The objective of the audit was to assess the efficiency and effectiveness of the provision of health services to the Australian Defence Force Regular forces. Audit criteria were developed which examined health services policy and strategic planning, resource management, the tri-Service provision of medical, dental and other health care, the operation of and planning for major medical facilities, health care management information systems, occupational health and safety and the supply of health materiel.
In August 1997, Works Australia, a former business unit of the former Department of Administrative Services,was sold by the then Office of Asset Sales (OAS). For a price of $4.2 million, the purchaser acquired the assets of Works Australia and accepted certain liabilities. At the time the sale was completed, Works Australia held $43.7 million in cash belonging to Commonwealth agencies (known as client advances). ANAO programmed an audit to examine oversight of the post-sale contractual arrangements for each of the 307 Commonwealth client advances totalling $43.7 million transferred to the purchaser and found that the $43.7 million in client advances transferred to the purchaser of Works Australia in August 1997 has been effectively accounted for as of July 2001 by the Commonwealth agencies concerned. In addition, the relevant financial security arrangements over the Works Australia client advances have been effectively administered in accordance with the terms and conditions of the Works Australia Sale Agreement by Finance.
The objective of the audit was to examine Coastwatch's administration of the Australian civil coastal and offshore surveillance and response service. In particular, the audit focused on Coastwatch's:
- coordination with its clients and external service providers;
- surveillance and response operations; and
- aspects of its corporate governance arrangements bearing on performance and associated accountability.
The objective of the audit was to report to Parliament on the progress Defence has made since June 2001 in implementing appropriate strategies for recruiting, developing and retaining skilled IT personnel. The audit focused on management of specialist information system skills and did not examine skills needed by users of information systems, although the latter is of obvious importance for overall performance. In June 2001, the Joint Committee of Public Accounts and Audit (JCPAA), after reviewing the ANAO's Audit Report No. 11 Knowledge System Equipment Acquisition Projects in Defence, commented that its major concern about Defence's ability to develop a knowledge edge with adequate coherence, centred on Defence's ability to recruit, develop and retain skilled individuals needed in all parts of the DIE. The JCPAA recommended that the ANAO conduct an audit of Defence's strategies for recruiting, developing and retaining skilled IT personnel.
The audit reviewed the ATO's collection and management of activity statement information. The audit paid particular regard to:
- the environment into which activity statements were introduced;
- taxpayer concerns with activity statement administration;
- the mechanisms the ATO uses to capture and process activity statements;
- the change processes the ATO uses to change and test activity statement IT systems; and
- the management methodology used to report on, and assess the performance of, activity statement related systems and processes.
The audit objectives were to assess the appropriateness of the use of confidentiality provisions in Australian Government contracts and whether selected agencies had compiled Internet listings of contracts, as required by the Senate Order and agreed to by the Government.
The audit reviewed the processes involved in the sale of one-third of Telstra. The objectives in auditing the sale were to assess the extent to which the Government's sale objectives were achieved; assess the effectiveness of the management of the share offer; assess whether the sale arrangements adequately protected the Commonwealth's interests; and facilitate improved administrative arrangements for future share offers.
The objective of this audit was to examine the effectiveness of Defence’s management of explosive ordnance by the end users of this materiel in Air Force, Army and Navy (the Services). In particular, the focus was on the effectiveness of arrangements for the oversight and physical control of explosive ordnance once it is issued to Service units.
The audit reviewed Defence’s policies, procedures, processes and inventory management systems for explosive ordnance at the unit level in the ADF, from receipt and storage through to the use or return of explosive ordnance.The audit also examined the relationship between the management of explosive ordnance at the unit level and the Explosive Ordnance Services Contract and, where relevant, the regional Garrison Support Services (GSS) Contracts.
The objective of the audit was to assess the effectiveness of Health's management of the MPSP and the RHSP. To achieve the audit's objective, the ANAO examined whether Health; had an effective approach to planning the programs; had an effective approach to delivering the programs; effectively used performance information to manage the programs; and effectively managed its relationship with all stakeholders of the programs.
The objectives of the audit were to examine:
- the effectiveness of agencies' implementation of the current GBEs governance framework;
- the extent to which agencies and GBEs comply with the Governance Arrangements and legislative requirements; and
- whether the GBE monitoring system provides an effective level of accountability to Ministers and to the Parliament.
