Industry levies play a significant role in the provision of many public services and fund a range of activities undertaken by regulatory bodies such as the Australian Prudential Regulation Authority (APRA), through to financing reform of the Australian waterfront labour force. The objectives of this audit were to assess:
- the coverage, revenue and expenses of non-primary industry levies;
- the effectiveness of selected entities' financial management of non-primary industry levies; and
- areas of better administrative practice relating to the financial management of non-primary industry levies.
The audit reviewed the Commonwealth-State Housing Agreement (CSHA). CSHA is a joint arrangement between the Commonwealth and the States under which both the Commonwealth and the States contribute funding in the form of grants, which are used by State Housing Authorities to provide a variety of housing assistance programs to households on low incomes and those with special needs. The overall objective of the audit was to assess and report to Parliament on how effectively the Department of Family and Community Services (FaCS - formerly the Department of Social Security) administered the CSHA and to identify any areas where improvements could be made.
The objective of the audit was to assess the performance of the Child Support Agency in the administration of key aspects of the Child Support Scheme. The ANAO previously audited the CSA in 1993-94 and identified scope for improvement in the management and administration of the Child Support Scheme. Particular areas of audit concern included client service, staff training and debt management. The current audit has reviewed the CSA's progress in improving Agency performance since that time. The audit focused initially on the areas identified in the previous audit, but also sought to identify further opportunities for improvement where appropriate.
The objective of the audit was to assess DIMIA's management of offshore measures to prevent and detect unlawful entry, and to identify opportunities for improvement. The audit did not cover the processing arrangements, referred to as the Pacific Strategy, introduced as part of the legislative changes in September 2001. Nor did it cover the range of measures use for prevention and detection at the border and on shore. As DIMIA is the lead agency responsible for the development of immigration policy, the audit focussed in the administrative effectiveness of the governance framework used by the department to implement and to support the achievement of Government strategies to prevent unlawful entry to Australian Territory.
The objective of the audit was to ascertain and report to the Parliament on the ATO's administration of PPS and to identify opportunities for improvement. Four key compliance issues were identified: reporting PPS income, claiming PPS credits, remitting PPS income, claiming PPS credits, remitting PPS deductions, and managing PPS exemptions and variations. In addition, the following key aspects were considered: PPS risk assessments, coordination of PPS administration between the Small Business Income and Withholding & Indirect Taxes business lines, and PPS compliance project performance information.
The audit assessed the management by ISR and, in particular, by AusIndustry of the implementation of the changes arising from the Government's December 1997 policy statement in Investing for Growth. This statement required ISR to separate administration of policy from the delivery of products and to improve its service to customers through a ‘one stop shop' approach and by streamlining its processes. The audit focussed in particular on the overall strategic management of the change process by AusIndustry; the detailed implementation of the new service delivery arrangements, notably the separation of policy and product delivery; and the implementation of the enhanced customer focus.
The purpose of this audit was to assess the Department of Social Security's approach to customer service against a recognised good practice methodology, and to identify opportunities for DSS to improve the quality of its customer service, its administrative effectiveness and its overall performance. The ANAO's intention was to identify opportunities to improve customer focus, particularly for those aspects of DSS's administration impacting on customer service. The audit criteria included: customer service environment; human resource management practices; communication with customers; customer-friendly approaches; and systematic approaches to continuous improvement.
The objectives of the audit were to:
- assess the extent to which major program objectives were achieved;
- identify major strengths and weaknesses related to the economy, effectiveness and efficiency of the program administration; and
- identify areas of improvements and risks which should be addressed in arrangements with a private sector project manager.
Audit criteria were developed to address the areas of program planning and implementation, performance measurement and monitoring, responsiveness to emerging issues, dispute resolution mechanisms, risk management and program improvement measures.
The objective of the audit was to assess the economy, efficiency and administrative effectiveness, including accountability, of the management of boat people by the Department and the providers of major related services to DIMA such as: the Coastwatch Service within the Australian Customs Service and the Australian Protective Service within the Attorney-General's portfolio. The audit examined key issues in the management of boat people largely from a risk management perspective. The audit conclusions are presented in terms of: the economy, efficiency and administrative effectiveness, including the accountability, of operations; and the administrative functions which support the management of boat people, such as detection, reception of boats and costs.
The audit reviewed the Defence's $5.05 billion New Submarine Project which commenced in 1982 and involves design and construction of six Collins class submarines and associated supplies and services. The objectives of the audit were to assess project management by the Department's Project Office in the light of accepted better-practice project management techniques. It also aimed to derive lessons learnt and recommendations that could be applied to the Project and to similar Defence projects now and in the future. The audit follows a 1992 audit of the Project by the ANAO and a review by the Joint Committee of Public Accounts in 1995.
This audit would continue the ANAO’s series of audits on cyber security.
The scope would include assessing selected entities’ cyber security frameworks and controls against the controls required under the Protective Security Policy Framework and the Australian Signals Directorate’s Essential Eight Maturity Model.

The objectives of this audit were to assess, with respect to guarantees, indemnities and letters of comfort:
- changes in the size and nature of the Commonwealth's reported exposure since 30 June 1995;
- the extent of improvement in agencies' management and monitoring of the Commonwealth's exposure to these instruments;
- the approach of agencies to effective risk management and control of Commonwealth exposures to these instruments; and
- whether current reporting practices provide a sufficiently comprehensive coverage for public accountability purposes, at both the agency and whole of government levels.
The Audit reviewed the Commercial Support Program (CSP) within the Department of Defence. The CSP was introduced in 1991 following a review of the report, The Defence Force and the Community. Its objective is to achieve best value for money in the acquisition of support services for the Department of Defence and to give the private sector an opportunity to participate in the provision of those support services. The objective of this audit was to assess whether CSP was meeting its objectives and to identify any areas where it may be possible to improve the timeliness, and therefore cost-effectiveness, with which CSP is implemented and the quality of the process itself to produce better outcomes.
The audit was conducted in response to a November 2000 resolution of the Senate that the Auditor-General examine all expenditures and entitlements accruing to Parliamentarians in 1999-2000. The objectives of the audit were to:
- provide assurance to the Parliament regarding the administration by Finance, the chamber departments and the portfolio departments of all expenditures and entitlements accruing to Parliamentarians, including Ministers, in 1999-2000;
- assess the administrative and control structures governing expenditures and entitlements accruing to Parliamentarians and Ministers in 1999-2000; and
- identify opportunities to improve the current framework.
The audit reviewed the fraud control arrangements in the Department of Family and Community Services (FaCS), a policy formulation, and advising body and major purchaser of social welfare services from Centrelink. The objective was to assess whether FaCS had:
- implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth and that these arrangements operated effectively in practice; and
- fulfilled its responsibilities as a purchaser of services in relation to fraud control.
This audit is one in a series of fraud control audit and is complemented by a similar audit of Centrelink, a major provider of services on behalf of FaCS.
The objective of this audit was to assess the administration of internal fraud control arrangements in the ATO and to identify areas with potential for improvement as well as identified better practice. To achieve this objective the ANAO focussed on five key areas. These were:
- the application of the ATO's corporate governance processes to the internal fraud control activities;
- the prevention of internal fraud within the ATO;
- the related use of information technology to minimise fraud risks;
- the detection of internal fraud within the ATO; and
- ATO fraud investigation procedures and practices.
The purpose of this follow-up audit was to report on action taken by the Department of Social Security and Centrelink in addressing the recommendations of Audit Report No.23 1993-94 Protection of Confidential Client Information from Unauthorised Disclosure. The objectives were to:
- ascertain the extent to which the recommendations of the original audit have been implemented;
- identify other changes made in relation to data confidentiality within the Social Security portfolio since 1993;
- assess the impact of the changes made; and
- identify any scope for further improvement.
This cross-portfolio audit reviewed the management of Internet security across ten Commonwealth agencies, with the objective of forming an opinion on the adequacy of Internet security management within the selected agencies. The audit pursued two strands - a review of the management systems employed within agencies including the adequacy of risk assessments, security policies and plans, day to day management and business continuity planning in connection with the agencies' Internet presence, and physical testing of the security arrangements of selected Internet sites. Staff from the Defence Signals Directorate were appointed under the Auditor-General Act 1997 to perform the site testing.
This audit followed up the ANAO's 2000 performance audit report on retention of military personnel (Audit Report No.35 1999-2000 Retention of Military Personnel), which focused on examining whether ADF personnel management practices to retain personnel were commensurate with the cost of recruiting and training new personnel, or whether more cost- effective steps could be taken to reduce the separation rates of desirable personnel. The objective of the follow-up audit was to assess Defence's implementation of recommendations made in the original audit report and their effectiveness in helping Defence control the flow of trained personnel from the Services.
The audit sought to assess the efficiency and effectiveness of the ADF's management of fuel and lubricants and to identify possible areas for improvement. The audit focused on major aspects of the fuel supply chain, in particular the strategic management of fuel (eg. the coordination of fuel requirements and stockholding policy). The audit also reviewed fuel procurement practices, storage and handling issues. The audit coverage addressed the fuel supply aspects of these matters rather than transport, distribution and equipment issues. Although directed principally towards operational fuels, the audit took into consideration issues associated with ADF's requirement for oils and lubricants.
This audit would assess the consolidation of the existing Bridges Renewal Program and Heavy Vehicle Safety and Productivity Program into a new, ongoing funding stream (of at least $200 million per year) under the Safer Local Roads and Infrastructure Program by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts.

Defence has long provided housing assistance for members of the Australian Defence Force (ADF) and their families. In 1988, this function passed to the Defence Housing Authority (DHA), which was established to provide suitable housing to meet Defence's operational needs. In 2000, Defence and DHA signed a Services Agreement valued at $3.5 billion over 10 years. The objective of the audit was to assess whether Defence's management of its housing and relocation services provided for ADF members meets specified requirements; and to make practical recommendations for more efficient, effective and economical use of public resources provided for this purpose.
The Australian National Audit Office (ANAO) Corporate Plan is the ANAO’s key strategic planning document. It guides our operating environment and sets out how we will deliver on our purpose.
The Quality Assurance Framework and Plan complements the Corporate Plan. The ANAO Quality Assurance Framework is the system of quality control that the ANAO has established to provide the Auditor-General with reasonable assurance that the ANAO complies with the ANAO standards and applicable legal and regulatory requirements and reports issued by the ANAO are appropriate in the circumstances.
This Audit Quality Report demonstrates the ANAO assessment of the implementation and operating effectiveness of the elements of the ANAO Quality Assurance Framework. The report provides transparency in respect of the processes, policies, and procedures that support each element of the ANAO Quality Assurance Framework, and reports audit quality indicators measuring ANAO performance against target benchmarks.
This report also includes the achievement of the quality assurance strategy and deliverables set out in the Quality Assurance Framework and Plan 2020–21.

The audit covered major program elements within the Department of Primary Industries and Energy and Environment Australia that are managed:
- directly by DPIE or Environment Australia;
- through the One-Stop-Shop project assessment process administered by the States/Territories; or
- by non-government organisations.
The purpose of the audit was to examine and benchmark the administrative processes established for these programs. The primary focus of the audit was to draw on the best elements of past practice (particularly in relation to programs involving the One-Stop-Shop) and highlight any shortcomings so that the risks to program effectiveness and accountability could be addressed in the implementation of the Natural Heritage Trust.
The ANAO assessed agencies' progress in implementing the seven recommendations of Audit Report No.47 of 1998-99, Energy Efficiency in Commonwealth Operations. The Objectives of the follow-up audit were to
(i) asses the extent to which selected Commonwealth agencies have implemented the recommendations of Report No. 47 of 1998-1999, taking account of any changed circumstances or new administrative issues identified as impacting upon implementation of these recommendations; and
(ii) offer continued assurance to the Parliament on the management of Commonwealth agencies' compliance with the Commonwealth energy efficiency requirements, and to identify areas of better practice in energy management by those agencies.
The audit focused on the sale of properties from that portion of the domestic property estate managed by the Department of Finance and Administration and identified for sale via a three year divestment strategy of the Commercial Office Estate by Government in April 1997. The audit sought to assess the effectiveness of the management of the sales process for selected property sales, including the extent to which the Government's sale objectives have been achieved; review the long-term sale and leaseback arrangements for selected divested properties and whether they adequately protect the Commonwealth's interests; and identify principles of sound administrative practice to facilitate improved administrative arrangements for future property sales.
This audit would assess the effectiveness of Defence’s administration of Defence export permits.
The Department of Defence is responsible for the implementation of the 2018 Defence Export Strategy. The aim of the strategy is to achieve greater export success by building a stronger, more sustainable and more globally competitive Australian defence industry. Defence administers various programs in support of this, including providing assistance to Australian industry participants with entry into international and global Defence supply chains.
Before military goods can be exported, industry participants must apply for and be issued with a Defence export permit. Defence is also Australia’s military and dual-use goods export regulator. It is responsible for assessing applications to export, supply, publish or broker military goods and technology, as well as conducting permit compliance activities. This audit would include examining whether any tension or competing priorities exist between Defence’s export-related responsibilities.

The audit focuses on DMO's equipment acquisition and support, at the system program management level. The objective of the audit was to assess the adequacy of Defence's capital equipment project definition, approval, acquisition and logistics support management. The SPOs subject to audit are:Aerospace Systems Division's Tactical Fighter Systems Program Office (TFSPO), which is responsible for acquisition and logistics support management of the Air Force's F/A-18 and Hawk 127 fleets and associated equipment. TFSPO is located at Williamtown, NSW; Land Systems Division's Track Manoeuvre Systems Program Office (TMSPO), which is responsible for the acquisition and logistics support management of Army's Leopard Tanks and M113 Armed Personnel Carrier fleets. TMSPO is located in Melbourne;Electronic and Weapon Systems Division's Over-the-Horizon Radar Systems Program Office (OTHRSPO), which is responsible for acquisition and logistics support management of the Jindalee Operational Radar Network (JORN) and Jindalee OTHR systems. OTHRSPO is located within the Defence Science and Technology Organisation (DSTO) precinct at Edinburgh, South Australia; and Maritime Systems Division's Fast Frigate Guided System Program Office (FFGSPO), which is responsible for the support and upgrade of the Navy's FFG fleet. FFGSPO is located at Garden Island, Sydney.In view of the significant role that DMO's SPOs play in managing major capital equipment acquisition projects, the audit includes a case study of the $1.448 billion Fast Frigate Guided (FFG) Upgrade Project. A high level of audit assurance is not able to be provided on the FFG Upgrade Project given deficiencies in the FFGSPO information management systems and deficiencies in the level of design and development disclosure provided to SPO personnel by the FFG Upgrade Prime Contractor. The ANAO was unable to access appropriate audit evidence on the financial expenditure associated with the FFG Upgrade Project, and the Project's approved Equipment Acquisition Strategy.

This report summarises audit findings relating to entity internal control structures arising from the interim phase of the financial statement audits of major Commonwealth entities for 2001-2002. Examinations of such issues are designed to assess the reliance that can be placed on control structures to produce complete, accurate and valid information for financial reporting purposes.
