The objective of the audit was to assess the ATO's strategies to address tax evasion in the cash economy, with emphasis on: the ATO's strategic focus; aspects of governance, management processes and compliance activities; and responses to the ANAO Report No.35 2001–02 ATO Progress in Addressing the Cash Economy.
The objectives for the audit were to examine Commonwealth guarantees, indemnities and letters of comfort in relation to:
- the potential size of the Commonwealth's exposure to these instruments;
- the extent to which the overall exposures of the Commonwealth are managed and monitored;
- the adequacy of administrative reporting arrangements;
- areas of better administrative practice relating to their management; and
- to raise agencies' awareness of appropriate risk management and accountability practices in relation to these instruments.
The audit set out to quantify the Commonwealth's exposure to guarantees, indemnities and letters of comfort.
The objective of the audit was to examine if AFMA is effectively undertaking its regulatory compliance responsibilities in respect of domestic fishing in Commonwealth fisheries. Particular emphasis was
given to:
- the licensing of fishers and related transaction processing;
- the management of fishing quota by concession holders and AFMA; AFMA's domestic compliance monitoring and
- enforcement activities; and the governance arrangement for domestic fishing compliance.
The objective of the audit was to assess the effectiveness of DIAC's management of MAL. The scope was confined to DIAC's management and use of the system: it did not examine the work of others with an interest in the system, such as security agencies.
The objective of this performance audit was to assess agencies' financial management of, and accountability for, the use of net appropriation agreements to increase available appropriations.
The audit process involved an assessment of the accounts receivable function in eight Commonwealth organisations. The objectives of the audit were to assess whether the processing, collection and overall management of the accounts receivable function was being performed in accordance with applicable legislation, government policy, applicable internal controls, and identify better practices in accounts receivable activities.
The ANAO reviewed arrangements for the development of the department's fraud policy, fraud risk assessment and fraud control plan within the core functional areas of the department that are responsible for these activities. The audit also examined the operational procedures and guidelines that were in place to implement the department's fraud policy. The objective of the audit was to assess whether AFFA has implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth and whether these arrangements operate effectively in practice.
The Government introduced the Defence Reform Program (DRP) in 1997 to enable Defence's resources to be focused more efficiently and effectively on its core functions. The objective of the audit was to assess Defence's management and implementation of DRP and the extent to which it achieved savings for reinvestment in the operational capabilities of the ADF.
The audit objective was to assess whether the Regional Partnerships Programme has been effectively managed by DOTARS, including the processes by which:
- applications are sought, received and assessed;
- Funding Agreements with grant recipients are developed and managed; and
- the achievement of project and programme outcomes is monitored and assessed.
The objective of the audit was to assess whether selected Commonwealth organisations had utilised better practice principles when establishing the role, and managing the use of their internal audit groups. In order to evaluate internal audit, the Australian National Audit Office (ANAO) first considered the status and accountabilities of internal audit within the overall governance framework of the organisations audited, in particular its accountabilities to the audit committee.
