This is the first of two audit reports concerning the Tax Office's administration of SMSFs pursuant to the provisions of the Superannuation Industry (Supervision) Act 1993.

- the ATO's previous experience with aggressive tax planning and action on previous significant external reviews, particularly dealing with mass marketed investment schemes;
- strategy and operations, intelligence gathering and use; and the identification and management of promoters given their significant role in aggressive tax planning.
The objective of the audit was to assess the effectiveness of the Project Wickenby taskforce in making Australia unattractive for international tax fraud and evasion by detecting, deterring and dealing with the abusive use of secrecy havens by Australian taxpayers.
The objective of this audit was to assess whether DEWR's oversight of the Job Network ensures that job seekers are provided with high quality services. This annual report documents the performance of the Australian National Audit Office (ANAO) in the financial year ending on 30 June 2014. It addresses the Requirements for Annual Reports for Departments, Executive Agencies and FMA Act Bodies approved by the Joint Committee of Public Accounts and Audit in May 2014; the performance measures set out in the outcome and programs framework in the 2013–14 Portfolio Budget Statements; section 28 of the Auditor-General Act 1997; and other annual reporting requirements provided for in legislation.
The objective of this audit is to examine DIAC's implementation of the nine recommendations made in the earlier audit. The audit has also taken into account changed circumstances since the original audit. These include a heightened security environment after 11 September 2001 and the results of other relevant ANAO performance audit and financial statement work. The audit also examined ETA decision-making processes to gain assurance about its robustness in a changing risk environment. This issue came to attention in recent audits of visa management processes.

The objective of the audit was to assess how effectively Geoscience Australia provides geoscientific and geospatial information and services to assist the Australian Government and key stakeholders. Particular emphasis was given to:
- the collection and management of geoscientific and geospatial data and information, including accessibility;
- the provision of products and services; and
- governance arrangements.
The ANAO examined a number of datasets and product and service projects to assess Geoscience Australia's performance in providing geoscientific and geospatial information and services.
Allegations were made to the Senate Economics References Committee that the Australian Taxation Office and Australian Customs Service (Customs) had failed to pursue several cases of detected sales tax fraud. The Committee believed that this alleged failure may have stemmed from coordination problems between the two agencies. The Committee requested the Auditor-General to investigate this matter and report his findings to the Parliament.

In particular, the ANAO focused on four key areas: the implementation of eWHM visa; authority for the WHM programme; decision-making for WHM visas; and programme performance information. A feature of the audit was the computer-aided scrutiny of over 300 000 visa application records to test DIMA's decision-making processes.
The objective of the audit was to form an opinion on the adequacy of the Indigenous Land Corporation's (ILC's) operations and performance in: assisting Aboriginal persons and Torres Strait Islanders to acquire land; and assisting Aboriginal persons and Torres Strait Islanders to manage indigenous-held land; so as to provide economic, environmental, social or cultural benefits for Aboriginal persons and Torres Strait Islanders.

The primary objective of the audit was to assess FaCS' management of the Internet portals for which it had responsibility as lead agency, www.youth.gov.au, www.community.gov.au, and www.families.gov.au. The ANAO also included in the audit a website directed towards youth. The source which provided many of the services expected of a portal. The audit considered governance structures for the portals; measurement of efficiency and effectiveness; and control factors, such as change management,security, and legal issues.
The ANAO reviewed arrangements for the development of the department's fraud policy, fraud risk assessment and fraud control plan within the core functional areas of the department that are responsible for these activities. The audit also examined the operational procedures and guidelines that were in place to implement the department's fraud policy. The objective of the audit was to assess whether AFFA has implemented appropriate fraud control arrangements in line with the Fraud Control Policy of the Commonwealth and whether these arrangements operate effectively in practice.
The objectives of this audit were to improve: the accountability of the Australian Taxation Office to Parliament and the Government by the provision of advice that follows up on the ATO's implementation of the previous ANAO Report; and on the recommendations of the then Joint Committee of Public Accounts arising from its consideration of that Report and the efficiency, effectiveness and equity of debt collection by the ATO.
The objective of the audit was to assess the implementation of the Australian Taxation Office's Client Contact – Work Management – Case Management system (CWC). The audit examined four key areas that included:
- progress of the CWC against the endorsed Change Program business case;
- improvements to the productivity and efficiency of tax administration as a result of the implementation of the CWC;
- improvements to client experiences when dealing with the Tax Office as a result of the implementation of the CWC; and

The audit reviewed the application by the Department of Finance and the portfolio departments of the 1993 Accountability and Ministerial Oversight Arrangements for Government Business Enterprises and any statutory monitoring and reporting requirements applying to the selected GBEs provided under their own establishing legislation. The objectives of the audit were to examine:
- the effectiveness of the GBE monitoring arrangements in providing appropriate performance information to the Government;
- the extent to which agencies and the selected GBEs comply with the monitoring arrangements and legislative requirements; and
- whether the GBE monitoring system provides an effective level of accountability to Ministers and to the Parliament.

The audit examined a range of issues in relation to the development of certified agreements in the APS with particular emphasis on the link between improved pay and conditions and increased productivity, and the funding of agreements. The objectives of the audit were to:
- provide an overview of the range of wage outcomes included in the first round of APS certified agreements;
- identify the administrative arrangements agencies have in place to measure any improvements in productivity that were linked to pay increases;
- determine how agencies funded their certified agreements;
- review the reporting and accountability arrangements agencies have in place to monitor progress and to evaluate the outcomes of their certified agreements;
- determine the extent to which agencies complied with the employment terms and conditions outlined in their certified agreements that contributed to paying for their agreement or measuring and/or assessing improvements in productivity; and

The objective of the audit was to examine program management in the Training and Youth Division of the Department of Education, Training and Youth Affairs. In broad terms, the audit focused on the management frameworks at both Divisional and program level. Three of the Division's programs were selected for more detailed review as follows:
- Workplace English Language and Literacy;
- Literacy and Numeracy; and
- Support for New Apprentices.

The objective of this audit was to form an opinion on the Australian Research Council's (ARC's) management of research grants. In its assessment, ANAO considered ARC's compliance with relevant sections of the Australian Research Council Act 2001 (ARC Act) and the Financial Management and Accountability Act 1997 (FMA Act). The assessment also took account of the ANAO's Better Practice Guides, particularly the Better Practice Guide—Administration of Grants. The audit focused mainly on ARC's administration of Discovery Projects, the largest scheme in ARC's National Competitive Grants Program (NCGP).
The Commonwealth electoral roll is managed by the Australian Electoral Commission (AEC) and lists the names and addresses of people entitled to vote in federal elections. The objectives of the audit were twofold. The first objective was to provide an opinion on the integrity of the electoral roll, for the purpose of the audit, integrity was defined as accuracy, completeness, validity and security. The second objective was to examine the effectiveness of the AEC's management of the electoral roll in ensuring the roll's integrity.

In the current audit, the objectives were to provide assurance to the Parliament on the adequacy of the measures and plans instituted by Defence to ensure that the combat aircrew workforce meets military preparedness requirements in the future, and to identify possible areas for improvement.
The objective of the audit was to assess the efficiency and the effectiveness of DEWR's administrative oversight for the WfD programme. The components of administration examined included whether:
- the operation of the WfD programme was guided by sound business planning including risk assessment;
- DEWR effectively and efficiently managed, monitored and reported the performance of CWCs in meeting contractual obligations;
- adequate support was provided to DEWR contract managers and account managers to assist in the delivery of WfD outcomes;
- there was evaluation of the performance of CWCs in delivering WfD objectives on behalf of the department;
- DEWR measures the effectiveness of WfD against programme objectives; and
- DEWR had implemented agreed recommendations from the previous WfD audit, where current and relevant.
The objective of the audit was to evaluate the Department's performance in pursuit of selected PBS program objectives and outcomes, including to investigate and evaluate the economy, efficiency, administrative effectiveness and accountability of the management of the listing process as a significant element of the program. This involved a review of the developments in the listing process over recent years including: the establishment of a comprehensive database of major applications for PBS listing between 1991 and 1996, which facilitated a detailed analysis of the time taken to list drugs on the PBS schedule; a technical consultancy into the DHFS' Guidelines to industry for preparation of applications for PBS listing, and into the use of the economic analysis in assessing proposals for PBS listing; and a review of the selection process including the operations of the PBS advisory committees.

The objective of the audit was to ascertain how efficiently and effectively the ATO administers sales tax collections. The audit excluded an examination of the Australian Customs Service's sales tax administration, although it did examine coordination and liaison arrangements between the ATO and ACS. The audit approach involved analysing the ATO's performance against the five elements of the ATO's established compliance improvement process, namely:
- interpreting and clarifying sales tax law;
- identifying and understanding clients and markets (enabling tax officers to identify and analyse risks of non-compliance);
- providing education and information to clients regarding sales tax obligations, based on identified compliance risks;
- implementing administrative arrangements which ensure and/or assist taxpayers to meet their obligations; and
- detecting non-compliance and taking action to remedy instances of non-compliance.
The audit examined agency approaches to the management of intellectual property under its control, and identified themes common to the management of all types of intellectual property. The audit objective was to:
(i) form an opinion on whether Commonwealth agencies have systems in place to efficiently, effectively and ethically manage their intellectual property assets; and
(ii) identify areas for better practice in intellectual property management by those agencies.
The objective of the audit was to assess the effectiveness of Agriculture’s and Customs’ arrangements for the targeting and screening of incoming international mail to identify prohibited and restricted goods.
