The objectives of the audit was to examine the effectiveness and efficiency of DIMIA's decision-making processes and management systems for delivering the parent and partner aspects of the family stream of the Migration Program.
The family stream of Australia's Migration Program enables the reunion of immediate family members of Australian citizens, permanent residents or eligible New Zealand citizens. It consists of four main categories;
- Partner;
- Child;
- Parent; and
- Other family.
The audit examined the process of identifying the ADC Weston Creek property for sale and leaseback and the management of the sale process. The objective of the performance audit was to examine the efficiency and effectiveness of the management of the sale process by Defence, including assessing whether the sale and long term leaseback arrangements adequately protect the Commonwealth's interests.
The audit's main objectives were to:
- examine the guidance on the use of confidentiality clauses in contracts and agencies' use of such clauses;
- develop criteria to assist agencies in determining what information in a contract is confidential; and
- assess the effectiveness of the existing accountability and disclosure arrangements for Commonwealth contracts.
The objective of the audit was to determine whether the Department of Health and Family Services had managed its coordinating role and implemented its responsibilities under the National Rural Health Strategy efficiently and effectively.
Aviation traffic data plays an important role in informing decisions about the safety of the airways system, including such matters as the need for navigation facilities, communication links, air traffic control towers and rescue/fire fighting services. The objective of the limited scope audit was to examine the accuracy of the data on air traffic movements collected by Airservices Australia.
The audit was conducted as a joint financial statement and performance audit of Centrelink's Information and Technology (I&T) systems. The objective of the financial statement component of the audit was to express an opinion on whether Centrelink could rely on its I&T systems to support production of a reliable set of financial information for the financial statements. The objective of the performance audit component was to determine whether Centrelink's I&T systems outputs adequately met quality and service delivery targets.

The primary objective of the audit was to assess the economy, efficiency and effectiveness of DoTRD's implementation of Annex 17 in the Australian aviation environment. The ANAO concluded that DoTRD has established a regulatory regime which ensures Australia's compliance with the standards embodied in Annex 17. However, there are areas where Australia's aviation security regime can be strengthened even further including; developing a more robust approach to risk management, developing a longer-term perspective to DoTRD's planning structure, development of proactive alliances with aviation regulators in neighbouring countries in the Asia-Pacific region, further improvement of the airport audit process, development and implementation of an evaluation strategy, development of a formal transparent approach to enforcement.
The audit objective was to examine the adequacy of Defence's and DMO's management of the nearly completed elements of Project Air 5276. The ANAO identified a number of causes for time delays and cost escalation in those elements. Those causes are outlined in the overall audit conclusions, to assist in the achievement of improvements in future planning and management of capital equipment acquisitions.
The audit objective was to form an opinion on the Department of Veterans' Affairs administration of its activities to maintain and enhance the health and independence of veterans and war widows in their homes and in the community.
The objective of the audit was to examine the effectiveness and efficiency of the administrative arrangements for the establishment and operation of the Green Corps program. Green Corps is a voluntary program for young Australians between 17 and 20 years old to receive accredited training in a range of skills such as bush regeneration and habitat protection. The program is delivered through a contractual arrangement. It was introduced in 1996 with a program allocation of $41.7 million over three years. The focus of the audit was on the Department of Education, Training and Youth Affair's administration of the program, including the management of the contract.
The objectives of the audit were to provide assurance to Parliament concerning the adequacy of Commonwealth security planning and preparations for the Games and to identify areas for improvement early enough for any corrective action to be taken.

The objective of the audit was to examine Coastwatch's administration of the Australian civil coastal and offshore surveillance and response service. In particular, the audit focused on Coastwatch's:
- coordination with its clients and external service providers;
- surveillance and response operations; and
- aspects of its corporate governance arrangements bearing on performance and associated accountability.
The report summarises the audit and other related activities of the ANAO in the period July to December 2001. Key issues arising from performance audits tabled in this period are summarised.
The Government introduced the Defence Reform Program (DRP) in 1997 to enable Defence's resources to be focused more efficiently and effectively on its core functions. The objective of the audit was to assess Defence's management and implementation of DRP and the extent to which it achieved savings for reinvestment in the operational capabilities of the ADF.
Although the audit examined broader aspects of the ATO's administration (such as, tobacco excise governance arrangements, intelligence capability and compliance and investigations activities), we placed particular emphasis on the strategies used by the ATO to address the proliferation of chop-chop (Australian grown tobacco sold illicitly in a chopped up form for $80 to $100 per kilogram. In comparison, 50 grams of legal roll-you-own tobacco costs around $16 i.e. $320 per kilogram) in the Australian markets, as it is an area of major risk to tobacco excise revenue.
The audit reviewed the corporate governance framework of the Australian Electoral Commisson (AEC). The objective of the audit was to review whether the AEC's corporate governance framework was sound.
The audit assessed the effectiveness of the governance framework for the management of the transition from the existing red meat industry structures to new structures which increased industry's role in self determination and self regulation and minimised the involvement of Government. Matters considered included the effectiveness of:
- planning for the implementation of the new arrangements;
- management of the risks associated with the implementation of the new arrangements;
- management structures used in the transition arrangements; and
- accountability arrangements for ongoing Commonwealth involvement.

The audit was conducted as a joint financial statement and performance audit of DVA's Information Technology (IT) systems. The objective of the financial statement component of the audit was to express an opinion on whether DVA could rely on its IT systems to support production of a reliable set of financial information for the financial statements. The objective of the performance audit component was to determine whether DVA's IT systems outputs adequately met quality and service delivery targets.
The Audit Activity Report: July-December 2002 summarises performance audit, financial audit and other related activities for the ANAO for the period. The key issues arising from the performance audits are summarised against the ANAO themes. The appendices in the report provide a short summary of each of the audits tabled for this period, the audits in progress as at 1 January 2003 and a list of the presentations and papers given by the Auditor-General and ANAO staff.
The Superannuation Guarantee, which came into effect on 1 July 1992, was introduced to reduce reliance on the age pension as a means of funding retirement for individuals. The objective of the performance audit was to review the ATO's administration of the Superannuation Guarantee and to identify appropriate opportunities for improvement.
The audit examined the management of software licensing by five Commonwealth agencies. The objective of the audit was to provide assurance to these agencies and the Parliament that:
- effective controls are in place to ensure the physical security of software media;
- the risks associated with the use of illegal software are being effectively managed; and
- compliance with software licence conditions is being adequately monitored.
To improve educational outcomes for Indigenous Australians, two main forms of assistance administered by the Commonwealth, namely the Indigenous Education Strategic Initiatives Programme (IESIP) and the Indigenous Education Direct Assistance programmes (IEDA), are currently available. The objective of the audit was to assess whether the department had efficiently and effectively managed the development and implementation of the IESIP agreements for the 2001 to 2004 quadrennium.
The audit reviewed the productivity and client service of IP Australia, a division of the Department of Industry, Science and Resources, which provides intellectual property rights in respect of patents, trade marks and designs. The objective of the audit was to examine the effectiveness of IP Australia's management of productivity and client service.
The objective of the audit was to report on whether Defence applies Life-cycle Costing appropriately in support of decisions throughout the acquisition and management of its capital assets, and to make recommendations for any improvement. Criteria were established against each of the issues considered by the audit, namely LCC policy and coordination, use of LCC in investment decisions, use of LCC to support budgeting, data to support LCC and LCC training and education.
The audit reviewed management of the Commonwealth's role in preparing for, and managing, pest and disease emergencies requiring a rapid response. The audit focused on the role of the Department of Agriculture, Fisheries and Forestry -Australia (AFFA), which is the Commonwealth Department with primary portfolio responsibility for coordinating the national and international response to an emergency. The audit did not address preventative measures such as quarantine and border controls; controlled release of exotic diseases or pests; or emergencies associated with previously known endemic diseases, food safety or chemical residue issues.
The audit followed-up the ANAO's original audit report into the aviation safety regulatory activities of the Civil Aviation Safety Authority (CASA) (Audit Report No.19 1999-2000 Aviation Safety Compliance). The objective of the follow-up audit were to determine, in respect of issues addressed by the original audit recommendations, whether CASA has made satisfactory progress to improve its aviation safety surveillance and compliance activities; and whether the introduction of new strategies for further improvement is being appropriately managed.
The objective of the audit was to assess the economy, efficiency and administrative effectiveness, including accountability, of the management of boat people by the Department and the providers of major related services to DIMA such as: the Coastwatch Service within the Australian Customs Service and the Australian Protective Service within the Attorney-General's portfolio. The audit examined key issues in the management of boat people largely from a risk management perspective. The audit conclusions are presented in terms of: the economy, efficiency and administrative effectiveness, including the accountability, of operations; and the administrative functions which support the management of boat people, such as detection, reception of boats and costs.
The audit examined the Aged Care Standards and Accreditation Agency Ltd's management of the residential aged care accreditation process. The audit focused on the Agency's implementation of a process to meet its legislative responsibilities, its business operations, people management, budgeting practices, use of information, and its quality assurance processes.
The audit reviewed the Department of Employment and Workplace Relations (DEWR) management of the provision of employment services information to job seekers up to the point where job seekers are referred to Job Network. The objective of the audit was to examine the administrative effectiveness of DEWR's management of the provision of information to job seekers, focusing on determining what information should be provided, developing an effective means of providing information, and assuring that information is being delivered effectively.

The audit theme was financial management and accountability. The audit concluded that six of the eight organisations had satisfactory payment of accounts processes and that GST administration control frameworks had been implemented. Payment of accounts processes could be improved by greater use of information technology whereas using risk management; formalising the BAS preparation procedures; and increasing monitoring and review procedures could improve GST administration.
The objective of this report is to provide information, prepared by both the ANAO and DMO, on the performance of major projects as well as providing the Auditor-General’s formal conclusion on the review of the Project Data Summary Sheets (PDSSs) prepared by DMO and contained in this report.

The objective of the audit was to determine whether Centrelink's planning, monitoring and costing arrangements provide a sound basis to underpin its delivery of quality, cost effective customer services.
The objective of the audit was to examine the effectiveness and efficiency of the management of the Family Relationships Services Program (FRSP) by the Department of Family and Community Services (FaCS) subsequent to that department becoming responsible for the administration of the Program in December 1998. The audit focussed on issues related to Program risk management, the development and management of contractual agreements and whether the performance management and reporting framework enabled an assessment of service provider performance and overall program outcomes.
Government service delivery through the Internet presents both significant opportunities and challenges in the delivery of on-line services. Depending on the level of sophistication of the application, the Internet allows Commonwealth agencies to publish information, interact with clients in the exchange of information, and/or transact business electronically. The over-all objective of this audit was to determine Commonwealth agencies' preparedness to achieve the Government's goal of all appropriate services being Internet-deliverable by 2001. The audit sought to assess:
- the extent to which agencies considered that they would be able to achieve that goal;
- what type of services agencies were delivering or planning to deliver on the Internet; and
- whether agencies had identified barriers and possible solutions to that delivery.
The objective of the audit was to report to Parliament on the ATO's management of its performance reporting within the outcomes and outputs framework and to identify potential areas for improvement in specifying, measuring, administering and reporting under that framework.
Robust internal budgeting processes are an essential part of effective financial management and are critical in the successful implementation of the accrual-based, outputs and outcomes framework. Effective internal budgeting should be closely intergrated with business planning processes and require a comprehensive and collaborative approach, involving input from throughout the organisation.
The Australian Taxation Office (ATO) is the Commonwealth's principal revenue collection agency. In 1998-99, the ATO accounted for total tax revenue of $135.3 billion. The objective of this audit was to review the ATO's administration of penalties, with particular emphasis on its corporate governance framework and issues relating to consistency, effectiveness and accountability of penalty administration. In particular, the audit examined the administration of two penalty types, Late Lodgement and Tax Shortfall, as case studies.
The audit examined the review of decisions on veterans' disability compensation. The audit objective was to examine the management of internal review by the Department of Veterans' Affairs (DVA) and external review by the Veterans' Review Board (VRB) of decisions by the Repatriation Commission on veterans' claims for disability compensation.
This follow-up Audit reviewed the Department of Health and Ageing's implementation of the recommendations of Audit Report No. 36, 1999-2000, Home and Community Care. The objective of the follow-up audit was to assess the extent to which the Department had implemented the nine recommendations of Audit Report No. 36, 1999-2000. The audit examined areas relating to funding, guidance, fees, coordination with other aged and disability care programs, acquittals, accountability and data requirements, and records management.

The audit reviewed the Commonwealth-State Housing Agreement (CSHA). CSHA is a joint arrangement between the Commonwealth and the States under which both the Commonwealth and the States contribute funding in the form of grants, which are used by State Housing Authorities to provide a variety of housing assistance programs to households on low incomes and those with special needs. The overall objective of the audit was to assess and report to Parliament on how effectively the Department of Family and Community Services (FaCS - formerly the Department of Social Security) administered the CSHA and to identify any areas where improvements could be made.
The audit reviewed fraud control arrangements in the Department of Employment, Education, Training and Youth Affairs. The objective of this audit was to establish whether the Department had developed a sound fraud control framework by examining the arrangements for: · policy and planning; · performance assessment; · quality assurance; and · training and awareness raising.

The effective use of financial information is a critical component of an organisation's performance management framework. The appropriate combination of financial and non-financial data reflects overall organisational performance, and performance at program and work unit levels. The objective of this audit was to assess what financial information is currently used, who uses it and how well it is used. The audit also assessed whether the current processes for defining, accumulating and producing financial information were appropriate for the new accrual based performance management framework, which is to be in place for 1999/2000.
The audit assessed the operations of the four Northern Territory Land Councils which provide a range of services to Aboriginal people under the Aboriginal Land Rights (Northern Territory) Act 1976. The audit also assessed the Aboriginal and Torres Strait Islander Commision's (ATSIC) administration of the Aboriginals Benefit Account, which provides funding to the Land Councils under the same Act. The objectives of the audit were to assess:
- whether the governance arrangements used by ATSIC and the Land Councils are appropriate;
- whether ATSIC meets its legislative requirements concerning the Aboriginals Benefit Account in an effective and efficient way; and
- whether the Land Councils are effective and efficient in managing their recourses to meet the objectives of the Aboriginal Land Rights (Northern Territory) Act 1976.
The objective of this performance audit was to assess the effectiveness and consistency of risk management processes undertaken by the Australian Taxation Office in administering individual taxpayer refunds.
The audit considered the way organisations in the APS process and use cost information. The specific objective was to form an opinion on whether costing processes and uses were: valid, cost effective, and in accordance with the principles of better practice.

The audit examined the efficiency and effectiveness of DEWRSBs administrative arrangements for the Work for the Dole Programme. The audit focused on the Community Work Coordinator tender assessment process, selection of projects, contract management arrangements and the mechanisms used for measuring the performance of the Programme against its objectives.
This audit was a follow-on to Audit Report No.21 1997-98 Protective Security, which reviewed, among other things, information security other than computer and communications security, against the policy and procedures outlined in the 1991 PSM. That audit found inconsistencies in the identification and marking of classified information and weaknesses in the handling and storage of classified information, as well as other breakdowns impacting on information security.
In 2000, the ANAO tabled Audit Report No 49 1999-2000, Indigenous Land Corporation operations and performance. The 2000 audit made nine recommendations for improvement. This follow-up audit examined the Indigenous Land Corporation's implementation of the recommendations of the 2000 audit.
The overall objective of this audit was to assess the management of the physical protection of Australian missions and staff overseas. The high-level criteria for the audit are set out at Appendix 1 of the report.
The Pharmaceutical Industry Investment Program (PIIP) is a scheme that was introduced to compensate the pharmaceutical industry, in part, for the impact of the Government exercising its monopsony power under the Pharmaceutical Benefits Scheme. The ANAO undertook an audit of the probity of the methodology and procedures applied by the Department in assessment of applicants for PIIP funding. The objectives of the audit were to assist the Department, at its request, in the timely identification of deficiencies in assessing responses from applicants and options for addressing any such deficiencies.
The audit evaluated the effectiveness of the accountability and oversight arrangements for statutory bodies within the former Primary Industries and Energy portfolio (most of which are now part of the Agriculture, Fisheries and Forestry portfolio). The audit focused on accountability of the statutory bodies to the Minister and through the Minister to Parliament; it did not directly address accountability to industry stakeholders and levy papers.
This audit is one of a series of fraud control audits undertaken by the ANAO. The audit focussed on Centrelink's arrangements for the prevention, detection and treatment of incorrect payments to its customers. The objective of the audit was to assess whether Centrelink had implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth.
The objective of this audit was to assess the progress made by DoHA and Medicare Australia (recommendation 3) in addressing the four recommendations from ANAO Audit Report No.50, 2000–01 designed to improve the administration and performance of NCSP.
The audit reviewed six budget-funded agencies (Australian Customs Service, Australian Taxation Office, Centrelink, Department of Defence, Department of Education, Training and Youth Affairs, and Department of Immigration and Multicultural Affairs) and two off-budget entities (Airservices Australia and Reserve Bank of Australia). The ANAO also examined the Office for Government Online's (OGO, formerly the Office of Government Information Technology, or OGIT) whole-of-government coordination of the Commonwealth's Year 2000 efforts.
The audit objective was to examine the administrative effectiveness of the ATO's use of AUSTRAC data. The audit reviewed the use of AUSTRAC data across three of the ATO Business Service Lines (BSLs) namely, Large Business and International (LB&I), Small Business (SB) and Individuals Non Business (INB). These are the most significant BSLs in terms of revenue collection. The audit focussed on the ATO's use of AUSTRAC data at the strategic and operational levels and its management of AUSTRAC data. Aspects examined include the ATO's relationship with AUSTRAC as well as training, data quality, data privacy and security issues.
The audit reviewed the Defence Materiel Organisation's management of the $3.43 billion Wedgetail Airborne Early Warning and Control (AEW&C) project. The Wedgetail project is to provide the Australian Defence Force with an AEW&C capability based on four Boeing 737 AEW&C aircraft and associated supplies and logistic support. At the time of the audit the AEW&C systems were still in their early development phase, and by November 2003, Defence had spent $1.107 billion on the project.

The audit examined the design, management and reporting of performance information for the Natural Heritage Trust (NHT) which is administered by the Commonwealth Departments of Environment and Heritage, and Agriculture, Fisheries and Forestry. The objective of the audit was to examine and report on the performance information used to support the administration of $1.5 billion in Commonwealth financial assistance; and compliance with legislative requirements for performance monitoring and reporting.

The audit reviewed the administration of referrals, assessments and approvals processes under the Environment Protection and Biodiversity Conservation Act 1999. The objective of the audit was to examine and report on the quality and timeliness of environmental assessments and approvals under the Act, as well as on Environment Australia's activities to ensure compliance with the Act.

This report summarises audit and other related activities of the Australian National Audit Office in the period January to June 1998.
The audit reviewed the High Wealth Individuals Taskforce, a comprehensive compliance program with the Australian Taxation Office. The objective of the audit was to examine and report on the management and operations of the taskforce. In doing so, the audit reviewed the Australian Taxation Office's own evaluation of the taskforce and assessed whether, and to what extent, the taskforce delivered the outcomes specified by the Government.
The overall objective of the audit was to assess AusAID's management of commercial contracts to deliver Australia's overseas aid program. To this end, the audit examined whether:
- there are sound supporting structures for contract management;
- AusAid effectively manages risks;
- contracts clearly define deliverables;
- services are delivered and payments are made in accordance with the contract;
- there are appropriate arrangements to manage contractor performance;
- strategies appropriately assess and allocate risk between AusAid and contractors; and
- contracts deliver the desired aid outcomes.
The objective of this audit was to assess the systems put in place by Centrelink to protect data privacy. The audit reviewed the adequacy of the policies, procedures and the administrative framework associated with data privacy, and the computer systems that are used to store and disseminate data. The ANAO also examined compliance with legislative requirements.
The objective of the audit was to examine program management in the Training and Youth Division of the Department of Education, Training and Youth Affairs. In broad terms, the audit focused on the management frameworks at both Divisional and program level. Three of the Division's programs were selected for more detailed review as follows:
- Workplace English Language and Literacy;
- Literacy and Numeracy; and
- Support for New Apprentices.
The audit examined the management of computer software assets at four Commonwealth bodies. It focused on the capitalisation of software for the purposes of annual financial reporting. The specific objectives were to: determine whether the selected bodies had established effective internal control frameworks for the capitalisation of externally acquired and internally developed software; and assess whether software costs were capitalised in accordance with organisational policy, accounting standards and relevant legislation.
This audit followed up the ANAO's 1997 performance audit report on ADF health services (Audit Report No.34 1996-97 Australian Defence Force Health Services), which focused on the delivery of non-operational health services to entitled members. The objective of the follow-up audit was to assess Defence's implementation of recommendations made in the original audit report and their effectiveness in improving ADF health services.
The audit reviewed the processes involved in the sale of one-third of Telstra. The objectives in auditing the sale were to assess the extent to which the Government's sale objectives were achieved; assess the effectiveness of the management of the share offer; assess whether the sale arrangements adequately protected the Commonwealth's interests; and facilitate improved administrative arrangements for future share offers.
In November 1998, the Minister for Communications wrote to the Auditor-General requesting an assessment of the actual costs of Phase 1 digital conversion for the ABC and SBS, the sources of funds applied and the efficiency with which the funds had been used before the government considered further funding. The purpose of this limited scope performance audit was to assess a range of financial issues associated with the ABC and SBS conversion to digital broadcasting.
The objectives of the audit were to assist the Department in the timely identification of any deficiencies in the evaluation of responses from suppliers and options for addressing the deficiencies. The objectives were to:
- test the Department's adherence to Commonwealth Procurement Guidelines for open and effective competition and to legislative and other Government specified requirements; and
- provide a report to the Parliament, the Government and other interested parties on the probity of the evaluation process.
The scope of the audit was restricted to considering the processes employed by the Department in the selection of hearing devices for use under the voucher scheme.
This was a follow-up of Audit Report No. 40 of 1997-98, Purchase of Hospital Services from State Governments. That audit examined the administration by the Department of Veterans' Affairs of the Purchase of Hospital Services from State Governments. The objective of this audit was to assess the extent to which the Department had implemented the nine recommendations of Report No. 40, taking account of any changed circumstances or administrative issues that the Department identified as affecting their implementation; and to offer continued assurance to the Parliament on the management of the purchase of hospital services.
Closing the books processes sometimes referred to as 'month-end or year-end processing' are those processes undertaken by organisations in order to generate periodic financial information. This audit focused on the monthly closing the books processes undertaken at six of the material Commonwealth organisations, in order to provide some generic conclusions on the operation and effectiveness of these periodic processes in the Commonwealth and to identify opportunities for improvement.
The objective of the audit was to provide an independent assurance on the effectiveness of the management of the upgrade of the M113 fleet for the Australian Defence Force (ADF). The audit sought to identify the initial capability requirements and approval process; analyse the contract negotiation process; and examine the management of the project and contracts.
In August 1997, Works Australia, a former business unit of the former Department of Administrative Services,was sold by the then Office of Asset Sales (OAS). For a price of $4.2 million, the purchaser acquired the assets of Works Australia and accepted certain liabilities. At the time the sale was completed, Works Australia held $43.7 million in cash belonging to Commonwealth agencies (known as client advances). ANAO programmed an audit to examine oversight of the post-sale contractual arrangements for each of the 307 Commonwealth client advances totalling $43.7 million transferred to the purchaser and found that the $43.7 million in client advances transferred to the purchaser of Works Australia in August 1997 has been effectively accounted for as of July 2001 by the Commonwealth agencies concerned. In addition, the relevant financial security arrangements over the Works Australia client advances have been effectively administered in accordance with the terms and conditions of the Works Australia Sale Agreement by Finance.
The objectives of the audit were to assess agency performance in relation to compiling their Internet listings as required by the Senate Order and the appropriateness of the use of confidentiality provisions in Commonwealth contracts. The audit involved a detailed examination in seven agencies of the processes used to compile their Internet listings and the use of confidentiality provisions in contracts.
The audit reviewed the Australian Taxation Office's use of audit of individual taxpayers as part of its approach to encouraging taxpayer compliance. The objective of the audit was to examine the use of audit as an element of the compliance management function within the Individuals Non-Business line of the ATO.
The objective of the audit was to form an opinion on ATSIC's management of the Municipal Services component of the Community Housing and Infrastructure Program (CHIP). The audit examined how effectively ATSIC specifies and implements its role, the adequacy with which it identifies relative needs for support from the program among Indigenous communities, and how it leverages improved outcomes from other potential funding sources.
Major capital equipment contributes importantly to the capabilities of the Australian Defence Force (ADF) to achieve the Defence mission, that is, the defence of Australia and its national interests. The Defence Materiel Organisation (DMO) is the relatively new Defence organisation responsible for the acquisition and through-life support of Defence equipment and systems. DMO's stated purpose is to equip and sustain the ADF. In 2001-02, it will spend $2.9 billion on progressing some 270 major capital equipment acquisition projects. This preliminary study for the audit focused on DMO reporting on the status of major equipment acquisition projects.
The audit reviewed the extent to which the Department of Health and Ageing (Health) had implemented the recommendations of Audit Report No. 13 of 1998-1999, Aboriginal and Torres Strait Islander Health Program, taking account of any changed circumstances or new administrative issues identified as impacting the implementation of these recommendations.
The objective of the ANAO audit was to identify possible areas for improvement in the Australian Defence Force's management of its Reserve forces. The audit focused on major aspects of the Reserves including roles and tasks, force structure, capability, training, individual readiness, equipment, facilities, recruitment, retention, conditions of service and administration. The audit covered the Australian Naval Reserve, the Australian Army Reserve and the Royal Australian Air Force Reserve. However, due to its size and cost, the Army Reserve was a major focus of the audit activity.
This report summarises audit and other related activities of the Australian National Audit Office in the period January to June 2000.
The audit reviewed the effectiveness and probity of the policy development processes and implementation of improved access to Magnetic Resonance Imaging services. The objective of the audit was to examine and report on the effectiveness and probity of the processes involved in:
(a) the development and announcement of the proposal to improve access to Magnetic Resonance Imaging (MRI) services announced in the 1998 Budget, including negotiation with the diagnostic imaging profession; and
(b) the registration of 'eligible providers' and 'eligible equipment' to enable the payment of claims for MRI services on the Medicare Benefits Schedule
The objective of the audit was to review AusAID's management of funding to Non-Government Organisations, to assess whether:
- the objectives of overseas development programs to be delivered by NGOs were clearly established;
- funding mechanisms for the delivery of aid programs by NGOs were clearly defined, consistently applied, and in compliance with the law; and
- whether AusAID could provide assurances that NGOs delivering development projects using Commonwealth monies are accountable for: proper expenditure of Commonwealth monies; the achievement of stated objectives; and the achievement of value for money.
The ANAO examined AusAID documentation on overseas development programs delivered by NGOs, looking particularly for clear objectives, performance measures, and evaluation mechanisms. Three levels of documentation were examined:
- government programs;
- grants schemes; and
- individual projects.

The audit objective was to determine the DVA's performance in the economy, efficiency and administrative effectiveness of the delivery of income support payments to veterans and war widows. It was found that overall, DVA is paying the correct pension to the correct people in a timely fashion within the required accuracy levels.
The objective of the audit was to form an opinion on the adequacy of the Indigenous Land Corporation's (ILC's) operations and performance in: assisting Aboriginal persons and Torres Strait Islanders to acquire land; and assisting Aboriginal persons and Torres Strait Islanders to manage indigenous-held land; so as to provide economic, environmental, social or cultural benefits for Aboriginal persons and Torres Strait Islanders.

Members of the Australian Defence Force (ADF) have informal and formal complaint mechanisms available to them to address grievances. Initially, members are advised to seek resolution of their complaint at the lowest possible level, through the normal command channels and administrative arrangements. A member who is not satisfied that a complaint has been resolved in this manner may use the Redress of Grievance (ROG) system to submit a formal complaint to the commanding officer of the member's unit. The objective of this audit was to ascertain whether the ROG system could be refined to improve the efficiency and timeliness of processing of complaints while preserving the equity and transparency the current system provides.The Redress of Grievance system is clearly time-consuming and resource intensive. Some grievances have taken as long as four years to resolve. Some could be resolved by administrative means rather than through recourse to grievance processes. The system contains various inefficiencies that detract from its cost-effectiveness from the viewpoint of the ADF and individual members. In addition many members are unaware of the system or do not have a high level of confidence in its effectiveness.
The Department of the Treasury (Treasury) manages Australia's relations with the International Monetary Fund (IMF) and various development banks, including those belonging to the World Bank Group. The audit examined Treasury's management of these obligations. In view of the size of Australia's investments and obligations, the audit focussed on financial management issues.
The objective of the audit was to examine the effectiveness of the management and control framework established by the Australian National Training Authority to assist its administration and achievement of its objectives. The ANAO's investigation was limited to an analysis of ANTA's internal administrative framework. The audit work focused on key components of the framework: planning, monitoring, and financial and control frameworks.
The objective of the audit was to form an opinion on the administrative effectiveness, efficiency and accountability of the Department of Health and Aged Care's delivery of health services to the Aboriginal and Torres Strait Islander population.
The audit was structured to provide an overview of the administration of Commonwealth assistance to the agrifood industry. In particular, the ANAO sought to form a view on the extent to which four key agencies (Agriculture, Fisheries and Forestry-Australia, the Department of Foreign Affairs and Trade, the Department of Transport and Regional Services and Austrade) are able to demonstrate their success in achieving the Government's objectives for the Australian agrifood industry by assessing agencies' agrifood-related: planned outcomes; performance information; and reporting.
The audit examined the efficiency and effectiveness of the Department of Employment and Workplace Relations' implementation and subsequent management of the Indigenous Employment Policy. The audit sought to determine whether, in relation to the Indigenous Employment Policy, the department had:
- developed appropriate planning processes and performance measures;
- monitored and reported performance results;
- implemented appropriate evaluation and review mechanisms;
- conducted effective marketing and promotion; and
- identified enhancements and addressed performance issues.
The audit examined whether the Department of Health and Ageing had the performance information necessary to administer the Australian Health Care Agreements. A strong focus of the audit was accountability for performance given the significant size of Commonwealth financial assistance, more than $29.6 billion over 5 years, provided to the States and Territories for the provision of health care services.
The audit reviewed the sale of DAS Interiors Australia, a business unit of the Department of Administrative Services, which provided a range of services covering strategic advice and accommodation planning, design and documentation, and supervision of office fit-outs. The objectives of the audit were to review the efficiency and effectiveness of the management of the sale.
The Department of Veterans' Affairs (DVA) uses information technology (IT) extensively in providing services to Australia's veteran and defence force communities. The audit reviewed DVA's management of its IT outsourcing contract. The audit considered DVA's planning to meet its strategic IT needs through the IT outsourcing contract, the provisions of the contract, contract administration, management of the impacts of the outsourced services on DVA's business and the outcomes of DVA's approach to the contract.
HMAS Cerberus is a Navy base situated south-east of Melbourne, Victoria. As a major Navy training establishment, it conducts initial recruit training, and specialist category training in areas such as communications and engineering. The Australian Defence Force (ADF) Schools of Catering and Physical Training are situated there, as is a major health centre for operational and training needs. The health centre and other facilities at HMAS Cerberus were re-developed several years ago. In August 2001, the then Minister for Defence announced that, in response to continuing concern over facilities management at HMAS Cerberus, he had asked the Australian National Audit Office (ANAO) to conduct an independent investigation. The ANAO agreed to review these matters. The objective of the audit was to examine facilities management issues at HMAS Cerberus with a view to clarifying those of concern and ensuring that lessons would be learned from them to assist Defence facilities management generally.
This annual report documents the performance of the Australian National Audit Office (ANAO) in the financial year ending on 30 June 2010. It includes a foreword by the Auditor-General, an overview including the role and responsibilities and vision of the Office, a report on performance, details about management and accountability, and the financial results.
The audit focussed on performance information reporting by the submarine System Program Offices on reliability, safety systems and logistic support services. In the context of the sustainability arrangements, the audit considered combat system upgrades and personnel escape and rescue systems. Any arrangements that the Commonwealth may be considering regarding the potential sale of ASC were not within the scope of this audit.
The objective of the audit was to assess whether the disposal of 'infrastructure, plant and equipment' assets was being carried out in accordance with Government policy, relevant aspects of the asset management principles, and applicable internal controls. The scope of the audit covered all aspects of the disposal process from initial planning through to the receipt of proceeds and evaluation of the outcome. The audit examined eight organisations, which are not named in the report.
The audit reviewed the management of the first round of Job Network contracts, which focused on Job Matching, Job Search Training and Intensive Assistance. The objective of the audit was to assess the efficiency and effectiveness of the Department of Employment, Workplace Relations and Small Business's management of the first round of employment services contracts. A key part of this examination was to assess the Department's level of confidence that the program was meeting government objectives based on performance and management information.
The audit reviewed the Commonwealth management and regulation of plasma fractionation. The audit objectives were to:
- assess the administrative and financial effectiveness of the Department of Health and Aged Care's contract management of the PFA;
- assess whether the TGA's implementation of post sale regulatory arrangements adequately protects the community's interests; and
- assess the extent to which agencies have implemented the recommendations made in Audit Report No.14 1995-96 concerning funding of plasma products and regulation of plasma products manufactured under the PFA.
The Senate Order of 20 June 2001, required all FMA agencies to list contracts over $100 000 on the Internet. FMA agencies were to indicate, amongst other things, whether the contracts contained provisions requiring the parties to maintain confidentiality of any of its provisions or whether any provisions of the contract were regarded by the parties as confidential. The Senate Order also requested the ANAO to conduct an examination of a number of such contracts, and indicate whether any inappropriate use of confidentiality provisions was detected in that examination. The Government agreed that agencies would comply with the spirit of the Order because it was committed to transparency of Commonwealth contracts. The Government also indicated that agencies' compliance with the Order would be progressive as agencies refine arrangements and processes to meet the requirements
