The audit reviewed management of the Commonwealth's role in preparing for, and managing, pest and disease emergencies requiring a rapid response. The audit focused on the role of the Department of Agriculture, Fisheries and Forestry -Australia (AFFA), which is the Commonwealth Department with primary portfolio responsibility for coordinating the national and international response to an emergency. The audit did not address preventative measures such as quarantine and border controls; controlled release of exotic diseases or pests; or emergencies associated with previously known endemic diseases, food safety or chemical residue issues.
The objectives of the audit was to examine the effectiveness and efficiency of DIMIA's decision-making processes and management systems for delivering the parent and partner aspects of the family stream of the Migration Program.
The family stream of Australia's Migration Program enables the reunion of immediate family members of Australian citizens, permanent residents or eligible New Zealand citizens. It consists of four main categories;
- Partner;
- Child;
- Parent; and
- Other family.
All persons, other than Australian nationals, are required to hold a visa to enter and stay in Australia. This audit's focus is on the entry component of the visa process and specifically the Electronic Travel Authority (ETA). The ETA is an electronically-stored authority for travel, which facilitates the entry of tourists and short-term business travellers from countries where the risk of non-compliance with visa conditions is low, that is, in countries classified as ‘low risk'. The objective of the performance audit was to assess the administrative effectiveness of the ETA.
The objective of the audit was to assess DoHA's effectiveness:
- in undertaking PIP program planning, program monitoring and review; and
- with Medicare Australia, in ensuring PIP program delivery to general practices and their medical practitioners.
In undertaking the audit, the ANAO considered the 12 incentives that comprised the PIP up to August 2009. The three most recently introduced incentives at the time of audit fieldwork, namely, Domestic Violence, GP Aged Care Access and eHealth incentives, were examined in greater detail and formed case studies to support audit analysis. The ANAO also sought views on the program administration from industry, including from general practices directly through an online survey.
With regard to accreditation of general practice, the audit scope did not include an assessment of the Standards nor the work of the bodies that undertake accreditation of general practices. The ANAO's focus on general practice accreditation related to DoHA's management of program entry criteria.

The ANAO is responsible for the audits of the financial statements of all Australian Government entities. This report provides a summary of the final audit results of these entities, including the Consolidated Financial Statements for the Australian Government.
The paragraphs numbered 5.213 to 5.216 in relation to Defence Housing Australia were tabled as an addendum to the Report.
A correction to the third bullet point of paragraph 5.120 was tabled as a corrigendum to the Report.
The objectives of the audit were to:
- determine the extent to which government entities complied with the requirement to publish and maintain documents online that were presented to the Parliament;
- evaluate selected government entities' policies and practices regarding online publishing; and
- assess AGIMO's policy and guidance in support of online publishing.
To address this objective the audit was conducted in three parts. Firstly, we reviewed a sample of papers tabled between 2000 and 2008 in order to assess their availability online. Next, we examined the online publishing practices of five government entities. These were the: Australian Federal Police (AFP); Department of the House of Representatives (DHR); Department of Infrastructure, Transport, Regional Development and Local Government (Infrastructure); Department of the Treasury (Treasury); and National Archives of Australia (NAA). Finally, we reviewed AGIMO's role in supporting government entities in their online publishing practices.
Major capital equipment contributes importantly to the capabilities of the Australian Defence Force (ADF) to achieve the Defence mission, that is, the defence of Australia and its national interests. The Defence Materiel Organisation (DMO) is the relatively new Defence organisation responsible for the acquisition and through-life support of Defence equipment and systems. DMO's stated purpose is to equip and sustain the ADF. In 2001-02, it will spend $2.9 billion on progressing some 270 major capital equipment acquisition projects. This preliminary study for the audit focused on DMO reporting on the status of major equipment acquisition projects.
The audit reviewed the operations of the Civil Aviation Authority (CASA), which has prime responsibility for regulating aviation safety in Australia. The audit objectives were to assess the efficiency and effectiveness of the management systems and procedures used by CASA to ensure compliance with regulatory controls by Air Operator's Certificate holders operating passenger-carrying aircraft within High Capacity Regular Public Transport; Low Capacity Regular Public Transport and charter industry sectors; and Certificate of Approval holders. Aviation safety compliance includes entry control, surveillance and enforcement.
The management of Australia's overseas posts has not previously been scrutinised by the ANAO from a performance perspective. This audit is the first in a series planned to examine different aspects of the administration of Australian representation abroad, focusing particularly on DFAT and Austrade, as the agencies responsible for managing almost all overseas posts.
The diversity and complexity of issues at overseas missions of different sizes mean that posts generally cannot be treated as if they were all the same. This audit concentrated on small and medium-sized posts. The findings and conclusions should, therefore, not be regarded as automatically applicable to large posts.
The audit reviewed Commonwealth National Parks involving total assets of $105 million with net operating costs of $41.77 million. Nineteen Commonwealth reserves are declared comprising six terrestrial national parks, one botanic garden and twelve marine parks and reserves totalling some 23 million hectares across Australia, its external territories and Commonwealth marine areas. The objective of the audit was to examine and report on the adequacy of the planning, management and reporting systems which support the Director of National Parks in the achievement of required functions under relevant legislation and agreed outputs and outcomes.
The Australian Public Service Commission's Delivering for Tomorrow: APS Workforce Strategy 2025 states that the Australian Public Service (APS) will continue to deploy a flexible approach to resourcing that strikes a balance between a core workforce of permanent public servants and the selective use of external expertise. This will mean a continuing mixed workforce approach, where APS employees and non-APS workers are used to deliver outcomes within agencies. In this context, the strategy highlights the value of ensuring that agencies take a structured approach to the use of non-APS employees.
In a series of three performance audits, the ANAO has examined the arrangements established by Services Australia, the Department of Veterans' Affairs and the Department of Defence for the use, engagement and management of contractors against the same audit objective and criteria.

The overall objective of the audit was to assess AusAID's management of commercial contracts to deliver Australia's overseas aid program. To this end, the audit examined whether:
- there are sound supporting structures for contract management;
- AusAid effectively manages risks;
- contracts clearly define deliverables;
- services are delivered and payments are made in accordance with the contract;
- there are appropriate arrangements to manage contractor performance;
- strategies appropriately assess and allocate risk between AusAid and contractors; and
- contracts deliver the desired aid outcomes.
The IIF program is designed to redress the low level of provision in Australia of high risk venture capital for small new technology - based companies commercialising research and development. The objective of the audit was to determine whether the IIF program was being effectively managed by the Industry Research and Development (IR&D) Board and the Department of Industry, Tourism and Resources to achieve the program objectives. The audit focused on corporate governance arrangements for program administration, the selection process to award licences, the safeguards to protect the Commonwealth's financial interests, management of licence agreements, and program performance management. The audit also examined program results to date from available data.
The audit objective was to assess the appropriateness of the use and reporting of confidentiality provisions in Australian Government contracts. This included assessing compliance with the Order and following up on the implementation of recommendations made in previous Senate Order audits.
The audit involved three components:
- an examination of a stratified random sample of 150 contracts listed as containing confidentiality provisions from material and small agencies across the Australian Government to determine whether confidentiality provisions were used and reported appropriately;
- an examination of all FMA Act agencies' calendar year 2009 contract listings, and ministers' letters of advice, to assess compliance with the requirements of the Order, and check reported instances of excluded contracts; and
- a follow-up of the implementation of previous audit recommendations relating to the administration of the Senate Order in four agencies. The selected agencies were the: Australian Agency for International Development (AusAID); Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA); Department of Agriculture, Fisheries and Forestry (DAFF); and the Federal Court of Australia (Federal Court). The selected agencies were audited in one of the ANAO's previous five audits of Senate Order compliance.
Networking the Nation was established with effect from 1 July 1997 to support activities and projects designed to meet a range of telecommunications needs in regional, rural and remote Australia. Funding is provided by the Regional Telecommunications Infrastructure Fund. The program provides total support of $250 million, of which $50 million was to be allocated annually for the five year period from 1997-98. Funding decisions for grants are the responsibility of an independent Board appointed by the Minister for Communications, Information Technology and the Arts. The objectives of the audit were to examine the administration of the program with a view to ascertaining the scope for improving administration and to provide assurance on the equity, efficiency and effectiveness of the management and administrative processes applied in the administration of grants under the program.
This audit would assess the design and governance underpinning the National Indigenous Australians Agency’s and the Attorney-General’s Department’s joint establishment of an independent National Justice Reinvestment Unit and the effectiveness of the early delivery of up to 30 community-led justice reinvestment initiatives.
Targets 10 and 11 of the National Agreement on Closing the Gap relate to reducing adult and youth incarceration rates for First Nations peoples. The Attorney-General’s Department describes justice reinvestment as ‘a long-term, community-led approach that aims to prevent crime, address the drivers of contact with the justice system, and improve justice outcomes for First Nations people in a particular place or community’. Around $100m was announced for investments in community-led justice reinvestment initiatives and First Nations-led legal assistance services in the 2022–23 Federal Budget. This included $81.5 million over four years for justice reinvestment initiatives to be delivered in partnership with First Nations communities, plus $20 million per year from 2026–27. In the 2023–24 Federal Budget, the Australian Government committed an additional $10 million over four years to support place-based justice reinvestment partnerships located in the Central Australia region of the Northern Territory, under the $250 million plan for A Better, Safer Future for Central Australia.

This audit would assess the effectiveness of the Department of Education’s administration of the National Collaborative Research Infrastructure Strategy (NCRIS). NCRIS provides funding for national research infrastructure including physical assets (such as the National Computational Infrastructure that supports Australia’s weather and climate modelling capability) and intangible assets (such as the Australian Research Data Commons, a portal that supports researchers to access and reuse existing data). It would examine areas relating to the department’s allocation of funding and ongoing engagement with NCRIS projects.
The Australian Government has committed to provide $4 billion NCRIS funding between 2018 and 2029. The program will receive an estimated $503 million in 2024–25. Funding is allocated on the basis of roadmaps, which provide a pathway to addressing Australia’s future research infrastructure needs. As at April 2024 NCRIS supports 26 funded projects and an international membership. The projects are led by organisations including universities, publicly funded research organisations and private companies. They form a network involving over 400 delivery partnerships, and employ over 1900 technical experts, researchers and facility managers. Users relying on NCRIS range from early career researchers and small businesses, who would otherwise struggle to access world class national research infrastructure, to global research leaders tapping into the unique facilities that NCRIS provides.

The objective of the audit was to assess the application of the outcomes and outputs framework in Australian Government agencies. The audit included a review of:
- the outcomes and outputs of agencies and the integration of the outcomes and outputs framework into agencies' operations;
- the extent to which agencies' performance indicators incorporated better practice characteristics to enable agencies to meet their performance reporting obligations;
- agencies' processes for capturing, monitoring and reporting financial and performance information and the extent to which outcomes and outputs information was used in agency decision-making; and
- the extent that agencies met their external reporting and accountability obligations.
The audit consisted of a survey of 44 agencies subject to the Financial Management and Accountability Act 1997 (FMA Act) undertaken in October 2005 and detailed audit testing in three of those agencies. The purpose of the survey was to provide cross-agency data in relation to agencies' implementation of the framework during the period 2002–03 to 2005–06. The ANAO received responses from all 44 agencies, although not all agencies responded to all questions. The ANAO did not audit the information provided by survey participants and the reported results are based on agencies' responses to the survey.
The agencies at which detailed audit testing was undertaken were:
- Department of Education Science and Training;
- the then Department of the Environment and Heritage; and
- IP Australia.
This audit would examine the implementation of the National Environmental-Economic Accounting Strategy and Action Plan.
The Australian Government and all state and territory governments agreed on a national strategy and action plan to implement Environmental-Economic Accounting across Australia. This is intended to support nationally consistent application of the United Nations System of Environmental-Economic Accounting. As part of the Department of Climate Change, Energy, the Environment and Water’s (DCCEEW) 2023–24 Corporate Plan, DCCEEW has set targets for the next four financial years to finalise, release, and continue to release annual national environmental-economic accounts and environmental indicators.

Grant Hehir, Auditor-General for Australia, delivered a presentation titled A reflection of how far performance auditing has come from its roots in the 1970s to where we are today and where we are heading, at the IMPACT Conference in Brisbane on 15 March 2016.
IMPACT brings together Auditors-General, leaders, practitioners, industry experts and academics from across the globe to discuss the future of performance auditing in the public sector, share experiences and question current practices.
The Commonwealth has significant foreign exchange risk exposures including $A8.4 billion of foreign currency transactions with the Reserve Bank of Australia in 1998-99. Under the Financial Management and Accountability Act and its associated Regulations, all agencies are required to assess and, where possible, manage, foreign exchange risk. The audit reviewed four agencies that have substantial foreign currency payment exposures namely:
- the Department of Defence;
- the Australian Agency for International Development;
- the Department of Foreign Affairs and Trade; and
- the Department of Finance and Administration.
The objective of the audit was to identify and assess the efficiency and cost effectiveness of the management of foreign exchange risk across the selected agencies, also to identify opportunities to improve the management of foreign exchange risk, including any associated potential financial savings that could accrue to the Commonwealth.
Quarantine policies and operations are the responsibility of the Department of Agriculture, Fisheries and Forestry - Australia (AFFA). The objective of this audit was to assess AFFA's management of plant and animal quarantine services, and the implementation and impact of the Government Response (1997) to the Quarantine Review Committee Report. The audit in particular assessed the setting of quarantine priorities through assessing and managing risk; management of the continuum of quarantine operations; and management of Import Risk Analyses to deliver and review quarantine policies. Stakeholder consultation and advisory processes were also assessed in addressing these issues. A key issue examined was the effectiveness of AFFA quarantine operations in international mail and airports preventing the entry of quarantinable material. The ANAO made eight recommendations aimed at improving operational risk based resource allocation; pre-border management of quarantine risk; the effectiveness of quarantine operations at the Australian border; and priority setting and transparency of the IRA process. AFFA agreed to all eight ANAO recommendations.

This series of audits would assess the effectiveness of the Department of Defence’s (Defence’s) implementation of the Defence Strategic Review (the Review).
In April 2023, the Australian Government released the public version of the Review, which set a new reform agenda affecting Australia’s strategic posture, Defence capability and resource requirements, and force design for the Australian Defence Force. The Review identified rapid implementation as a key challenge for Defence and proposed a range of new or revised institutional arrangements to lead key initiatives, including a nuclear submarine agency and a nuclear regulator to support the AUKUS submarine initiative, a guided weapons and explosive ordnance ‘enterprise’ and the appointment of senior responsible officers for selected Review initiatives and focus areas. The Review also proposed a range of investments in Defence capability and infrastructure, and reprioritisation of the Integrated Investment Program. Audits in this series would focus on the effectiveness of Defence’s implementation of, and governance arrangements for, Government approved programs of work in response to the Review.

The audit focuses on DMO's equipment acquisition and support, at the system program management level. The objective of the audit was to assess the adequacy of Defence's capital equipment project definition, approval, acquisition and logistics support management. The SPOs subject to audit are:Aerospace Systems Division's Tactical Fighter Systems Program Office (TFSPO), which is responsible for acquisition and logistics support management of the Air Force's F/A-18 and Hawk 127 fleets and associated equipment. TFSPO is located at Williamtown, NSW; Land Systems Division's Track Manoeuvre Systems Program Office (TMSPO), which is responsible for the acquisition and logistics support management of Army's Leopard Tanks and M113 Armed Personnel Carrier fleets. TMSPO is located in Melbourne;Electronic and Weapon Systems Division's Over-the-Horizon Radar Systems Program Office (OTHRSPO), which is responsible for acquisition and logistics support management of the Jindalee Operational Radar Network (JORN) and Jindalee OTHR systems. OTHRSPO is located within the Defence Science and Technology Organisation (DSTO) precinct at Edinburgh, South Australia; and Maritime Systems Division's Fast Frigate Guided System Program Office (FFGSPO), which is responsible for the support and upgrade of the Navy's FFG fleet. FFGSPO is located at Garden Island, Sydney.In view of the significant role that DMO's SPOs play in managing major capital equipment acquisition projects, the audit includes a case study of the $1.448 billion Fast Frigate Guided (FFG) Upgrade Project. A high level of audit assurance is not able to be provided on the FFG Upgrade Project given deficiencies in the FFGSPO information management systems and deficiencies in the level of design and development disclosure provided to SPO personnel by the FFG Upgrade Prime Contractor. The ANAO was unable to access appropriate audit evidence on the financial expenditure associated with the FFG Upgrade Project, and the Project's approved Equipment Acquisition Strategy.
This audit would assess the effectiveness of the Department of Finance’s administration of the governance and accountability framework for Government Business Enterprises (GBE), including its support and advice to the Minister for Finance, who is a GBE shareholder minister. The audit may also review entities’ implementation of framework requirements and expectations set out in the GBE guidelines.
A GBE is a Commonwealth entity or Commonwealth company that is prescribed pursuant to the Public Governance, Performance and Accountability Act 2013 and related Public Governance, Performance and Accountability Rule 2014. Nine GBEs have been prescribed. Two GBEs are corporate Commonwealth entities: Australian Postal Corporation; and Defence Housing Australia. Seven GBEs are Commonwealth companies: ASC Pty Limited; Australian Naval Infrastructure Pty Ltd; Australian Rail Track Corporation Limited; National Intermodal Corporation Limited; NBN Co Limited; Snowy Hydro Limited; and WSA Co Limited. The Department of Finance provides advice to the Australian Government relating to its GBEs and other commercial entities.

This audit would assess to what extent the Australian Rail Track Corporation (ARTC) has effectively managed its procurement contracts for Inland Rail.
Inland Rail is a key government infrastructure project. It involves building and operating a freight train line from Brisbane to Melbourne. Construction started in 2017 and is expected to finish in 2026.
In August 2021, the Senate Rural and Regional Affairs and Transport References Committee published a report which highlighted concerns with Inland Rail’s 2015 business case (Rural and Regional Affairs and Transport References Committee, Commonwealth of Australia, Inland Rail: derailed from the start (2021)). In October 2022, the Australian Government announced an independent review into Inland Rail. This was completed in April 2023 and made 19 recommendations focused around strengthening governance, reviewing risk approaches, assessing the scope and cost of Inland Rail including a revised delivery approach, consideration of further intermodal terminals, and maximising regional opportunities. The government agreed to all 19 recommendations.

This audit would examine the stand up and early implementation of the Urgent Care Clinics (UCCs), including the selection of locations and providers for UCCs, and the establishment of performance measures and monitoring arrangements to enable the Department of Health and Aged Care to ensure UCCs are achieving their intended outcomes.
In the 2023–24 Federal Budget, the Australian Government announced $358.5 million over five years from 2022–23 to establish 58 UCCs. The UCCs aimed to reduce pressure on hospital emergency departments and make it easier for Australian families to see a doctor or a nurse when they require urgent but not life-threatening care. All UCCs were to be open during extended business hours, with no appointments required, and no out-of-pocket costs for patients. In the 2024–25 Federal Budget, the government announced $227.0 million over three years from 2023–24 to boost the capacity of UCCs (including a further 29 to be established for a total of 87) and provide additional support to clinics in regional and rural Australia.

This audit would examine the Department of Social Services’ (the department’s) design and implementation of performance measures and evaluation planning for the National Plan to End Violence against Women and Children 2022–2032 (National Plan).
The National Plan was launched in October 2022 and sets the national policy agenda for addressing violence against women and children in Australia for the next 10 years. The Australian Government has committed $2.23 billion over six years (2022–23 to 2027–28) to deliver the outcomes of the National Plan and related women’s safety initiatives. Two actions plans, outlining actions for Commonwealth, state and territory governments, have been developed to support the implementation of the National Plan: the First Action Plan 2023–2027; and the Aboriginal and Torres Strait Islander Action Plan. The National Plan is also supported by the Outcomes Framework 2023–2032 which links actions outlined in the action plans to outcomes. The department has primary responsibility for the National Plan, including policy development and program and service design. The Domestic, Family and Sexual Violence Commission is responsible for ensuring activities and initiatives by governments are appropriately aligned and collaborative, and for providing annual reports to Parliament on progress against the National Plan.

The goal of the $250 million Emerging Markets Impact Investment Fund (EMIIF) is to help address access to finance challenges for small and medium-sized enterprises (SMEs) in South and South East Asia. It invests in funds and other financial intermediaries that in turn invest in early and growth stage SMEs with investments in the range of USD5,000 to USD2 million. The May 2023–24 Federal Budget measure that increased the size of the EMIIF stated that the majority of assistance would be provided via equity and loans (rather than grants), the cost of which will be met from Australia’s existing Official Development Assistance (ODA) funding.
EMIIF is an investment trust with DFAT as the sole beneficiary. Day to day management is undertaken by the investment manager appointed by DFAT and investment decision making is undertaken by the investment committee appointed by DFAT, as well as representatives from the investment manager. The design of EMIIF was intended to enable appropriate DFAT oversight by a DFAT delegate for the EMIIF being responsible for making any contractual and strategic decisions, who would be advised by an SES-level Impact Investing Advisory Group to provide advice, guidance and support regarding the overall direction and implementation of EMIIF and DFAT’s other impact investing programs. In addition, a Secretariat within DFAT is responsible for the day-to-day management of EMIIF, including interaction with counterparties to monitor ongoing performance, disseminate information and prepare relevant reporting to the advisory group or decision-makers.

In 2005, a 12-year $106 million contract was entered into by the Australian Government for helicopter response, surveillance and logistics support missions to prevent people smuggling and manage other maritime threats across the North West approaches of Australia. The term of the contract is due to expire in 2024 at an estimated total cost of $182 million. The Department of Home Affairs’ Annual Procurement Plan includes conducting a procurement in 2023—24 to replace this contract.
As set out in Auditor-General Report No. 6 2021–22, Management of the Civil Maritime Surveillance Services Contract the rotary wing contract is the second and smaller of two contracts the department has in place for aerial surveillance. The procurement process for, and management of, the rotary wing services contract was not examined in Auditor-General Report No. 6 of 2021–22 Management of the Civil Maritime Surveillance Contract. The conduct of the procurement of a new contract for rotary wing surveillance, response and logistic support services will provide an early indication of whether lessons have been learned from the management of the civil maritime surveillance services contract examined in that Auditor-General Report. The Joint Committee of Public Accounts and Audit has recommended that the ANAO undertake a performance audit of the Department of Home Affairs’ transition to the new surveillance services contract when the current contract expires (in 2027).
The audit would assess whether the conduct of the procurement employed open and effective competition and achieved value for money, consistent with the Commonwealth Procurement Rules (CPRs).

The purpose of the Australian National Audit Office is to support accountability and transparency in the Australian Government sector through independent reporting to the Parliament, and thereby contribute to improved public sector performance.
The ANAO adopts a range of communication practices to strengthen the impact of its work and facilitate the sharing of audit insights. Communication practices had included the publication of better practice guides on aspects of Commonwealth administration, for the information of Australian Government entities.
The independent Review of Whole-of-Government Internal Regulation recommended that the ANAO take the opportunity to review whether there is a continuing need to develop and maintain separate guidance, where regulators and policy owners have developed or are developing policy guidance material. The ANAO consulted the Australian Parliament and public sector entities, including audit committees within these entities, about the future of better practice guides. The feedback received was that where another entity has produced, or will produce, a similar resource and has committed to continue to do so, the ANAO could add more value by monitoring the effectiveness of this resource. On this basis, the ANAO decided to discontinue and cease distribution of a range of better practice guides from 1 July 2017. Refer to our previously published message from July 2017 (below) for more information about the guides that were removed at this time.
It was also determined in July 2017 that the ANAO would retain three guides and withdraw three guides following a transition period:

Since July 2017, the ANAO has continued to work with policy owners as they have developed or revised their guidance material in relation to the six remaining guides.
In April 2018 we sought feedback from the accountable authorities of policy-owning entities on our intention to withdraw the six remaining guides. All relevant entities supported the removal of the guides, although the Department of the Prime Minister and Cabinet raised that the outcome of the work being conducted by the APS Reform Committee may lead to new guidance which supersedes the Successful Implementation of Policy Initiatives guide.
In May 2018 the Auditor-General wrote to the Joint Committee of Public Accounts and Audit (JCPAA) seeking the Committee’s feedback on the proposal to withdraw the remaining better practice guides. The Committee advised:
the JCPAA has no overall objection to the withdrawal of the Better Practice Guides from the ANAO website. We note the ANAO’s commitment to continue to monitor the effectiveness of the replacement guidance material, as appropriate, under its audit program. We further appreciate that the ANAO’s Audit Insights now provide information on audit issues and examples of good practice, as identified through financial statement and performance audit work, by way of shared learnings for all Commonwealth entities.
Considering the feedback from the JCPAA and policy-owning entities’ support, the remaining guides have now been removed from the ANAO website:

In 2017-18 the ANAO developed audit insights, a new product which identifies and discusses common recurring issues, shortcomings and good practice examples, identified through our financial statement and performance audit work. The objective of audit insights is consistent with the objective of better practice guides: improved public sector administration.
The ANAO will continue to monitor the effectiveness of guidance material, as appropriate, under our audit program.

The objective of this performance audit was to assess whether DIMIA's information systems and business processes are effective in supporting APP to meet its border security and streamlined clearance objectives. The audit objective was to examine how effectively the Department of Agriculture, Fisheries and Forestry (DAFF) manages the importation of live animals into Australia.
This audit examined DIMIA's administration of onshore compliance under rhe Migration Act 1958 (Cth) as amended (the Act). In particular, it focused on whether DIMIA had implemented appropriate onshore compliance strategies in regard to people who enter Australia lawfully but whose presence becomes unlawful through: - the expiry of their visa; or - a breach of visa conditions and cancellation of their visa.
The objective of the audit was to assess the implementation and administration of the movement limit and the Slot Management Scheme at Sydney Airport.
The scope of the audit included the development and administration of the SADM Act. The scope also included the development and administration of the relevant legislative instruments and determinations, particularly those which put in place the monitoring and compliance frameworks that support the legislation.

The objective of this audit was to assess the effectiveness of the actions taken by AQIS and BA to strengthen the administration of quarantine. The audit focussed on progress in implementing the recommendations from the previous ANAO audit, and recommendations made in the JCPAA's inquiry. (The audit did not address four JCPAA recommendations that were either not supported by the Government, or were policy matters for the Government to consider. See Appendix 1.)
The objective of the audit was to assess the Tax Office's strategies to address tax haven compliance risks. Particular emphasis was given to the Tax Office's:
- management arrangements relating to the administration of tax haven compliance risks;
- risk management framework for the identification and evaluation of compliance risks, specifically the activities of the Offshore Compliance Program (OCP); and

The objective of this audit was to assess the effectiveness of the Department of Immigration and Citizenship's (DIAC) administration of the character requirements of the Migration Act.
The objective of the audit was to assess the effectiveness of the management of the MSS for the delivery of Centrelink services. The management of the MSS was assessed against the following criteria:
- there are effective planning arrangements to identify and address the evolving needs of DCALB customers;
- service delivery arrangements meet the current needs of DCALB customers; and
- there are effective performance monitoring and reporting arrangements which are used to improve service delivery.
Around 20 per cent of the people receiving Centrelink services are identified as being from a diverse cultural and linguistic background (DCALB). DHS’ Multicultural Servicing Strategy (MSS) sets out the approach for delivering Centrelink services to DCALB customers. The MSS has four main components — Language Services, the Multicultural Services Officer program, Stakeholder Engagement Strategies and Employee Support Tools and Strategies.

The objective of the audit was to assess whether Customs has implemented effective measures to control IUU fishing in the Southern Ocean. The audit examined Customs' management and coordination of enforcement operations in the Southern Ocean, with particular emphasis on:
- the approach to assessing and reporting SOMPR program performance, and whether outcomes are being met;
- coordination with other stakeholder agencies to meet program outcomes;
- the operational planning framework, management of human and physical resources and contract management; and
- the management of the deployment and operation of program maritime assets.
The audit objective was to assess the effectiveness of DIAC's administration of the health requirement of the Migration Act 1958 (the Act). To achieve this objective, the ANAO examined whether DIAC was setting and implementing the health requirement in accordance with the Act, the Migration Regulations 1994 (the Regulations), and DIAC's own guidelines.
The objective of the audit was to assess and report on the administration of the Act by the department in terms of protecting and conserving threatened species and threatened ecological communities in Australia.
The objective of this audit was to assess the efficiency1 and effectiveness of the establishment, implementation and administration of the bike paths component of the Local Jobs stream of the Jobs Fund. A particular focus was on the establishment of program objectives and the extent to which approved grants have demonstrably contributed to the cost-effective achievement of those objectives. The audit approach has been influenced by recent audits of grants administration which have emphasised the importance of transparent and accountable grant decision-making processes to the cost effective achievement of stated program objectives, and having regard for recent government decisions to enhance the framework applying to the administration of grants.
As an economic stimulus program, efficiency was assessed with particular attention to whether the application, assessment, decision-making and funding agreement processes were undertaken in a timely manner. This emphasis was consistent with the criterion adopted by the Government for the design of the stimulus packages established in response to the global financial crisis (see further at paragraph 4.20 of the audit report).
The objective of this performance audit of construction projects on the AusLink National Network was to assess the effectiveness of the administration by DITRDLG in working with the States to deliver the outcomes expected by the Government and the broader community. To inform the audit assessment, the methodology included examination of both Australian Government and State Government records as well as site inspections in relation to 21 projects being delivered in three States (New South Wales (NSW), Queensland and Tasmania). DITRDLG and the respective State road transport authorities were consulted in the selection of projects to be examined in detail.
The objective of the audit was to examine the accuracy of Medicare claims processing, including the adequacy and operation of relevant manual and system processes. The audit assessed the:
- adequacy and operation of relevant manual and system controls used to support the reliable processing of Medicare claims, and
- accuracy of the assessing and processing of Medicare claims, using Computer Aided Audit Techniques (CAATs).
DFAT is responsible for implementing the Government's foreign and trade policy decisions. The objective of the audit was to assess DFAT's management of bilateral relations and to identify any scope for improvement.
The objective of this audit is to assess whether AusAID's management of the expanding aid program supports delivery of effective aid. The audit focuses on progress of AusAID's internal reforms to achieve this objective.
The objective of this audit was to assess key aspects of the establishment and administration of HIP by DEWHA as well as the transition of the program to DCCEE. All phases of the program were examined with particular emphasis for Phase 2 being given to:
- program design and implementation;
- registration and training of installers;
- payment of rebates; and
- the compliance strategy underpinning the program.
The objective of the audit was to assess the effectiveness of AGD's arrangements for coordinating the development of the National Identity Security Strategy.
The ANAO's assessment was based on the following criteria:
- governance arrangements for the NISS;
- progress, to date, of the six NISS elements; and
- AGD's administrative arrangements for developing the NISS.
The objective of this audit was to assess and report on the administration of the regional delivery of NHT 2 and the NAP.
The scope of the audit encompassed both Environment and DAFF, including the Joint Team of staff from both departments working together under a common management structure for the delivery of both programs. The audit focused on:

- monitoring, evaluation and reporting on the programs' performance.
The objective of the audit was to assess the effectiveness of the Tax Office's administration of the wine tax.
Four key areas were examined in the audit: governance arrangements; interpretative assistance and advice; compliance approaches for Australian entities; and administering the rebate for New Zealand wine producers.
The ANAO conducted fieldwork in the Tax Office's Adelaide office between May and September 2010 and also held discussions with representatives from Customs, the Department of the Treasury (Treasury) and New Zealand Inland Revenue. The ANAO also consulted with representatives of wine producers, wholesalers, retailers, tax agents and key industry associations, seeking their views on elements of the Tax Office's administration of the wine tax.
