management and preparedness.
The objective of the audit was to review the efficiency, economy and administrative effectiveness of departmental activities leading to the letting of the contract with SPCL and its subsequent administration. This included, among other things, an examination of action taken to protect the Commonwealth's interests and the adequacy of relevant departmental guidelines and processes. A primary aim of the audit was to identify the facts of the particular case, including any administrative inadequacies that led to unnecessary financial exposure for the Commonwealth and less than satisfactory outcomes. The objective of the audit was to examine the integrity of electronic records stored on the CSA's database—Cuba—and to report on the effectiveness of CSA's management of the data.
Networking the Nation was established with effect from 1 July 1997 to support activities and projects designed to meet a range of telecommunications needs in regional, rural and remote Australia. Funding is provided by the Regional Telecommunications Infrastructure Fund. The program provides total support of $250 million, of which $50 million was to be allocated annually for the five year period from 1997-98. Funding decisions for grants are the responsibility of an independent Board appointed by the Minister for Communications, Information Technology and the Arts. The objectives of the audit were to examine the administration of the program with a view to ascertaining the scope for improving administration and to provide assurance on the equity, efficiency and effectiveness of the management and administrative processes applied in the administration of grants under the program.
The objective of the audit was to assess the effectiveness and efficiency of Army's management of the move of 1st Brigade to Darwin. The audit criteria directly related to implementation of the project. These criteria addressed planning as well as identification and management of longer-term risks to the success of the project.
The objective of the audit was to assess DoHA's effectiveness:
- in undertaking PIP program planning, program monitoring and review; and
- with Medicare Australia, in ensuring PIP program delivery to general practices and their medical practitioners.
In undertaking the audit, the ANAO considered the 12 incentives that comprised the PIP up to August 2009. The three most recently introduced incentives at the time of audit fieldwork, namely, Domestic Violence, GP Aged Care Access and eHealth incentives, were examined in greater detail and formed case studies to support audit analysis. The ANAO also sought views on the program administration from industry, including from general practices directly through an online survey.
With regard to accreditation of general practice, the audit scope did not include an assessment of the Standards nor the work of the bodies that undertake accreditation of general practices. The ANAO's focus on general practice accreditation related to DoHA's management of program entry criteria.
The examined the $1 billion Federation Fund program, which was established by the Government to mark the Centenary of Federation. The objectives of the examination were to assess the:
- extent to which the administration of the FCHP program complied with better practice in the assessment of applications, especially in relation to the transparency and rigour of the decision-making process;
- equity of the geographic spread of grants to States and electorates; and
- process for the announcement of the results of grant applications.
The audit objective was to assess the effectiveness of DoHA’s administration in supporting the creation and development of health infrastructure from the HHF, including DoHA’s support for the Health Minister and the HHF Advisory Board.

The audit reviewed the planning and management of the Australian Defence Force deployments to East Timor, including the support of those deployments. The audit focused on planning for the deployments and the role of Australia as the lead nation in the International Force in East Timor (INTERFET); and financial, personnel, logistic and other systems used to deploy and sustain Australia's military presence in East Timor.
Family and Community Services' Oversight of Centrelink's Assesment of New Claims for the Age Pension
The objective of the audit was to assess whether FaCS had established effective business arrangements with Centrelink to help ensure that new claims for Age Pension were properly assessed in accordance with the Social Security Law and the Guide to the Social Security Law. In the context of the audit objective, the primary issues examined were whether FaCS had:
- established an appropriate business framework;
- adopted an appropriate risk management approach;
- appropriately monitored and evaluated performance; and
- provided relevant business support to Centrelink.
The audit objective was to assess DoHA's administration of prudential arrangements for the protection of residential aged care accommodation bonds.
The objective of the performance audit was to report to Parliament our assessment as to how well the ATO manages and uses the AIIR data in taxation administration. The ANAO considered the following four key areas in addressing the audit objective. 1. Governance arrangements within the ATO, focussing on whole of ATO and whole-of-government aspects of the AIIR data, as distinct from solely business line applications. 2. Receipt of AIIR data and how well the ATO facilitates the collection of complete and valid AIIR data from investment bodies 3. Management of AIIR data through the construction by the ATO of valid entity records by using the AIIR data in conjunction with existing ATO client identification master files. 4: Use of the AIIR data on a systematic basis to inform active compliance activities.
