This is the first of two audit reports concerning the Tax Office's administration of SMSFs pursuant to the provisions of the Superannuation Industry (Supervision) Act 1993.
This audit report examines the efficiency and effectiveness of the Tax Office's approach to regulating and registering self managed superannuation funds. Specifically the ANAO examined the:

  • Environment in which SMSFs operate, including the Tax Office's regulatory roles and responsibilities;
  • Tax Office's governance of its SMSF regulatory role; and
  • Systems, processes and controls the Tax Office uses to register SMSFs, and enforce the lodgement of fund income tax and regulatory returns.

The audit objectives were to report on the efficiency and effectiveness of selected agencies' management of telecommunications services. The specific purpose was to:

  • identify the potential for more effective management of telecommunications services;
  • consider the appropriateness of Commonwealth agencies' management of telecommunications services to take advantage of technological opportunities; and
  • identify the elements of sound administration in the management of telecommunications services.

The audit criteria addressed agencies' performance against benchmarks of sound administrative practice in relation to procurement; planning; business process re-engineering; financial management; and performance management. The audit focussed primarily on telecommunications services, as distinct from capital items and equipment.

The objective of the audit was to assess the effectiveness of the Tribunals' management of their operations. To this end, the audit examined whether the MRT and the RRT:

  • have achieved intended operational efficiencies from the introduction of common facilities, services and resourcing;
  • have established appropriate arrangements for governance, business planning and guidance of Members and staff, and for performance monitoring and reporting of Tribunal operations;
  • finalise cases within Tribunal time and productivity standards; and
  • provide applicants with services in accordance with service standards.

The audit covered Tribunal operations for review of visa decisions. The correctness of individual decisions was not assessed as part of the audit.

The audit focused particularly on developments in the Tribunals' management performance in the four year period from 2001–02 to 2004–05.

The objective of the follow-up audit was to report on the action taken by the Australian Customs Service to address the recommendations of the 1996 Audit Report. The audit also reviewed key areas of the Passenger Movement Charge administration identified in the 1996 audit, including the appropriateness of formal arrangements between the ACS and Regular Public Transport airlines and assessed the proposed arrangements being developed by the ACS. The arrangements with RPT airlines were a particular focus in the follow-up report (as they were in the 1996 Audit Report), because of the significance of that category of carrier in revenue terms

  • the operation of the WfD programme was guided by sound business planning including risk assessment;
  • DEWR effectively and efficiently managed, monitored and reported the performance of CWCs in meeting contractual obligations;
  • adequate support was provided to DEWR contract managers and account managers to assist in the delivery of WfD outcomes;

The follow-up audit assessed the extent to which the Australian Taxation Office (ATO), Department of Health and Ageing (Health), and Medicare Australia had implemented the six recommendations from Audit Report No.47 2001–02, Administration of the 30 Per Cent Private Health Insurance Rebate. The audit also looked at: the implementation of some of the major suggestions for improvement in the original audit; and the current validity of some of the positive major findings from that audit. The audit found that the ATO, Health and Medicare Australia have acted upon the recommendations contained in Audit Report No.47 2001–02 and, overall, the administration of the Rebate is currently being undertaken effectively.

The objective of the audit was to assess the effectiveness of the management of the MSS for the delivery of Centrelink services. The management of the MSS was assessed against the following criteria:

  • there are effective planning arrangements to identify and address the evolving needs of DCALB customers;
  • service delivery arrangements meet the current needs of DCALB customers; and
  • there are effective performance monitoring and reporting arrangements which are used to improve service delivery.

Around 20 per cent of the people receiving Centrelink services are identified as being from a diverse cultural and linguistic background (DCALB). DHS’ Multicultural Servicing Strategy (MSS) sets out the approach for delivering Centrelink services to DCALB customers. The MSS has four main components — Language Services, the Multicultural Services Officer program, Stakeholder Engagement Strategies and Employee Support Tools and Strategies.

A total of $3.40 billion was reported as held in Special Accounts as of 30 June 2003, with $10.33 billion reported as credited to Special Accounts in 2002-03 and $10.06 billion in reported payments (debits) from these Accounts. This statement required ISR to separate administration of policy from the delivery of products and to improve its service to customers through a ‘one stop shop' approach and by streamlining its processes. The objective of the audit was to assess the adequacy of Defence's capital equipment project definition, approval, acquisition and logistics support management. The SPOs subject to audit are:Aerospace Systems Division's Tactical Fighter Systems Program Office (TFSPO), which is responsible for acquisition and logistics support management of the Air Force's F/A-18 and Hawk 127 fleets and associated equipment. TFSPO is located at Williamtown, NSW; Land Systems Division's Track Manoeuvre Systems Program Office (TMSPO), which is responsible for the acquisition and logistics support management of Army's Leopard Tanks and M113 Armed Personnel Carrier fleets. TMSPO is located in Melbourne;Electronic and Weapon Systems Division's Over-the-Horizon Radar Systems Program Office (OTHRSPO), which is responsible for acquisition and logistics support management of the Jindalee Operational Radar Network (JORN) and Jindalee OTHR systems. OTHRSPO is located within the Defence Science and Technology Organisation (DSTO) precinct at Edinburgh, South Australia; and Maritime Systems Division's Fast Frigate Guided System Program Office (FFGSPO), which is responsible for the support and upgrade of the Navy's FFG fleet. FFGSPO is located at Garden Island, Sydney.In view of the significant role that DMO's SPOs play in managing major capital equipment acquisition projects, the audit includes a case study of the $1.448 billion Fast Frigate Guided (FFG) Upgrade Project. A high level of audit assurance is not able to be provided on the FFG Upgrade Project given deficiencies in the FFGSPO information management systems and deficiencies in the level of design and development disclosure provided to SPO personnel by the FFG Upgrade Prime Contractor. The ANAO was unable to access appropriate audit evidence on the financial expenditure associated with the FFG Upgrade Project, and the Project's approved Equipment Acquisition Strategy.

Since 2000, there has been a requirement under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) for Commonwealth agencies to report annually on their environmental performance as well as their contribution to Ecologically Sustainable Development (ESD). This cross-portfolio audit reviewed the management of Internet security across ten Commonwealth agencies, with the objective of forming an opinion on the adequacy of Internet security management within the selected agencies. The audit pursued two strands - a review of the management systems employed within agencies including the adequacy of risk assessments, security policies and plans, day to day management and business continuity planning in connection with the agencies' Internet presence, and physical testing of the security arrangements of selected Internet sites. Staff from the Defence Signals Directorate were appointed under the Auditor-General Act 1997 to perform the site testing.

HMAS Cerberus is a Navy base situated south-east of Melbourne, Victoria. As a major Navy training establishment, it conducts initial recruit training, and specialist category training in areas such as communications and engineering. The Australian Defence Force (ADF) Schools of Catering and Physical Training are situated there, as is a major health centre for operational and training needs. The health centre and other facilities at HMAS Cerberus were re-developed several years ago. In August 2001, the then Minister for Defence announced that, in response to continuing concern over facilities management at HMAS Cerberus, he had asked the Australian National Audit Office (ANAO) to conduct an independent investigation. The ANAO agreed to review these matters. The objective of the audit was to examine facilities management issues at HMAS Cerberus with a view to clarifying those of concern and ensuring that lessons would be learned from them to assist Defence facilities management generally.

This audit focuses on the Australian Defence Force's (ADF) Air Combat fleet's logistics support, regular maintenance and structural refurbishment. These activities are collectively referred to as fleet in-service support. The current Defence White Paper states that Air Combat is the most important single capability for the defence of Australia.

The audit objective was to assess the effectiveness of the Air Combat fleet's in-service support arrangements to provide capability for air combat operations. Capital equipment acquisition projects covered by this report are limited to the Hornet and F-111 structural refurbishment projects, which aim to ensure these aircraft remain serviceable until their withdrawal from service.

The objective of the audit was to report to Parliament on the progress Defence has made since June 2001 in implementing appropriate strategies for recruiting, developing and retaining skilled IT personnel. The audit focused on management of specialist information system skills and did not examine skills needed by users of information systems, although the latter is of obvious importance for overall performance. In June 2001, the Joint Committee of Public Accounts and Audit (JCPAA), after reviewing the ANAO's Audit Report No. 11 Knowledge System Equipment Acquisition Projects in Defence, commented that its major concern about Defence's ability to develop a knowledge edge with adequate coherence, centred on Defence's ability to recruit, develop and retain skilled individuals needed in all parts of the DIE. The JCPAA recommended that the ANAO conduct an audit of Defence's strategies for recruiting, developing and retaining skilled IT personnel.
