The report summarises the final results of the audits of the financial statements of Australian Government entities, being the second report this year on financial statements for the period ended 30 June 2003. It complements Audit Report No.61 2002-2003 Control Structures as part of the Audit of Financial Statements of Major Commonwealth Entities for the Year Ending 30 June 2003.
This report provides a summary of the final audit results of the audits of the financial statements of all Australian government reporting entities, including the Consolidated Financial Statements for the Australian Government.
The ANAO concluded that DHAC's administration of the National Cervical Screening Program is generally sound. The ANAO found that the department has a key role in the Program by providing secretariat services and other support to the NAC, which provides policy advice to AHMAC, and by supporting initiatives to further develop the Program. Some areas of DHAC's administration of the Program provide examples of good practice. Related examples are the early identification of the need to monitor the Program, the early identification of possible data sources for monitoring, and the use of an independent body to provide advice, through the Australian Institute of Health and Welfare, on performance indicators and data sources. A further example is DHAC's administration of the provision of cervical screening funding assistance to the States and Territories through Public Health Outcome Funding Agreements, which complies with the principles for sound Specific Purpose Payments program administration advocated by the Joint Committee of Public Accounts and Audit in their Report 362. On the other hand, the ANAO has identified areas for improvement in quality assurance for the analysis of Pap smears by pathology laboratories.
The objectives of the audit were to: assess whether financial delegations associated with the expenditure of public monies were determined, applied and managed in accordance with applicable legislation, Government policy and applicable internal controls; and identify better practices and recommend improvements as necessary to current practices.
Major capital equipment contributes importantly to the capabilities of the Australian Defence Force (ADF) to achieve the Defence mission, that is, the defence of Australia and its national interests. The Defence Materiel Organisation (DMO) is the relatively new Defence organisation responsible for the acquisition and through-life support of Defence equipment and systems. DMO's stated purpose is to equip and sustain the ADF. In 2001-02, it will spend $2.9 billion on progressing some 270 major capital equipment acquisition projects. This preliminary study for the audit focused on DMO reporting on the status of major equipment acquisition projects.

While recognising the diversity of administrative requirements for different special payments, the audit provides a basis for comparison of performance across 14 different agencies in 1997-98 and progress made since the then Joint Committee of Public Accounts report 342 The administration of specific purpose payments. This audit followed up the ANAO's 2000 performance audit report on retention of military personnel (Audit Report No.35 1999-2000 Retention of Military Personnel), which focused on examining whether ADF personnel management practices to retain personnel were commensurate with the cost of recruiting and training new personnel, or whether more cost- effective steps could be taken to reduce the separation rates of desirable personnel. The objective of the follow-up audit was to assess Defence's implementation of recommendations made in the original audit report and their effectiveness in helping Defence control the flow of trained personnel from the Services.

The Senate Order for Departmental and Agency Contracts (the Senate Order/the Order) was introduced in June 2001. The Order is one of several measures that the Senate introduced in recent years, to improve public knowledge of information on procurement and the expenditure of public funds. The main principle that underpins the Senate Order is that the Parliament's and public's access to this information should not be restricted by the inclusion of confidential information in contracts unless there is a sound basis for doing so. Public knowledge of information on contracted goods and services delivered to the government, can lead to better results for the Australian Government and the public. The Senate Order requirements have been amended over time to improve agency reporting, for example, on grants.
The audit will examine the effectiveness of the Workplace Gender Equality Agency’s (WGEA’s) management of compliance with the Workplace Gender Equality Act 2012 (the Act).
The Act requires non-public sector employers with 100 or more employees to submit an annual report containing data on workplace gender equality to the WGEA. Employers with 500 or more employees must also comply with minimum standards for gender equality. Employers that fail to comply with the Act may be publicly named by the WGEA and may be excluded from tendering for Australian Government contracts, receiving Australian Government grants, or tendering for contracts with some state governments. On 30 March 2023, the Workplace Gender Equality Amendment (Closing the Gender Pay Gap) Bill 2023 was passed, which requires the WGEA to publish employer gender pay gaps for private sector and Commonwealth public sector employers, and from 2024, employees will have access to information about their employer’s performance on pay parity.
The audit may examine the WGEA’s use and assurance of data, identification and monitoring of non-compliant employers, and certification of compliance. The audit may also examine whether non-compliant employers have been awarded Australian Government contracts and grants.

The audit will assess the effectiveness of selected entities in meeting one or more Australian Government requirements related to climate change and may assess the effectiveness of policy owners with respect to supporting entities to meet requirements.
The Australian Government has developed policies and requirements aimed at supporting the public service to respond to climate change. These include: APS Net Zero Emissions by 2030; the Climate Risk and Opportunity Management Program; and the Commonwealth Climate Disclosure policy.
- APS Net Zero Emissions by 2030 aims to support the achievement of net zero in government operations by 2030. It includes the requirement for non-corporate Commonwealth entities to develop Emissions Reductions Plans.
- The Climate Risk and Opportunity Management Program aims to support entities to consider climate risk and opportunities as part of decision-making processes and enterprise risk management.
- The Commonwealth Climate Disclosure policy is the Government’s policy for Commonwealth entities and Commonwealth companies to publicly report on their exposure to climate risks and opportunities, as well as their actions to manage them, delivering transparent and consistent climate disclosures to the Australian public.

Pursuant to a request from the Senate Finance and Public Administration References Committee and the Auditor - General's response to the Committee, the objective of this performance audit was to examine and report on the selection of the preferred tenderer in the Health Group IT outsourcing process. In particular, the audit examined the circumstances surrounding OASITO's administration of the: - disclosure to a tenderer of information provided by other tenderers; - subsequent acceptance of a late re-pricing offer from a tenderer: and - advice to the decision- maker leading to the selection of the preferred tenderer. The audit focused particularly on assessing the administrative processes undertaken in the selection of the preferred tenderer for the Health Group. Audit emphasis was placed on the management of the probity aspects of the tender process, particularly in regard to events that occurred between June 1999, when the tenderers provided their penultimate pricing, and the selection of the preferred tenderer in September 1999.
The audit objective was to assess how effectively the selected public sector entities manage risk.

The audit followed-up the ANAO's original audit report into the aviation safety regulatory activities of the Civil Aviation Safety Authority (CASA) (Audit Report No.19 1999-2000 Aviation Safety Compliance). The objective of the follow-up audit were to determine, in respect of issues addressed by the original audit recommendations, whether CASA has made satisfactory progress to improve its aviation safety surveillance and compliance activities; and whether the introduction of new strategies for further improvement is being appropriately managed.
This follow-up Audit reviewed the Department of Health and Ageing's implementation of the recommendations of Audit Report No. 36, 1999-2000, Home and Community Care. The objective of the follow-up audit was to assess the extent to which the Department had implemented the nine recommendations of Audit Report No. 36, 1999-2000. The audit examined areas relating to funding, guidance, fees, coordination with other aged and disability care programs, acquittals, accountability and data requirements, and records management.
The audit is a follow-up to Audit Report 12, 1995-96 Risk Management by Commonwealth Consumer Product Safety Regulators. The objectives of this follow-up audit were to determine the extent to which ANZFA had implemented the agreed recommendations contained in the 1995 Audit Report, and to determine the effectiveness of the implemented recommendations in improving food safety regulation.
This audit followed up the ANAO's 1997 performance audit report on ADF health services (Audit Report No.34 1996-97 Australian Defence Force Health Services), which focused on the delivery of non-operational health services to entitled members. The objective of the follow-up audit was to assess Defence's implementation of recommendations made in the original audit report and their effectiveness in improving ADF health services.
This report presents the results of the interim phase of the 2004-2005 financial statement audits. The audits have encompassed a review of governance arrangements related to entities' financial management responsibilities, and an examination of internal control, including information technology system controls for all portfolio departments and other major General Government Sector entities as at 31 March 2005. An examination of such issues is designed to assess the reliance that can be placed on internal controls to produce complete and accurate information for financial reporting purposes. All ANAO findings have been reported to entities and summary reports provided to the relevant Minister(s).

In 1999-2000, the ANAO conducted an audit in Centrelink to determine whether its planning, monitoring and costing arrangements provided a sound basis to underpin its delivery of quality, cost effective customer services. The report of that audit, Audit Report No. 43 1999-2000 Planning and Monitoring for Cost Effective Service Delivery, Staffing and Funding Arrangements, was tabled in Parliament in May 2000. The objective of this follow-up audit was to assess whether Centrelink had implemented a comprehensive costing system as a basis for planning productivity improvements and accounting for its expenditure of purchaser funds. The ANAO examined Centrelink's current costing system to determine if it reflected the design and implementation characteristics that were outlined in Audit Report No. 43.
