The Auditor-General for Australia is an independent officer of the Parliament with responsibility under the Auditor-General Act 1997 for auditing Commonwealth entities and reporting to the Australian Parliament. The Auditor-General is supported by the Australian National Audit Office (ANAO).

The office of Auditor-General is a ten year statutory appointment made by the Governor-General on the advice of the Prime Minister. In recognition of the Auditor-General’s status as an officer of the Parliament, the Australian Parliament’s Joint Committee of Public Accounts and Audit (JCPAA) must approve any proposed recommendation for appointment.

In this inaugural edition of audit insights, we look at the history and mandate of the Auditor-General of Australia, the functions delivered under the Auditor-General Act, the purpose of the Australian National Audit Office (ANAO) and our relationship with the Australian Parliament.

The Auditor-General publishes an annual audit work program in July each year, which takes regard of the priorities of the Parliament as outlined in the Auditor-General Act. The purpose of the program is to inform the Parliament, government sector entities and the public of the audits we propose to deliver throughout the financial year. The program covers financial statement and performance audits, and other assurance activities.

Cybersecurity is the theme for this newsletter, with articles from the Supreme Audit Institutions (SAIs) of Australia, Malta and the UK.

One of the main purposes of the e-newsletter is to share experiences and establish a dialogue based on the discussions that were started at the 23rd Conference of Commonwealth Auditors General in Delhi. For this edition the conversation is around ‘leveraging technology in public audit’, and it draws on international peers experiences and learnings from conducting cybersecurity audits.

This audit series assesses the effectiveness of governance arrangements in selected entities for monitoring and implementing agreed parliamentary committee and Australian National Audit Office (ANAO) performance audit recommendations.

Parliamentary committee and Auditor-General reports identify areas where administration can be improved and make recommendations to improve the delivery of outcomes. Once entities have agreed to implement performance audit recommendations, or in the case of parliamentary committee reports, the Australian Government has committed to the implementation of recommendations, timely implementation in line with the intended outcome of the recommendation is important in achieving the full benefit of the recommendation.

The audit examined whether the Department of Home Affairs implemented all agreed recommendations from parliamentary committee and Auditor-General reports within the scoped timeframe.

The objective of this audit was to examine whether the selected entities within the Attorney-General’s portfolio have implemented all agreed recommendations from parliamentary committee and Auditor-General reports within the scoped timeframe.

This document outlines the role of the Auditor-General in resolving matters referred to in a Parliamentary Committee¹ report when a Government response, or explanatory statement, has not been presented within six months, or questions on the explanatory statement have not been answered to the satisfaction of the committee.

The Auditor-General responded on Thursday 13 July 2023 to correspondence from Senator Jacqui Lambie dated 16 June 2023, requesting that the Auditor-General consider an audit of the Inspector-General of the Australian Defence Force. The Auditor-General provided a follow-up response to Senator Lambie on 4 October 2023.

The Auditor-General received further correspondence from Senator Lambie on 6 October 2023 and 3 November 2023. The Auditor-General provided a follow-up response to Senator Lambie on 15 November 2023.

The Auditor-General received further follow-up correspondence from Senator Lambie on 18 October 2024. The Auditor-General provided a follow-up response to Senator Lambie on 31 October 2024.

The Acting Auditor-General responded on 11 May 2017, and the Auditor-General followed-up on 19 July 2017, to correspondence from Ms Cathy McGowan AO MP dated 10 April 2017. Ms McGowan had requested that the Auditor-General conduct an audit of the Regional Australia Impact Statement process, which is administered by the Department of Infrastructure and Regional Development.

The Auditor-General responded on 19 April 2017, and followed-up on 19 July 2017 and 18 May 2018, to correspondence from the Hon. Wayne Swan MP dated 27 March 2017, requesting that the Auditor-General conduct an investigation to examine the operation of the Northern Australia Infrastructure Facility (NAIF), its independence and the quality of the systems and analyses being implemented.

The Auditor-General responded on 29 October 2019 to correspondence from the Hon Joel Fitzgibbon MP dated 1 October 2019, requesting that the Auditor-General conduct an examination of Federal Government drought funding measures. The Auditor-General provided a follow-up response to the Hon Joel Fitzgibbon MP on 24 July 2020.

The Auditor-General responded on 6 April 2023 to correspondence from Senator Andrew Bragg dated 8 March 2023, requesting that the Auditor-General conduct an investigation into the costs of the ongoing legal dispute concerning the Commonwealth and Dr Monique Ryan MP. The Auditor-General responded on 11 May 2023 to follow-up correspondence from Senator Bragg dated 18 April 2023, requesting a timeline for finalisation of the 2022–23 financial statements audit of the Department of Finance.

The Auditor-General responded on 15 December 2023 regarding the ANAO enquiries and that the results are published in the Auditor-General Report No.9 (2023-24) Audits of the Financial Statements of Australian Government Entities ended 30 June 2023 that tabled in the Parliament on 14 December 2023.

The Auditor-General responded on 20 September 2019 to correspondence from Mr Julian Hill MP dated 3 September 2019, requesting that the Auditor-General conduct an investigation to examine aspects of the family migration program. The Auditor-General provided a follow-up response to Mr Hill MP on 24 July 2020. 

The Auditor-General responded on 20 April 2018 to correspondence from Mr Stephen Jones MP dated 26 March 2018, requesting that the Auditor-General conduct an investigation to examine the awarding of a grant under the Regional Jobs and Investment Package program in Tropical North Queensland. The Acting Auditor-General followed-up on 23 January 2019 to advise Mr Jones that an audit of the Regional Jobs and Investment Packages has now commenced.

The Auditor-General responded on 23 April 2026 to correspondence from the President of the Senate dated 1 April 2026, regarding a resolution agreed by the Senate requesting that the Auditor-General reinstate the annual major projects report.
