The objective of the audit was to assess the effectiveness of FaHCSIA’s administration of the HAF. To address this objective, the Australian National Audit Office (ANAO) assessed FaHCSIA’s administration against a range of audit criteria, including the extent to which:
- assessment and approval processes were soundly planned and implemented, and were consistent with the requirements of the overarching financial management framework;

The objective of the audit was to assess the administrative effectiveness of the ATO's management of GST compliance in the large business market segment. In conducting the audit the ANAO examined three key areas: governance - ILEC's corporate planning and reporting arrangements relevant to the management of GST compliance in the large business market segment; assessing and identifying compliance risks- how ILEC collects information relating to the large business market segment and how it uses this information to support risk identification and assessment; and managing compliance- compliance planning and the products and processes used by ILEC to manage GST compliance in the large business market segment and evaluating compliance outcomes to support future compliance planning and the targeting of GST compliance risks. The objective of the audit was to report to Parliament on the economy, efficiency and administrative effectiveness of the risk management process in the Small Business Income business line. It follows Audit Report No.37 1996-97 and entitled Risk Management - Australian Taxation Office. That audit focused on broad strategic issues relevant to risk management in the Australian Taxation Office (ATO) as a whole. This audit follows the issues identified in that report into the day-to-day management of the Small Business Income as an example of how risk management operates in a significant element of the ATO.
The objective of the audit was to assess whether Customs has implemented effective measures to control IUU fishing in the Southern Ocean. The audit examined Customs' management and coordination of enforcement operations in the Southern Ocean, with particular emphasis on:
- the approach to assessing and reporting SOMPR program performance, and whether outcomes are being met;
- coordination with other stakeholder agencies to meet program outcomes;
- the operational planning framework, management of human and physical resources and contract management; and
- the management of the deployment and operation of program maritime assets.
The objective of this follow-up audit was to assess whether Defence had taken appropriate action on recommendations made in the ANAO's 1995 audit report on Management Audit Branch (MAB), which is responsible for internal audit in Defence, and to assess whether the internal audit function in Defence could be improved.

The audit objective was to assess the effectiveness of monitoring arrangements (by the Accreditation Agency) and compliance activities (by DoHA) put in place to achieve residential aged care homes’ compliance with the Accreditation Standards and their other, related, responsibilities under the Act and its associated instruments.
The ANAO’s assessment considered whether:
— a sector-wide compliance strategy was in place and aligned with effective monitoring and compliance activities at the operational level;
— there was a clear articulation of the separat but complementary roles and responsibilities of DoHA and the Accreditation Agency; and
— performance information gathered by both agencies to support public reporting and business improvements was useful and enabled comparison of performance over time.

In 1997, and subsequently in 1999, the Australian Government introduced two major spending packages with a total value of almost $1 billion. These spending packages were designed to address the challenges posed by the issue of climate change and to meet Australia's domestic and international commitments. Since its inception in 1998, the Australian Greenhouse Office has been responsible for the implementation of greenhouse related programs from these two major spending packages. The objective of the audit was to examine and report on the administrative efficiency and effectiveness of seven major programs administered by the Australian Greenhouse Office.
The objective of this audit was to assess the Tax Office's implementation of the nine recommendations of Audit Report No.19 2004–05 Taxpayers' Charter, having regard to any changed circumstances affecting the implementation of the recommendations. This involved an examination of the Tax Office's:
- systems and processes used to develop, maintain and update the Charter;
- strategic commitment to implementing the principles of the Charter;

The objective of the audit was to examine how effectively Health manages the risk of PBS drugs not being used according to PBS subsidy conditions. The audit examined two areas: during listing, how Health identified and implemented measures to decrease the risks of PBS drugs being used outside subsidy conditions; and following listing, how Health confirmed that usage and expenditure on PBS drugs was consistent with estimates. The report examines selected approaches used by Health, which have evolved in recent years, to manage the risk of PBS drugs being used outside subsidy conditions. The report also acknowledges and describes the role of the expert committees. The scope of the audit was limited to PBS drugs for which Health pays a subsidy. The audit did not examine Health's role in educating consumers, prescribers, and other health professionals, or the implications of the Australia–United States Free Trade Agreement for the PBS. Additionally, the ANAO did not form an opinion on the success of Medicare Australia's compliance role. To form an opinion against the audit objective, the ANAO interviewed Health personnel, committee members and stakeholders, examined relevant documents and files, analysed drug usage and expenditure data, and attended a number of committee meetings. To assist the audit process, the ANAO selected a sample of eight drugs. The drugs were selected due to their high cost to the PBS and/or high usage, or because the drug has had a particularly interesting PBS history. The sample is not representative of all drugs on the PBS. In 2004–05, 15.3 million prescriptions were written for these eight drugs, with the Government subsidy totalling $1.05 billion.

The audit examined the effectiveness of DEEWR's: administrative framework for the program; management of the application, assessment and funding processes; and monitoring of and reporting on the program's performance.
In order to form an opinion against the audit objective, the ANAO primarily conducted fieldwork and documentation reviews at DEEWR's central office. A stratified random sample (in order to provide for representation from states, territories and school sectors) of 74 applications from Rounds 1 and 2 was also selected for detailed examination. Through this sample, the ANAO sought to determine whether funding applications had been assessed in accordance with the established assessment criteria and that quality assurance mechanisms for the assessment process were effective.

The main objectives of the audit were to examine DOTARS' response to the heightened threat environment following the events of 11 September 2001, and to determine the extent to which DOTARS' monitoring and compliance regime ensures that the aviation industry complies with its security obligations. The objective was to assess the extent to which staff reductions have been managed in a sound strategic and cost-effective manner consistent with the Government's guidelines and the ANAO's 1996 better practice guide Managing APS Staff Reductions. The audit focussed on 3 agencies - the Australian Taxation Office, the former Department of Primary Industry and Energy, and the former Department of Transport and Regional Development. The ANAO found that the majority of staff reductions were achieved through retrenchment rather than natural attrition; and that decisions on the number of retrenchments were not always supported by an assessment of the impact of the reductions on the agencies' abilities to conduct their business.
The overall objective of the audit was to assess AusAID's management of commercial contracts to deliver Australia's overseas aid program. To this end, the audit examined whether:
- there are sound supporting structures for contract management;
- AusAid effectively manages risks;
- contracts clearly define deliverables;
- services are delivered and payments are made in accordance with the contract;
- there are appropriate arrangements to manage contractor performance;
- strategies appropriately assess and allocate risk between AusAid and contractors; and
- contracts deliver the desired aid outcomes.

The audit examined a range of issues in relation to the development of certified agreements in the APS with particular emphasis on the link between improved pay and conditions and increased productivity, and the funding of agreements. The objectives of the audit were to:
- provide an overview of the range of wage outcomes included in the first round of APS certified agreements;
- identify the administrative arrangements agencies have in place to measure any improvements in productivity that were linked to pay increases;
- determine how agencies funded their certified agreements;
- review the reporting and accountability arrangements agencies have in place to monitor progress and to evaluate the outcomes of their certified agreements;
- determine the extent to which agencies complied with the employment terms and conditions outlined in their certified agreements that contributed to paying for their agreement or measuring and/or assessing improvements in productivity; and
- examine the role of central coordinating agencies in reviewing agencies' certified agreements.
The objective of this audit was to follow up DVA's implementation of the recommendations in Audit Report No. 44, 2000-01, Information Technology in the Department of Veterans' Affairs. The ANAO made two recommendations in the report (the second having five parts). The recommendations addressed the monitoring of IT changes; IT performance information; information systems model documentation; and the facilitation of the interpretation of performance information.
The objective of this audit was to form an opinion on the effectiveness of Internet security measures within the Commonwealth public sector. The second objective was to provide better practice guidance for managing an Internet connection. The audit covered a range of Commonwealth agencies which had established an Internet facility. It specifically addressed the following matters : Internet security policies; site management - including change control processes, virus prevention and detection strategies, and incident response plans; controls over access to the Internet site and to data sources connected to the site; and user education and training.

Consistent with the ANAO's practices, and in response to a request from AusAID, a follow-up audit was conducted in the period May to November 1998 to assess the extent of implementation of the recommendations of a 1996 audit into the Management of Funding to Non-Government Organisations (NGOs)and whether the implementation of recommendations has effectively improved the management of funding to NGOs. The ANAO examined AusAID's key funding accountability documentation, tested the revised accountability arrangements and consulted a number of key stakeholders, including NGO representatives.
The objective of this follow-up audit was to examine the ATO's implementation of the 20 recommendations in: The Administration of Petroleum Excise Collections (Audit Report No.17, 2001(02); and The Administration of Tobacco Excise (Audit Report No. 55, 2001(02), having regard to any changed circumstances, or new administrative issues, affecting implementation of those recommendations. The audit also aimed to identify scope for improvement in the ATO's administration of petroleum and tobacco excise. Follow-up audits are recognised as an important element of the accountability processes of Commonwealth administration. The Parliament looks to the Auditor-General to report, from time to time, on the extent to which Commonwealth agencies have implemented recommendations of previous audit reports. Follow-up audits keep the Parliament informed of progressive improvements and current challenges in areas of Commonwealth administration that have previously been subject to scrutiny through performance audits.
This was a follow-up of Audit Report No. 40 of 1997-98, Purchase of Hospital Services from State Governments. That audit examined the administration by the Department of Veterans' Affairs of the Purchase of Hospital Services from State Governments. The objective of this audit was to assess the extent to which the Department had implemented the nine recommendations of Report No. 40, taking account of any changed circumstances or administrative issues that the Department identified as affecting their implementation; and to offer continued assurance to the Parliament on the management of the purchase of hospital services.

The audit reviewed the Australian Maritime Safety Authority's management of the navigation aids network, which is an important factor in shipping safety. The objectives of the audit were to determine whether AMSA's management of the network provides for the strategic needs of marine navigation in Australian waters, and whether AMSA's management was efficient and effective. The audit focused on AMSA's strategic planning, the management of revenue and expenditure to support the network, its contract management practices, and its accountability and performance reporting arrangements.
This edition of Audit Insights is targeted at Australian Government officials who have responsibility for the implementation of cyber security controls or strategy for government systems. The aim is to communicate lessons from our audit work to make it easier for people working within the Australian public sector to apply those lessons.
